In view of the amended decree of 26 January 1993 laying down the list of disciplines in which a practical pedagogical test is organised in Application of Article 52 of Decree No. 84-135 of 24 February 1984, amending the status of teaching and hospital staff in hospital and university centres;
In the light of the decree of 3 December 1993 laying down the conditions under which Foreign degrees and diplomas are allowed to be exempted from the authorisation to conduct research or doctorate of state for the purposes of Article 63 of Decree No. 84-135 of 24 February 1984, as amended concerning the status of teaching staff and Hospital and university hospitals,
Stop:
The teaching jobs of the hospital-based medical practitioners designated in the list annexed to this Order (Annex I) are declared vacant and may be filled in the following conditions.
Professors of hospital-based practitioners who meet the condition of seniority provided for in Article 60 of Decree No. 84-135 of February 24, 1984, may request their transfer to the jobs set out in the Annex I, under the conditions defined below.
However, in accordance with Article 1 of Decree No. 86-10 of 3 January 1986, employment with a cooperative assignment is not available for deployment.
Within days of publication in the Official Journal of this Order, candidates for deployment Must address the Director of the Training and Medical Research Unit and the Director General of the University Hospital Centre:
-a request for a transfer in accordance with the template given in Annex IV (downloadable on the Site http://www.education.gouv.fr under "Administrative Forms";
-a detailed curriculum vitae;
-a list of their titles and works.
Candidates shall, within the same time frame, send a copy of the letter of application and Curriculum vitae:
-on the one hand, to the Ministry of Youth, National Education and Research (DPE D 5, Office of Health Personnel), 61-65, rue Dutot, 75732 Paris Cedex 15;
-on the other hand, to the Ministry of Health, of the Family and persons with disabilities (direction of hospitalization and organization of care, office M 2), 8, avenue de Ségur, 75350 Paris Cedex 07.
At the expiration of the time limit set out in Article 3 of this Order, the following procedure shall be applied:
For each job to be filled:
The Director General of the Hospital Centre University shall immediately submit the application (s) received to the Medical Establishment Commission, which shall meet in limited training limited to inpatient-university staff performing duties at least equivalent to those To which the person concerned is entitled;
The Director of the Training and Medical Research Unit shall immediately take the advice of the unit, which shall meet in limited training for teachers at least equal to that of a teacher.
These Two bodies shall have a period of twenty-one days to make their opinions known by, in the case of multiple applications, a ranking of the candidates who have received a favourable opinion.
The opinions formulated are attached to the application and sent, within six weeks of the date of publication in the Official Journal of the By the Director of the Training and Medical Research Unit, the Ministry of Youth, National Education and Research and, by the Director General of the University Hospital Centre, the Ministry of Health, Family and persons with disabilities.
People of French nationality and nationals of the European Union or other States party to the agreement on the European Economic Area may apply to the competitions for the recruitment of professors of the university-practitioners In the following conditions defined by type of competition.
TYPE I COMPETITIONS IN APPLICATION
OF SECTION 61 OF ORDER No. 84-135 OF FEBRUARY 24, 1984
(see Appendix II)
Can be applied for:
I.-Across all disciplines
Associate professors of French nationality or national of the European Union or of other States party to the agreement On the European Economic Area which has completed at least three years of effective service either full-time or part-time (Article 71).
II. -In biological and mixed disciplines
Masters of conferences of hospital-based practitioners justifying at least two years of effective functions in this capacity.
They must have The authority to conduct research or doctoral studies of a state.
As a result of these French diplomas, foreign degrees and diplomas are allowed to provide access to teaching-researcher functions of the same rank in institutions. Of higher education in the country in which they are issued. Candidates must provide to this effect a certificate from the embassy of the country under consideration in France that expressly certifies that the diploma or title obtained in that country by the person concerned provides access to the functions of a teaching-scientist of the same rank That those entrusted to the professors of the university-medical practitioners in the higher education institutions of the country concerned.
III. -In the clinical disciplines and in the mixed disciplines included in the list established by the decree of 18 August 1988 as amended (see Annex III)
Clinical heads of universities-hospital assistants, former heads of clinics of the Universities-hospital assistants, university hospital practitioners, former university hospital practitioners and conference masters of hospital-based university-practitioners with at least two years of effective function in Any of these qualifications.
They must have the authority to conduct research or doctorate of state.
The diplomas and foreign titles to be granted access to foreign diplomas are admitted, by means of French diplomas. Functions as a teacher-researcher of the same rank in the higher education institutions of the country in which they are issued. Candidates must provide to this effect a certificate from the embassy of the country under consideration in France that expressly certifies that the diploma or title obtained in that country by the person concerned provides access to the functions of a teaching-scientist of the same rank That those entrusted to the professors of the university-medical practitioners in the higher education institutions of the country concerned.
Clinical Heads of Universities-Hospital Assistants and Former Clinical Leaders of the University assistants must also be under forty-five years of age on January 1 of the year of the competition. This age limit, however, is not binding on hospital practitioners, governed by Decree No. 84-131 of 24 February 1984, former heads of clinics of the universities' assistants in hospitals.
IV. -In clinical disciplines
Hospital practitioners who meet the conditions laid down in Decree No. 86-10 of 3 January 1986 concerning the service in cooperation.
It is possible to apply:
Incumbent and former researchers of scientific public bodies, researchers and former researchers at the Institut Pasteur and cancer centres, as well as centres or establishments of transfusion Of the towns in the headquarters of hospital and university centres and the teaching staff not covered by Decree No. 84-135 of 24 February 1984, justifying two years of effective functions in one or other of these qualities.
The Candidates who have served for at least two years in a foreign institution of higher education or research in teaching or research functions at least equivalent to those entrusted to the masters of conferences.
The Candidates in these competitions must have the authority to conduct research or doctoral studies of a state.
The diplomas and foreign titles available for access to functions are allowed, by means of these French diplomas A teacher-researcher of the same rank in the higher education institutions of the country in which they are issued. Hospital practitioners governed by the decree N ° 84-131 of 24 February 1984 having eight years of seniority in that capacity and having carried out a university teaching activity under the conditions laid down by their special status.

