Order of December 22, 2015 amending the Order of December 28, 2012 relating to the organization of the central administration of the Ministry of Foreign Affairs

Section 1 of the above-mentioned Order of December 28, 2012 is amended as follows:


1° At 2°, the words: "strategic sub-direction" are replaced by the words: "sub-direction of strategic affairs and cybersecurity" and the words: "sub-direction of cross-cutting threats" are replaced by the words: "sub-direction of the fight against terrorism and organized crime";
2° The last paragraph of the 5th is deleted.

"Art. 3.-The general direction of globalization, culture, teaching and international development is composed of:

Article 9 of the same order is amended as follows:
1° The fourth paragraph of II is replaced by the following:
"The sub-direction of strategic affairs and cybersecurity follows France's defence policy and the external operations of the French forces, especially for crisis management; It deals with bilateral security and defence relations with our key partners; It is responsible for the monitoring of France's policy within NATO and in the various multinational frameworks existing in Europe as well as for the common security and defence policy. It monitors cybersecurity and cyber defence issues on behalf of the department in bilateral relations and international organizations. » ;

"Art. 11.-A la direction générale de la mondialisation, de la culture, de l'enseignement et du développement international :
"I.-The management of companies, the international economy and the promotion of tourism contributes on behalf of the Ministry of Foreign Affairs, with the departments of the ministry and other relevant administrations, to the definition and coordinated implementation of France's economic diplomacy. In this capacity, it pilots the sectoral monitoring of export companies. It coordinates the work of the leaders responsible for federating the priority export sectors and provides support to the geographic directions that support the action of special representatives for economic diplomacy. It is responsible for the operators involved in economic diplomacy and tourism promotion. It supports the international development of French companies and participates in strengthening France's attractiveness for international economic actors. It contributes to the economic analysis of globalization and to the definition, at the European and international level, of its regulation and governance.
"The sub-direction of international economic affairs, together with the relevant administrations, contributes to international negotiations on the rules and governance of globalization. It is associated with the definition of economic and financial sanctions measures and the fight against illicit financial flows. It also participates in international negotiations on Internet governance and regulation. It follows trade and market access issues, particularly from the perspective of trade and development relations. It participates in negotiations on the promotion and protection of investments and the regulation and protection of intellectual property in conjunction with other relevant branches. It assists the Director General in the preparation of the G7/ G8 and G20 summits and, in conjunction with the relevant branches and administrations, monitors strategic and institutional issues relating to international economic organizations and regional banks. It contributes to the definition of the French strategy vis-à-vis emerging countries in the economic and commercial field.
"The mission of foreign trade and attrition ensures, on behalf of the Ministry of Foreign Affairs, the guardianship of Business France. Together with all exporters, it participates in the definition and implementation of coordinated support mechanisms throughout the export chain and monitors its implementation. It contributes to the coordination and implementation by the Ministry of Foreign Affairs of measures to support innovation and strengthen France's attractiveness to international economic actors. It participates in the management and animation of the network in the areas of economic diplomacy and monitors the work of the economic councils under the authority of the ambassadors. In this capacity, it participates in the development of the economic component of the embassies' action plan and supports them in their implementation.
"The strategic sector support mission ensures sector-wide corporate follow-up and participates in inter-ministerial dialogue on major contracts in the strategic sectors. It follows the activities of the priority sectors and contributes to the definition and implementation of the specific animation mechanisms put in place by the government in these sectors. It coordinates the Department's expertise on civil nuclear, aeronautics and space and monitors arms issues in their industrial and export promotion components. It also follows issues related to the energy and extractive industries sector and negotiations in this area with the exception of those related to climate change. It contributes, in conjunction with the relevant administrations, to the definition of French economic strategies with partner countries.
"The mission to promote tourism is the interlocutor of the various actors involved in this field. She is responsible for Atout France on behalf of the Ministry of Foreign Affairs. It contributes to the definition and implementation of France's tourism attractiveness policy and to the structuring of the French offer. It participates in France's policy of promotion, communication and tourism brands. It accompanies the internationalisation of French companies in this sector. It ensures, in connection with the relevant administrations, the monitoring of major international sporting and cultural events in their tourist dimension. It manages in connection with Atout France the network of tourism correspondents in diplomatic posts and contributes to the mobilization of all the operators and actors involved in France and abroad. It represents France in all relevant international tourism organizations.
"II.-The Sustainable Development Directorate defines France's international strategies for sustainable development. It participates on behalf of the Ministry of Foreign Affairs, in international negotiations on sustainable development and in monitoring the implementation of sustainable development goals. It is related to French companies within its areas of competence, in conjunction with the management of companies, the international economy and the promotion of tourism. It provides, on behalf of the Ministry of Foreign Affairs, the guardianship of the French Development Agency and the French Agency for International Technical Expertise (Expertise France). It prepares meetings of the Inter-Ministerial Committee on International Cooperation and Development, which is the joint secretariat on behalf of the Ministry of Foreign Affairs.
