Considering Decree No. 85-659 of July 2, 1985 amended fixing the Organization of the central administration of the Ministry of urban development, housing and transport;
Seen the Decree of 17 June 2002 appointing the Prime Minister;
Seen the Decree of 17 June 2002 relating to the composition of the Government;
See Decree No. 2002 - 983 of July 12, 2002 related to the powers of the Minister of equipment, transport, housing, tourism and the sea;
Seen the Decree of 19 December 2002 on the appointment of a Director of central administration, stop: Article 1 within the limits of its powers, permanent delegation is given to Mr. Bernard Scemama, Director of the national institution for the disabled of the Navy, in order to sign, on behalf of the Minister of equipment, transport, housing, tourism and the sea, all acts orders and decisions, excluding the decrees.


Article 2 this order will be published in the Official Journal of the French Republic.
