In the light of Act No. 83-550 of 30 June 1983 on the commemoration of the abolition of slavery, as amended by Section 4 of Act No. 2001-434 of 21 May 2001 on the recognition of trafficking and slavery as a crime against humanity;

The Committee set up by the single Article of the Act of 30 June 1983 referred to above is referred to as " Slavery Memory Committee ".
The committee includes:
1 ° Four persons selected for their research in the field of trafficking or slavery;
2 ° Four Personalities chosen in consideration of their associative activity in the defence of the memory of slaves;
3 ° personalities chosen according to their knowledge of the French overseas.
The chairman and other members of the committee shall be appointed, for a period of five years, by decree of the Prime Minister.
The Committee shall be convened at the request of the Minister responsible for the Overseas or its President, as well as under the conditions laid down in its Rules of Procedure.
The Committee shall deliberate if the Less of its members is present.
If the quorum is not present, a new meeting of the Committee shall be convened within 15 days. The committee may then validly deliberate if at least one third of its members is present.
In the event of an equal division of votes, that of the President is paramount.
Minutes of the meetings, which is signed by the Chair, shall be held.
The mission of the committee is to propose to the Prime Minister the date of the annual commemoration, in metropolitan France, of the abolition of slavery, after the widest
. Proposes to the ministers responsible for the interior, culture and overseas:
1. The identification of places of celebration and memory throughout the national territory;
2 ° Public awareness
. For the purpose of proposing to ministers responsible for national education, higher education and research measures to adapt school curricula, awareness-raising activities in schools and Suggest research programs in history and other human sciences in the area of trafficking or slavery.
The committee awards a prize each year to reward a doctoral thesis on trafficking or slavery.
The committee reports annually to the Prime Minister on actions taken in the area of commemoration and awareness-raising. This report is made public.
The overseas department provides the secretariat for committee meetings.
The travel expenses of the members of the committee, for its meetings, shall be reimbursed under the conditions set out in the regulations applicable to state officials.
The Minister of the Interior, Internal Security and Local Freedoms, the Minister of Youth, National Education and Research, the Minister of Economy, Finance and Industry, Minister of Culture and Communication and the Minister for Overseas Affairs shall each have responsibility for the execution of this Decree, which shall be published in the Official Journal of the French Republic.