"The development sub-direction coordinates, within the direction of sustainable development and articulation with other French actors of international cooperation, the development of France's international strategies for development. It participates in the definition of frameworks in which French public actors and European and international agencies in which France contributes report on their interventions. It monitors the indicators for development policies and the achievement of sustainable development goals. It participates in areas within its competence in the European negotiations, in conjunction with the European Union leadership, and in international negotiations, in particular with regard to major development policy objectives, financing for development, aid effectiveness, monitoring mechanisms and indicators of development policies. It is responsible for the French Development Agency and the French Agency for International Technical Expertise (Expertise France). It, in conjunction with the European Union leadership, monitors the European Development Fund and European development policies. "It coordinates, within the sustainable development leadership and articulation with other French actors in international cooperation, monitoring the geographical and sectoral strategies of multilateral development banks. It develops partnerships with bilateral and multilateral donors and participates in discussions of international ideas on development policies. It promotes innovative financing mechanisms for development. It ensures the development and implementation of private sector and growth initiatives in developing countries, particularly in Africa. It contributes to dialogue with partner countries and civil society actors.
"The sub-direction of human development leads the development of strategies for demography, gender, health, social protection, primary and secondary education, vocational training, food security and nutrition, reduction of inequalities. It contributes to the definition of French positions on these topics, promotes them with international institutions and participates in areas under its competence, in European negotiations, in conjunction with the European Union leadership, and in international negotiations. She participates in the debates of international ideas on these topics. It contributes, in its areas of competence, to the leadership of French public international development operators and to the animation of French networks of expertise. It follows, for the Ministry of Foreign Affairs, international initiatives for the control of major pandemics, access to medicines and the strengthening of health systems in developing countries.
"The sub-direction of the environment and climate is driving the development of strategies to combat climate change, access to water and sanitation, access to sustainable energy, protection of biodiversity and forests, preservation of marine and terrestrial ecosystems, combating desertification, disaster risk prevention, introduction of sustainable production and consumption patterns. "It contributes, in conjunction with the relevant administrations, to the definition of French positions within the framework of international conventions and processes related to climate change, water and biodiversity, desertification, forest, seas and oceans, the treatment of chemicals and wastes, and the prevention of disaster risks. It promotes these positions with international institutions and participates in areas within its competence in European negotiations, in conjunction with European Union leadership, and in international negotiations. It follows the actions of international funds, conventions and programmes for the global environment and participates in the debates of international ideas on these topics. It contributes, in its areas of competence, to the leadership of French public international development operators and to the animation of French networks of expertise.
"The mission of democratic governance is leading to the development of strategies for democratic governance, particularly with regard to State reform and the strengthening of state, local and regional institutions, the promotion of the rule of law and public freedoms, transparency, the fight against corruption and illicit capital flows, the fight against discrimination and the promotion of equality. It contributes to the definition of French positions on these topics and participates in areas within its competence, in European negotiations, in conjunction with the European Union leadership, and in international negotiations. It participates in international discussions on governance, institution-building, the promotion of legal norms. It participates in the reflection on fragile States and on the conditions for the implementation of development policies in crisis and post-crisis States, in conjunction with the relevant branches. It participates in the definition of French migration, mobility and development strategies, in conjunction with all concerned administrations. It contributes to the management of French public development operators and to the animation of French governance networks.
"III.-The direction of culture, teaching, research and network defines and implements, with the relevant operators and partners, France's radiance, influence and attractiveness policy. As such, it develops, on behalf of the department, strategies for cultural cooperation, the promotion of cultural and creative industries, the external audiovisual and new media, educational and linguistic action, research and higher education. It participates in the definition and implementation of mobility and attrition policies. She participates in the supervision and leadership of the Agence pour l'enseignement français à l' étrangers, the Institut français, Campus France, France Médias monde, Canal France international and TV5 Monde. It contributes to the promotion of French expertise in its areas of competence related to the operators concerned.
"It ensures the leadership and animation of the network of cooperation and cultural action, under the authority of the Director General, in accordance with the political and geographic orientations defined by the Minister for Foreign Affairs It follows, in relation to the administrations concerned, the action of international organizations in its areas of competence and contributes to the development of French positions in these forums. It monitors the work of the councils of influence under the ambassadorial authority.
