In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In view of the amended Decree No. 2009-1388 of 11 November 2009, bringing statutory provisions common to various bodies of civil servants of category B of the public service of the State;
In view of the amended Decree No. 2010-302 of 19 March 2010, setting out the common statutory provisions applicable to the bodies of the administrative secretaries of the state administrations and certain similar bodies;
In view of Decree No. 2011-1252 of 7 October 2011 on the special status of the administrative secretaries under the Ministry of Justice;
In light of Decree No. 2013-908 of 10 October 2013 on the modalities for the appointment of members of the jury and selection committees for the recruitment and promotion of civil servants in the public service of the State, the territorial public service and the public hospital service,

The tests of the professional examinations provided for in 1° of I and 1° of II of Article 25 of the decree of 11 November 2009 referred to above, with a view to the establishment of progress tables at the second and third grades of administrative secretary of the Ministry of Justice, are organized under the conditions set out in this Order.
The professional examinations mentioned in section 1 are opened by Seal Guard Orders, Minister of Justice. These Orders set out the terms of registration, the closing date of registration, the date of the examinations, the number of positions to be filled, and the composition of the jury.
Officials who complete, no later than 31 December of the year in which the advance table is drawn up, shall be allowed to take part in the examinations, the conditions set at 1° of I of Article 25 of the decree of 11 November 2009 referred to above to be promoted to the second grade and to 1° of II of Article 25 of the same decree to be promoted to the third grade.
The professional examination for access to the second grade of administrative secretary has a unique written admission test consisting, from an administrative file, in response to several questions calling for short development, intended to assess the ability to understand, analyze and express candidates. The folder can include graphics and encrypted data. It cannot exceed 25 pages (duration: 3 hours).
The test referred to in Article 4 of this Order is noted from 0 to 20.
At the end of the admission test, the jury sets out, in alphabetical order, the list of candidates admitted. No one may be declared admitted if he obtained a note, fixed by the jury, less than 10 of 20.
The list of eligible candidates is subject to the advice of the Joint Administrative Board for the establishment of the annual progress schedule established by order of merit.
The jury, made up of category A officials of the Ministry of Justice, is chaired by a representative of the Secretary General who is employed as an administrative advisor or equivalent level, or holds the rank of chief administrative officer or a degree of advancement in an equivalent or higher-level body.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
The professional examination for access to the third grade of administrative secretary consists of two tests:
1. An eligibility test consisting of writing, based on elements of a file on themes related to the activities of the Department of Justice, an administrative note or a report to verify understanding capacities and to draft clearly and correctly (duration: 3 hours).
2. Oral admission test (duration: 30 minutes):
The admission test consists of an interview with the jury to assess the candidate's knowledge and skills and his motivation and to recognize the achievements of his professional experience. In order to conduct this interview, which begins with a presentation on the professional experience of the interested party, the jury has the file of the candidate for recognition of the achievements of the professional experience (due to the candidate's presentation: 10 minutes maximum).
During this interview, the candidate may be questioned on matters related to the general administrative knowledge of the Department of Justice, as well as in the functional areas "general administration", "budget and financial management" and "human resources".
For this test, the candidate prepares a record of recognition of his or her experience describing his or her professional curriculum. It shall return this file to the date fixed in the opening order of the professional examination.
The file is forwarded to the jury by the professional examination manager after the establishment of the eligibility list.
The organizer service provides candidates, upon registration, with a standard file and all relevant information for the constitution of the file.
The record of recognition of achievements and professional experience and the help guide to complete it are available on the intranet and internet sites of the Ministry of Justice.
Only the interview with the jury gives rise to the rating.
Only candidates declared eligible by the jury are allowed to participate in the oral admission test.
Each of the tests is marked between 0 and 20. Candidates who have obtained a rating greater than or equal to a threshold set by the jury shall be declared admitted. This threshold must be equal to or greater than 20 out of 40 for both tests.
In the event of an equal number of points between several candidates, the priority is given to the one who obtained the highest grade in the oral admission test.
The jury shall determine, in alphabetical order, the list of candidates admitted.

The provisions of Chapter I of this Order will apply to the professional examinations to be conducted under the 2017 session and to the professional examinations to be conducted under the following years.
The Order of October 14, 2011 establishing the terms and conditions of organization and the nature of the professional examinations trials for access to the second and third grades of the body of the administrative secretaries of the Ministry of Justice is repealed.
The Secretary General of the Ministry of Justice is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
