ARRETE
Decree of 20 December 2004 laying down the organisational arrangements and professional selection tests for the establishment of the promotion board at the rank of divisional controller of the systems Information and communication

The Minister of the Interior, Internal Security and Local Freedoms and the Minister of Public Service and State Reform,
In the light of Law No. 83-634 of 13 July 1983 as amended bearing the rights and obligations of civil servants, together with the amended Act No. 84-16 of 11 January 1984 laying down statutory provisions relating to the public service of the State;
Having regard to Decree No. 94-1014 of 18 November 1994 Laying down the common statutory provisions applicable to various bodies of officials of category B, in particular Article 11 thereof, Title II;
Having regard to Decree No. 2000-798 of 24 August 2000 on the special status of the body of controllers of the Information and communication systems of the Ministry of the Interior, Internal Security and Local Freedoms,
Stop:

Article 1


The professional selection tests provided for in Article 11, Title II, of the decree of 18 November 1994 referred to in Sight of the establishment of the promotion board at the level of the divisional supervisor of the information and communication systems shall be organised in accordance with the conditions laid down in this Order.

Article 2


Order of the Minister of the Interior, Internal Security and Local Freedoms published in the Official Gazette of the French Republic announces the opening Of each session and sets out the list of examination centres, the number and location of the jobs offered, the application deadline and the date of the tests. The period between these two dates cannot be less than one month.

Article 3


Authorized by the Minister of the Interior to To take part in the professional selection tests for officials who, during the year in which the progress table is drawn up, fulfil the conditions laid down in Article 11 (II) of the decree of 18 November 1994 referred to above Shall apply in writing before the deadline for the application of the order referred to in Article 2 above.

The professional examination includes a written eligibility test and an oral admission test:


Eligibility Written Evidence


This test consists, from one of the two files submitted to the candidate's choice, in the development of a technical note using the knowledge of It on all the areas of information and communication systems and their evolution. In addition to the editorial qualities, it must be able to assess the spirit of analysis and synthesis of the candidate and his ability to propose solutions relating to the implementation and/or monitoring of projects relating to the field of the CIS.
(Coefficient 2; duration 3 hours).


Intake Oral Protest


This test consists of an interview with the board which first includes a presentation of approximately 5 minutes on the duties performed by the Candidate and continues on matters relating to his or her professional environment, general administrative knowledge and related technical matters. This interview also allows us to appreciate the candidate's openness to new technologies, his ability to animate a team and his understanding of his environment.
(Coefficient 3; duration 30 minutes).

Article 5


The jury is appointed by order of the Minister of the Interior, Internal Security and Local Freedoms. It is composed of five members: the Director of Human Resources or his representative, President, and four officials from two different directorates of the Ministry of the Interior, Internal Security and Local Freedoms, including two Less, belonging to a category A body; two members of the jury, at least equal to the divisional controller of the information and communication systems, having competence in the field of transmissions and information technology.

Article 6


Each test, written and oral, is scored between 0 and 20.
Eligible applicants are: Having obtained at least 10 out of 20 on the written test. The board shall establish, in alphabetical order, the list of eligible candidates.
Only candidates who have obtained an average of at least 10 out of 20 for all the tests may be selected for the preparation of the promotion board. Written and oral.
The selection board shall establish, in alphabetical order, the list of candidates who have met all the tests of the professional examination.
This list, the total number of points, and the average for each candidate are Communicated to the Joint Administrative Committee responsible for the bodies of the supervisors of the information and communication systems of the Ministry of the Interior, internal security and local freedoms, to be given its opinion On the establishment of the promotion board.

Item 7


Departmental Information and Communication Systems Controllers Of the interior, internal security and local freedoms in the position of detachment in another body and officials of other bodies seconded to the body of the controllers of the information and communication systems of the Ministry of the Interior, Internal Security and Local Freedoms which fulfil the conditions laid down in Article 11, Title II, of the decree of 18 November 1994, above, may take part in the tests of the professional examination, subject to the Request, in accordance with the conditions laid down in Article 3 of this Order.

Item 8


The provisions of the May 11 Order 1998 laying down the details of the occupational selection tests for the establishment of the promotion board at the level of the divisional supervisor of the information and communication systems shall be repealed.

Article 9


The Secretary General of the Ministry of the Interior, Internal Security and Local Freedoms is responsible for the execution of this Order, which will be published In the Official Gazette of the French Republic.
