Decree of 20 December 2001 on general rules for the organisation and nature of competitions for restricted competitions for access to various Category A bodies of the Ministry of Agriculture and Fisheries Organised pursuant to Article 1 of Decree No. 2001-1245 of 20 December 2001

The Minister of Agriculture and Fisheries and the Minister of Public Service and State Reform,
In light of Decree No. 65-688 of 10 August 1965 on the Special status of the body of rural engineering engineers;
In light of Decree No. 65-690 of 10 August 1965 on the special status of agricultural engineers;
In light of Decree No. 70-128 of 14 February 1970, as amended Special status of the body of water and forestry engineers;
In view of Decree No. 91-82 of 14 January 1991 on the special status of the bodies of the school and university administration of agricultural education, as amended by the Decree No. 95-228 of 28 February 1995 and No. 96-686 of 30 July 1996;
In the light of Decree No. 95-370 of 6 April 1995 laying down the statutory provisions applicable to engineers and technical training and research personnel of the Ministry of Agriculture and fisheries, as amended by decrees No. 96-309 of 5 April 1996 and No. 98-875 of 23 September 1998;
Having regard to Decree No. 96-303 of 3 April 1996 on the special status of the administrative attachés of the decentralised services of the Ministry responsible for agriculture;
In view of Decree No. 2001-834 of 12 September 2001 on the recognition of the professional experience in equivalence of the conditions of qualifications or diplomas required to run for competitions and examinations Reserved professionals organised pursuant to Article 1 of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the public service, as well as working time in the Territorial civil service;
In view of Decree No. 2001-1245 of 20 December 2001 on the organisation of competitions and professional examinations reserved for access to certain bodies of officials in the State of categories A, B and C, under the Ministry Of agriculture and fisheries, pursuant to Article 1 of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the public service, as well as working time in the Territorial public service;
In view of the decree of 2 April 1996 laying down the branches of professional activity of the bodies of engineers and technical staff of training and research of the Ministry of Agriculture and Fisheries,
:

Item 1


Seront organized under the aforementioned Decree of 20 December 2001 for restricted access to bodies:
-des Deconcentrated service attachments;
-school and university administration attachés;
-rural engineering engineers;
-agricultural engineers;
-work engineers Waters and forests;
-of study engineers in the occupational industries referred to in the decree of 2 April 1996.
The competitions have two admission tests, one written and the other oral.

Article 2


The first entry test, which is mandatory for a number of subjects, consists of:
-for candidates Reserved competition for access to the body of the deconcentrated service attaches and the body of the officers of the school and university administration of agricultural education, in a written examination based on a documentary record and giving rise to Writing a note or report (duration: four hours; coefficient 2);
-for candidates for restricted access to the body of rural work engineers, the body of agricultural engineers and the body of the Engineers of the water and forest works, in a written test in the form of a case study based on a documentary record and leading to the writing of a note or a report (duration: four hours; coefficient 2);
-for Candidates for competitions reserved for access to the body of study engineers, in the study of a technical file constituted by the jury on a subject in relation to the branches of professional activity and the drafting, from this file, of a A summary note consisting of an analysis of the problems and the proposed solutions (duration: four hours; coefficient 2).

Article 3


The second entry test consists, for all candidates, in an oral test in the form of a meeting with the jury (coefficient 4).
It consists of:
-a maximum of ten minutes duration The professional activity of the candidate during the years of public service giving the agent the right to run in the competition;
-a meeting with the jury, lasting a maximum of twenty minutes. This interview covers the professional activity described by the candidate in his presentation, his professional knowledge, his ability to situate himself in the professional environment of the body to which he applies and his ability to adapt to the tasks And jobs assigned to employees in the body.

Article 4


Each test is rated from 0 to 20. At the end of the second test, the selection board shall establish, for each body referred to in Article 1 above, the ranking list, in order of merit, of the candidates admitted as well as a supplementary list of admission
Same total points are split by taking into account the score on the second admission test.

Article 5


Candidate for Competition for access to the body of study engineers chooses to register the industry in which it wishes to compete.
Jobs remaining unfilled by a branch of professional activity may be Deferred to the needs of other business lines.

Article 6


The Board is appointed by the Minister Responsible for agriculture. It is composed of at least three members. Its composition takes account of the diversity of competences required to carry out the tasks assigned to the body and the diversity of the situations in which the candidates perform these tasks.

Article 7


In accordance with Article 2 of the aforementioned Decree of 12 September 2001, candidates who wish to benefit from the recognition of their experience In accordance with the conditions of qualifications or diplomas required to enter the competition for access to the bodies referred to in Article 1 above shall apply at the time of entry.

Article 8


The Director General of Administration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
