Considering Decree No. 84 - 972 26 October 1984 relating to annual leave of officials of the State;
Considering Decree No. 85 - 1057 of 2 October 1985 as amended relating to the Organization of the central administration of the Ministry of the Interior;
Having regard to Decree No. 2002-634 of 29 April 2002 establishing the time-savings account in the public service of the State;
Considering the Decree of 3 May 2002 taken for the application in the national police of articles 1, 4, 5 and 10 of Decree No. 2000-815 of 25 August 2000 on to development and the reduction of working time in the public service of the State;
Having regard to the opinion of the Technical Committee joint central of the national police dated March 13, 2002;

This order is applicable, subject to the provisions of article 2 of the Decree of 29 April 2002 referred to above, to the affected personnel:-in the services referred to in the 3rd I of article 1 and those listed in paragraphs 1 and 2 of article 5 of the Decree of 2 October 1985 referred to above;
-in the territorial services which they are attached;
-in the national police services under the authority of the prefect of police, which together form the national police.

Staff referred to in article 1 above may, at their request, receive a time-savings account, in compliance with the provisions of the Decree of 29 April 2002 referred to above and according to the detailed rules laid down in articles 3 to 7 below of this order.

The time-savings account with the Chief of service, is managed by the secretariat-general for the administration of the police (SGPA) or the territorially competent administrative and technical (ATAS) police service, under conditions set by a statement of the Minister of the Interior, internal security and local freedoms.

Pursuant to and in compliance with the provisions of article 3 of the Decree of 29 April 2002 referred to above, the rules of feeding of the personnel of the national police banking account are set as follows: the time-savings account is powered, in the limit of 22 days per year, by:-the postponement of the days of working time reduction;
-the postponement of annual leave days;
-the postponement of days of compensating rest of additional services in the five day limit, calculated, each, on the basis of 1/5 of the weekly working time.
For personnel subject to one cyclic work arrangements cited in article 2 of the Decree of May 3, above, the hourly equivalent of each of the mentioned above is eight hours and twenty-one minutes.

The period of service information, prior to the use of the paid days to the account-banking by personnel of the national police, is at least equal to three times the length of the leave taken as such. In any event, that period cannot be less than two months.
When days paid into the time-savings account are added to days of annual leave or subsidized leave days, the period of advance information to the taking of leave resulting is at least equal to three times the length overall of the said leave. In any event, that period cannot be less than two months.

Beneficiary the national police personnel of a time-savings account are annually to the knowledge of the administration, in the manner specified by the aforementioned statement of the Minister of the Interior, internal security and local freedoms, the number of days they intend to save.

Acquired working time reduction days between 1 January 2002 and the date of publication of this order may be included in the time-savings account possibly open by the employee or public servant; they can also, as a transitional measure, be deferred, whole or in part, on the years 2003 and 2004.

The Director-general of the national police is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.
