Seen the Decree of October 30, 1935, organizing the State control on the unions and associations appealed to the financial support of the State, stop: Article 1 the association called "SOS Racisme - touch to my buddy" is subject to the financial control of the State. This control is exercised by a financial controller appointed by the Minister for the budget and placed under his authority.


Article 2 the financial controller has to be consulted on the draft budget and its changes during the fiscal year. These documents are sent to him fifteen days at least prior to their review by the deliberative body. The financial controller is also consulted on projects with financial implications which would not be included in the draft budgets or amending budget decisions.


Article 3 are subject to the prior approval of the financial controller, accompanied by all supporting documents and notes, according to procedures adopted by the financial controller:-decisions through changes to the overall staff included in the budget of the association;
-decisions establishing or modifying the system of remuneration and the reimbursement of expenses;
-decisions on recruitment and promotions;
-acts relating to the mission and representation expenses;
-orders, contracts, agreements and markets, as well as their amendments;
-acquisitions and disposals of real estate;
-leases and their endorsements and renewals of leases;
-the decisions to award relief and grant;
-borrowing decisions, investment, advance, guarantee, mortgage and loan.


Article 4 the financial controller shall issue or refuse his visa within a maximum period of 15 working days from the receipt of the acts referred to in article 3 of this order, accompanied by the necessary documents.
This period is interrupted by a demand driven clarification or additional supporting documents.
It cannot be passed over the refusal of approval of the financial controller on specific decisions of the Minister of the budget.


Article 5 for the execution of its mission, the financial controller may carry out all inquiries, requests, communications, or read on site of all documents or securities.
The head of the accounting of the association addresses each quarter a State expenditures and revenues by account. It appears from the examination of this state that balancing the budget of the association is threatened, it is up to the financial controller to support all measures to restore.


Article 6 the financial controller may with a consultative vote, attend the sessions of the national bureau and the national Council.
For this purpose, convocations, accompanied by the agendas and documents for review, are addressed to him under the same conditions and on the same date as their members. The minutes shall be sent him from their institution.


Article 7 this order will be published in the Official Journal of the French Republic.