"The sub-direction of culture and the media develops and implements policies and programmes of international cooperation in its areas of intervention: cultural and artistic action, outdoor audiovisual and new media, cultural and creative industries, including book, music, cinema and video game. As such, it supports the actions taken by the person responsible for federating the priority sector to export “better entertaining and growing”. It provides, on behalf of the Ministry, the guardianship and strategic leadership of the French Institute and Canal France International. It participates in the strategic leadership of France Media Monde, and other public operators of the outdoor audiovisual, including TV5 Monde. It leads the partnership with the Alliance Française Foundation and ensures, in connection with the sub-direction of the network of cooperation and cultural action, that the network's action is coordinated with that of French alliances. It participates in the promotion of dialogue and cultural diversity and contributes to the development of French positions on these topics in relevant international forums.
"The sub-direction of higher education and research develops and implements programmes and projects aimed at developing international partnerships in France and abroad in higher education, higher vocational training and research. It supports the international development of higher education and research institutions. It promotes, mentors and supports, in particular through scholarship programs, mobility, training and exchanges of students and researchers. She participates in the supervision of Campus France. It also participates in the development and monitoring of European and international research and higher education programmes. She pilots the network of French foreign research institutes (IFRE), and supports French archaeological missions and research abroad. It contributes to the development of policies for the protection of international heritage and cultural property. It promotes bridges between the world of research, higher education and businesses.
"The sub-direction of the network of cooperation and cultural action assists the Director General and the Director in the strategic management and animation of the network of cooperation and cultural action. It coordinates the activities of this network with the sectoral branches of the General Directorate and in connection with the geographic directions in accordance with the political priorities defined by the Minister for Foreign Affairs. It defines the objectives and means assigned to cultural cooperation and action services and to financial self-government institutions, approves their budget and monitors its execution. It contributes to job programming, job profiles and the choice of candidates in connection with the delegation of programs and operators and the general management of administration and modernization.
"The mission of the French language and education ensures the leadership of the French teaching policy abroad. It is responsible for the Agency for French Education abroad and is implementing partnerships with the relevant actors, including the French Lay Mission. It is responsible for developing cooperation between the French educational system and foreign educational systems, especially in bilingual education. It participates in the promotion of French expertise in teaching related to the relevant operators. It defines, coordinates and pilots the policy of promoting French abroad and contributes to the French strategy in the field of teaching foreign languages in France. It follows French-speaking multilateral cooperation in its areas of competence. It follows, within the department, issues related to the enrichment of the French language, terminology and neology.
"IV.-The delegation for the external action of the territorial authorities collects and analyzes information on the external action of the territorial authorities. It implements the State's strategy to support decentralized cooperation and ensures consistency between the external action of the State and that of the local public authorities. In conjunction with geographic directions, it advises communities on their external activities. It serves as the secretariat of the National Commission for Decentralized Cooperation. It follows the legal developments in the framework of the external action of the territorial authorities, including on cross-border cooperation and within the European Union. She advises prefects on the rule of law. It develops and implements co-financing programmes for decentralized cooperation.
"V.-The delegation for relations with civil society and partnerships leads relations with French and foreign non-State actors involved in international relations in matters within the competence of the general management. It is responsible for the dialogue, support and conduct of policies involving civil societies in France, within the European framework and the rest of the world. It serves as the secretariat of the National Council for Development and International Solidarity. It promotes dialogue and support with representatives of local non-state actors. She, together with the various operators concerned, pilots the support for the initiatives of French NGOs. As such, it contributes to the development and is responsible for monitoring volunteering for international solidarity, civic service abroad and multi-stakeholder partnerships.
"VI.-The delegation of programs and operators assists the Director General with regard to the management of the programs he has responsibility for.
"It provides financial leadership for management programs. In conjunction with the Financial Affairs Directorate, it is responsible for the preparation of the budgets of these programs, the monitoring of their budget execution and the job ceiling. It establishes the programming of appropriations. It monitors performance through management control and evaluation of policies, actions and instruments implemented by management.
"It is responsible for the programming of jobs under the management-led programs, in conjunction with the services of the general management of administration and modernization, and on the basis of the needs expressed by the sub-direction of the network of cooperation and cultural action with regard to the jobs in this network. It ensures the adequacy between the human resources needs of the posts in the network of cooperation and cultural action and the proposed profiles. It is associated with the selection of candidates by human resources management to fill these positions.
"It animates and coordinates the actions of the relevant branches with regard to the guardianship of the external action operators and contributes to their financial guardianship. It serves as the secretariat of the Committee of Operators, which regularly meets under the chairmanship of the Minister of Foreign Affairs, all the operators and partners who contribute to France's external action, with a view to coordinating its actions and thus ensuring its unity and coherence. It follows the work of the committees of the operators under the authority of the ambassadors in the service of these same objectives. »

