The composition of the committee referred to in Article 1 above shall be fixed as follows:

2. A qualified personality chosen from among the officers on duty in the services of the Ministry of Justice;
3. A qualified person selected in another jurisdiction.
In addition, the Commission may join, in an advisory capacity, one or more experts selected in consideration of their professional qualification.
The members of the commission and, where appropriate, the expert (s) are appointed by the custody of the seals, Minister of Justice. An alternate member is appointed for each of the full members.
The chairman shall convene the members of the committee and, where appropriate, the expert (s), on a proposal from the youth judicial protection service responsible for organising the competition which ensures The secretariat of the committee.
The committee shall act by an absolute majority of its members.