The Candidatee File is addressed, preferably in a simple recommended mailing (without notice of receipt), no later than January 24, 2003 at midnight (the postmark), to the addressee named below on the basis of Competition discipline:
For the biological and mixed disciplines on List A (Appendix III), to the Ministry of Health, Family and Disabled Persons (Direction of Hospitalization and Organization of Care, Office Medical competitions, M 4), 8, avenue de Ségur, 75350 Paris Cedex 07;
For the clinical disciplines listed in List B (Annex III), the Ministry of Youth, National Education and Research (Office of the Organization of the Recruitment of higher education staff, DPE E 3), 110, rue de Grenelle, 75357 Paris 07 SP.
The folder Application must include the following documents:
a) A declaration of application made in duplicate on the model of Annex V;
b) A photocopy of the national identity card or, failing that, a certificate of nationality ;
(c) A photocopy of diplomas (for foreign degrees and diplomas: certificate from the embassy of the country under consideration in France);
(d) An administrative certificate showing the duration of the duties required to present themselves, with Copy of appointment or integration orders;
e) For candidates in the type 2 competitions organised pursuant to Article 62 (a) of Decree No 84-135 of 24 February 1984 presenting themselves as teaching or research functions They have exercised in a foreign institution of higher education or research, an attestation by the head of the institution concerned expressly certifying that the teaching or research functions performed by the person concerned are At a level equivalent to those entrusted to the lecturers. Applications that do not include this certification cannot be declared admissible;
f) For candidates who wish to be registered in a hospital discipline different from the academic discipline, an application Written on a free paper specifying the heading of the academic and hospital disciplines considered (the academic discipline being that indicated on the declaration of application) and tending to include that hospital discipline On the basis of their names, in the event of entry on the list of admission referred to in Article 52 of Decree No 84-135 of 24 February 1984 referred to above; only those candidates registered in the relevant hospital discipline will be able to apply for jobs Mention of this discipline in hospital;

h) Two envelopes of format 162 x 229 mm, which are addressed to the applicant and cleared at the current rate;

For the purposes of Articles 61, 62, 63 and 64 of Decree No. 84-135 of 24 February 1984, the date of commencement of the tests shall be 7 April 2003.
Candidates in a Discipline of which at least one job has been filled by way of transfer shall be notified, by individual letter, either of the decrease in the number of jobs offered, or of the elimination of the competition if all the jobs offered have been filled by means of Deployment. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw may do so before the date fixed for the start of the tests, exclusively by registered letter to the office that registered Their registration.
The list of candidates who are allowed to compete is jointly arrested by the Minister of Youth, national education and research, and the Minister of Health, Family and People with Disabilities.
Candidates who are allowed to compete are required to send directly, to a date and to the addresses that will be given to them:
1 ° To all members of the appropriate jury:
a) A statement of their titles and jobs;
b) If applicable, a copy of the application referred to in paragraph 8 (f) above.
2 ° To the chairperson of the competent jury and to the rapporteurs, in addition to the document referred to above:
a) A copy of the certificates, diplomas and certificates filed When registering;
b) A choice of all or part of their works and from their publications.
Persons of foreign nationality fulfilling the conditions laid down in the second subparagraph of Article 1 of the decree of 2 January 1986 may Apply for the designation of a Professorship of University-Medical Practitioner in a foreign capacity.
For all disciplines, files must be addressed by the departmental department responsible for relations between the French Republic and the country concerned, no later than 24 January 2003 at midnight (postmark Faith), to the Ministry of Health, Family and Disabled Persons (direction of hospitalization and organization of care, office of medical competitions, M 4), 8, avenue de Ségur, 75350 Paris Cedex 07.
The folder for Shall be constituted as follows:
(a) An individual registration notice, duly completed, with a reasoned opinion from the local authorities responsible for the teaching activities, Also on the quality of the titles and work of the applicant and specifying the prospects for his professional future in his country of origin;
(b) A certified copy of the diplomas referred to in Article 1 of the January 2, 1986 above;
c) A certificate for three years of teaching activities related to the preparation of a doctor's diploma;
d) A detailed curriculum vitae.
Only folders with all of the Required parts will be reviewed.
Any document in foreign language must be translated into French.
Articles 9, 10 and 11 shall apply to candidates in foreign countries.
The Director of Personnel Teachers and the director of hospitalisation and the organisation of care shall each have responsibility for the execution of this Decree, which shall be published as well as its annexes in the Official Journal of the French Republic.
