    The Civil Aviation Safety Directorate (CAS) includes a central and local level, interregional branches, located in the metropolitan area, in overseas departments and in the communities of Saint-Martin and Saint-Barthélemy.
    The Director of Civil Aviation Safety is the Chief of Service. He is assisted by a deputy, who is also a chief of service.

    "Resource Management" (DSAC/GR), in conjunction with the General Secretariat of the General Directorate of Civil Aviation (DGAC):


    - prepares and implements the DSAC Human Resources Management Policy; it organizes social dialogue;
    - prepares and implements the policy of collecting royalties for services rendered by the State for the safety and security of civil aviation;
    - prepares and implements DSAC's financial, material and information technology management policy;
    - establish public service delegations, contracts and conventions in the area of DSAC;
    - provides specialized legal expertise;
    - develops policies for improvement and modernization in these different areas.

    The European Cooperation and Safety Regulation (DSAC/ERS) is responsible for preparing technical regulations in the areas of aircraft safety, aerodromes and their operation and civil aviation personnel.
    It is responsible for coordinating the action of DSAC in the European authorities, analysing the consequences of the community developments initiated or envisaged and developing the position of DSAC on all these issues.

    The " navigating personnel" (DSAC/PN) is responsible for developing, implementing and animating the security policy with respect to the suitability and skills of aircrew personnel, in accordance with international, European and national repositories.

    The "Airworthiness and Operations" Directorate (DSAC/NO) is responsible for developing, implementing and animating the security policy in this area:


    - technical accreditations and monitoring of air carriers, air-working companies and other persons engaged in the operation of aircraft in general aviation;
    - production bodies, airworthiness and maintenance monitoring bodies and personnel involved in the operation;
    - certification, maintenance of airworthiness and conditions of use of aircraft.


    DSAC/NO operates in accordance with international, European, national, and assists the European Aviation Safety Agency (AESA) when these tasks fall within its jurisdiction. She participates in the state security program.

    The Airports and Air Navigation Directorate (DSAC/ANA) is responsible for developing, implementing and animating the safety policy in this area:

    - certification of aerodrome operators and aerodrome monitoring;

    DSAC/ANA provides its technical expertise to the Air Transport Directorate (ATD) for the development of national and international regulations in the field of air navigation and air space.
    It operates in accordance with international, European and national repositories.

    The safety direction (DSAC/SUR) is responsible for:


    - to conduct and implement the safety control policy, in conjunction with the DTA;
    - to implement the monitoring of the security of information systems in accordance with the policy of the General Directorate of Civil Aviation on the security of information systems.


    It implements and maintains the national quality control program for civil aviation safety.
    It provides its technical expertise to the DTA for the development of national and international safety regulations.

    The "Resource Management" Directorate (DSAC/GR) includes:
    The Human Resources Hub (HR/RH) which:


    - establish, in conjunction with the interregional levels, the target population of DSAC, including functional and geographical distribution;
    - ensures the collective management of DSAC personnel and conducts studies on recruitment plans, changes in trades and qualifications in the area of intervention of that management;
    - is responsible in liaison with the General Secretariat of DGAC, the organization and monitoring of the personnel management function and social dialogue;
    - ensures individual management of DSAC Central Officers.


    In these areas, it coordinates the interregional level of action for their management.
    The Training and Skills Hub (GR/FOR) which:


    - develop and implement the DSAC training master plan;
    - organizes the implementation of the DSAC training plan in conjunction with the General Secretariat and, where appropriate, with the Air Navigation Services Directorate (NADS);
    - establishes the training plan for staff at the central level of the DSAC;
    - provides legal follow-up to training activities, including internship agreements with training agencies;
    - coordinates all activities related to the acquisition and maintenance of the skills of DSAC officers in conjunction with the interregional branches and branches;
    - is responsible for coordinating with the National Civil Aviation School (ENAC) with the development and follow-up of the strategic objectives of this national public institution of an administrative character in the areas of DSAC and the exchanges relating to the definition and conditions of the conventional commitments between ENAC and DGAC;
    - is also the interlocutor of the DTA for all matters relating to training of DSAC officers in its areas of competence;
    - ensures the participation of DSAC in the training matters within the DGAC;
    - is responsible for the issuance and renewal of the monitoring licences and qualifications associated with the relevant officers in connection with the technical and interregional branches.


    The Finance Hub (GR/FIN) which:


    - ensures, in liaison with the General Secretariat of DGAC, the preparation of expenditures for the budget of the DSAC and prepares the corresponding budgetary documents;
    - ensures the distribution and implementation of budgetary resources and the monitoring of the pace and consumption of appropriations;
    - liaises with the General Secretariat of the DGAC the preparation, execution and monitoring in revenue of the DSAC budget. In this capacity, it determines, inter alia, the plates and proposes the amounts of royalties, their method of calculation and the conditions of their payment in connection with the relevant technical branches;
    - directly or following the charging of royalties to users and instructing possible disputes in connection with the relevant technical and interregional branches;
    - monitors and analyzes the costs of DSAC's activities and proposes avenues for optimization of revenues and expenses.


    The "Business and Expenditure" (GR/DEP) pole which:


    - liaises with the relevant technical and interregional branches the policy, programming and procurement of DSAC, subject to the competence of the General Secretariat of DGAC;
    - prepares and coordinates the establishment of public service delegations, contracts and conventions;
    - executes the budget of the DSAC Central Level;
    - deals with issues relating to the logistical means of DSAC;
    - manages records relating to professional travel on behalf of the Central Level of the DSAC.