Article 12 of the same order is amended as follows:
1° In the second sentence of the first paragraph, the words "general direction of globalization, development and partnerships" are replaced by the words "general direction of globalization, culture, teaching and international development";
2° In the first sentence of the second paragraph, the words "Diplomatic, Consular, Cultural and Cooperation Network" are replaced by the words "Diplomatic, Consular, Cooperation and Cultural Action Network";
3° The second sentence of the second paragraph is replaced by the following:
"It contributes to the coordination, articulation and complementarity of the networks of the services of the State and its operators abroad as part of the work of the inter-ministerial committee of the international networks of the State and coordinates the preparation of its annual report and the forecasting guidelines adopted by the committee";
4° The fourth sentence of the second paragraph of I is replaced by the following provisions: “It is responsible for the predictive management of employment, staffing and skills and conducts work in this area”;
5° In the second sentence of the third paragraph of I, the words: "and follows their professional paths" are deleted;
6° The last sentence of the third paragraph of I is replaced by the following:
"It conducts a consulting and coaching mission with departmental officials in terms of job search, mobility, career opportunities and career reorientation and follows their individualized career paths. It seeks, identifies and promotes possible mobility outside the department. » ;
7° The last sentence of the fourth paragraph of I is replaced by the following provisions:
"It accompanies individualized agents at the end of the mission to facilitate their return to employment after a journey to the Ministry of Foreign Affairs";
8° I is supplemented by a paragraph that reads as follows: "The delegation to families provides a mission of counselling and support to agents and their families, especially in the preparation of their assignments. » ;
9° In the tenth paragraph of paragraph II, the words: "sub-direction of deconcentration" are replaced by the words: "sub-direction of means of posts, travel and missions";
10° Article 12 IV is amended as follows:
(a) The first sentence of the second paragraph is replaced by the following provisions: "The sub-direction of foreign real estate operations is responsible for the construction, renovation, restructuring and major maintenance of buildings used by the Ministry of Foreign Affairs abroad. When these projects include security work, it operates in liaison with the diplomatic security and defence sub-direction. » ;
(b) In the third sentence of the third paragraph, the words "mission" are replaced by the words "sub-directions";
(c) The last paragraph is replaced by the following:
"The sub-direction of real estate operations in France and logistics is responsible for the construction, renovation, restructuring and major maintenance of buildings used by the Ministry of Foreign Affairs in France. When these projects include security work, it operates in liaison with the diplomatic security and defence sub-direction. In conjunction with the sub-direction of state and administrative affairs, heritage and decoration, it prepares the programming of real estate operations in France. It is also responsible for the logistics of central administration services. As such, it administers maintenance and small maintenance, manages the garage and the car park and ensures the administration and operation of departmental conference centres. It prepares the markets necessary to carry out its missions in conjunction with the Central Procurement Service and supervises its execution. » ;
11° The third paragraph of the V is supplemented by the following:
"She oversees the definition and implementation of the interdepartmental security strategy for the posts of the diplomatic and consular network, in relation to the security of the implantations and agents of the State and its operators abroad, developed under the supervision of the ambassador. It provides assessment missions for the security of French cultural and educational institutions abroad as well as offices of operators and defines the necessary recommendations. » ;
12° The VII is replaced by the following:
" VII.-The delegation of General Affairs in Nantes has jurisdiction over the staff of the Department of Foreign Affairs located in Nantes and for the monitoring of the operations of the departments of the general management of the administration and modernization and other branches of the ministry. It represents the ministry to local governments and authorities.
"The Human Resources Service Centre is responsible for the administrative management of civil servants and non-recruited officers either pursuant to Article 4 of Act No. 84-16 as amended with statutory provisions relating to the public service of the State on fixed-term or indeterminate contracts to serve in central or foreign administration, pursuant to Act No. 72-659 of 13 July 1972 on international technical expertise. He is also responsible for the administrative management of international volunteers assigned abroad by the Minister for Foreign Affairs. It provides salary accounting and pay preliquidation. »

Section 15 of the same order is replaced by the following provisions:


"Art. 15.-The direction of communication and the press, under the authority of the ministry's spokesman, is responsible for presenting the Government's position on international policy issues. It is responsible for the communication of the Ministry of Foreign Affairs on its missions and activities and contributes, in connection with the Government's information service, to the communication of the Government abroad. She takes a look at international policy issues (written press, audiovisual media, internet, social networks).
"The missions of the sub-directions of the Communications and Press Directorate are as follows:
"The press sub-direction is responsible for relations with the French and foreign press. She participates in the action to explain France's foreign policy. She prepares the elements for the spokesman. It ensures the coherence of the entire public expression of the services of the central administration and diplomatic and consular posts. It organizes press participation in events and events under the Ministry of Foreign Affairs. She is responsible for the invitation programs of journalists.
"The communications sub-director is responsible for defining the strategy and implementing the ministry's communication, in conjunction with the branches and services of the central administration and diplomatic and consular posts. It conducts in several languages the ministry's communication on the internet and social networks and coordinates the departmental intranet. It pilots the departmental eventual communication for central government departments and services and posts and coordinates operations to the public. She is responsible for the audio-visual cell as well as all publications of the ministry.
