Summary

The purpose of this Order in respect of the award of a duty allowance to the Secretary General of the National School of Public Health is to establish a specific compensation scheme related to the employment of the Secretary-General of The National School of Public Health, whose provisions are governed by Decree 99-635 of 21 July 1999. The statutory provisions, which define the conditions for appointment and advancement in employment, are not, at present, supplemented by an order in order to define a specific compensation package. This Order will provide a sound regulatory basis for the setting of the Secretary-General's premiums. In particular, it provides that the allowance of duties may be modulated between 80 % and 120 % of the annual average rate according to the manner of service. A significant revaluation of the annual amount of the Secretary-General's allowances may be implemented. The increase will result in an increase in the attractiveness of employment, whether in relation to the candidates for the positions or to the officials already appointed.
