Legislation Decree No. 2002-1613 31 December 2002 concerning the entry into force of decrees and orders abstract Act 98-657 of 29 July 1998 guidance to combat exclusion has, in his art. 131, that rates the insertion allowance (AI) and the allocation of solidarity specific (ASS) will be upgraded once per year according to the evolution of prices and fixed by Decree. Before the entry into force of this Act, no indexing mechanism was planned for the upgrading of these allowances, in contrast to the insertion minimum income allowance (RMI). Thus, the upgradings of the ASS have been irregular and even non-existent between July 1, 1994 and July 1 1997. The rate of this allowance increased from 2% to 1 July 1997, 6% on January 1, 1998, 3% in 1 January 1999, from 2% to 1 January 2000, 2.2 per cent from January 1, 2001 and 2% effective January 1, 2002, to perform a retrofit of the purchasing power lost by the beneficiaries of the social minimum. Rate of AI which had not been upgraded since January 1, 1986 has been increased by 29% to 1 January 1998, 3% in 1 January 1999, from 2% to the January 1, 2000, 2.2% effective January 1, 2001 and 2% effective January 1, 2002. It was decided to upgrade these allowances, as well as the equivalent allowance retirement 1.5 effective January 1, 2003. The daily rate of such allowances is thus brought to: 9.55 euro for the insertion allowance; 13.56 euros for the specific solidarity allowance; 5.91 euros for the increase of the allocation of specific solidarity granted to elderly beneficiaries of 55 years or more for 20 years of employment to the elderly beneficiaries of 57 and a half years or more and 10 years of employment and beneficiaries justifying at least 160 quarters validated in respect of the insurance of old age; 29.26 euros for the pension equivalent allowance. In addition, allowances in December 2002 to the abovementioned recipients, in respect of the month of November 2002, shall be increased by an amount of: 152,45 EUR for beneficiaries of the insertion allowance; 152,45 EUR for beneficiaries of the single rate-specific solidarity allowance; 219,53 EUR for beneficiaries of the specific premium rate solidarity allowance; 152.45 euros for the beneficiaries of the pension equivalent allowance. This premium is paid also to pensioners whose entitlement to compensation is open as of the month of December 2002.

The daily amount of the insertion allowance is fixed at 9.55 EUR from 1 January 2003.
The provisions of this section are applicable to the insertion allowances in respect of periods after 31 December 2002.

The daily amount of the specific solidarity allowance is fixed at 13.56 EUR from 1 January 2003.
The amount of the increase granted to beneficiaries aged 55 years or more and for twenty years of employment at the age of fifty-seven and a half years recipients or more justifying ten years of employment as well as beneficiaries justifying from at least 160 quarters validated in the compulsory basic old-age insurance or equivalent recognized periods schemes is 5.91 EUR from 1 January 2003.
The provisions of this section are applicable to the specific solidarity allowances in respect of periods subsequent to January 1, 2003.

The daily amount of the pension equivalent allowance is fixed at 29.26 EUR as of the month of January 2003.

The allowance paid to beneficiaries of the insertion allowance in respect of the month of November 2002, or December 2002 for those whose right to compensation is opened this month, is increased by a sum of 152,45 EUR.
The allowance paid to beneficiaries of the solidarity allowance specific single rate in respect of the month of November 2002, or December 2002 for those whose right to compensation is opened this month, is increased by a sum of 152,45 EUR.
The amount of the increase granted to beneficiaries aged 55 years or more and justifying twenty years of employment at the age of fifty-seven and a half years recipients or more justifying ten years of employment as well as beneficiaries justifying from at least 160 quarters validated in old-age insurance or equivalent recognized periods schemes is increased by 219,53 EUR.
The allowance paid to those entitled to the equivalent benefit retirement as of the month of November 2002, or December 2002 for those whose right is opened this month, is increased 152.45 EUR.