    The "Information Systems" (GR/SI) pole which:


    - ensures the monitoring, modernization and rationalization of the urbanization and security of the information systems of the DSAC in accordance with the Master Plan for Management and Pilotage Information Systems (SIGP);
    - ensures the management, control of work or support for the control of the DSAC's applications and IT projects and their maintenance in operational conditions;
    - ensures the management and monitoring of the DSAC central computer park;
    - represents DSAC in IMISP governance bodies;
    - provides technical support for technologies not administered by the information systems management within the framework of the technical coherence of the GISP.


    For the performance of missions or benefits that the DSAC provides on behalf of other branches or services of the DGAC, the tasks described in this section are carried out in conjunction with them.

    The European Cooperation and Security Regulation (DSAC/ERS) Directorate includes:
    The "Civil Aviation Personnel" (ERS/PAC) pole which:


    - prepares the regulations relating to the titles and qualifications of aircrew personnel, air traffic personnel and other technical personnel responsible for the security of civil aviation. It ensures its dissemination;
    - deals with issues related to the relevant regulations;
    - coordinates and prepares responses to normative proposals from European and international bodies in connection with its responsibilities, in particular with ASA;
    - coordinates other contributions and the provision of necessary experts within the framework of work of European institutions or international bodies;
    - provides the secretariat of the Civil Aviation Staff Council.


    The Aircraft and Air Operations Pole (ERS/AOA) which:


    - prepares and disseminates regulations relating to aircraft safety and operation;
    - deals with issues related to the relevant regulations;
    - coordinates and prepares responses to normative proposals from European and international bodies in connection with its responsibilities, in particular with ASA;
    - coordinates other contributions and the provision of necessary experts within the framework of work of European institutions or international bodies;


    The Airport Security Pole (ERS/SA) which:


    - prepares the regulations relating to the safety of airport facilities, infrastructure and equipment, the conditions for the registration and operation of aerodromes, the servitudes imposed in the interest of air navigation, the fight against the fire of aircraft on aerodromes and the prevention of the animal hazard. It ensures its dissemination;
    - deals with issues related to the relevant regulations;
    - coordinates and prepares responses to normative proposals from European and international bodies in connection with its responsibilities, in particular with ASA;
    - coordinates other contributions and the provision of necessary experts in the work of European institutions or international bodies.

    The "Aircraft Personnel" Directorate (DSAC/PN) includes:
    The "training, school and simulator" (PN/FOR) pole, which is responsible for the certification and monitoring of accredited or reported training bodies of aircrew personnel and flight training simulators.
    As such:


    - it defines procedures and methods for the accreditation and supervision of organizations or individuals providing the training of technical aircrew personnel and cabin crew members, approval of training programs and retraining programs of these personnel. Instructs or takes the corresponding administrative decisions or coordinates the action of the interregional branches when they are responsible for these activities and provides them with their technical expertise;
    - it defines procedures and methods for the qualification and employment authorization of flight training simulators. He is instructing and making related administrative decisions.


    For all of these activities, it relies on aircrews from the DSAC and the flight control body.
    The "Reviews" pole (PN/EXA) is responsible for the aeronautical examinations of professional and private aircrews.
    As such:


    - it validates questions and manages the banks of questions used for the theoretical aeronautical examinations;
    - it manages and organizes professional theoretical examinations;
    - it defines the conditions for the selection, appointment, standardization and control of aircrew personnel designated by the administration to pass the practical tests on candidates;
    - it is responsible for the organization of practical examinations, the appointment and follow-up of examiners;
    - it is responsible for the accreditation of language skills assessment bodies;
    - it initiates or makes the corresponding administrative decisions or coordinates the action of the interregional branches when they are responsible for these activities;
    - he manages the work of computer developments associated with aeronautical examinations.


    The Licensing Unit (PN/LIC) is responsible for the management of aeronautical titles, qualifications, certificates and authorizations of technical aircrew personnel and cabin crew members.
    As such:


    - it defines procedures and methods for the management of titles, qualifications, certificates and authorizations of aircrew personnel;
    - it is responsible for the application of the disciplinary sanctions imposed against airborne personnel;
    - it is responsible for the validation of foreign licences and the maintenance of the registers of professional airworthiness personnel of civil aeronautics;
    - it initiates or makes the corresponding administrative decisions or coordinates the action of the interregional branches when they are responsible for these activities;
    - it manages the development of the computer system of patent management and licenses.


    The Medical Unit (PN/MED) is responsible for the management of the physical and mental fitness of airborne personnel.
    As such:


    - it is responsible for the accreditation and follow-up of medical examiners and centres of expertise in aeronautical medicine;
    - it is responsible for the management and monitoring of decisions associated with the medical fitness of aircrew personnel;
    - he's the medical office in the sense ofArticle D. 424-7 of the Civil Aviation Code and serves as the secretariat of the Civil Aviation Medical Council by providing technical and administrative support to the Council for the performance of its missions. The activities it undertakes as such are carried out under the direct control of the President of the Medical Council of Civil Aeronautics;
    - it ensures mastery of the development of the computer system of medical skills management.


    The "Personal Airborne Expertise" (PN/EPN) which:


    - makes its technical expertise available to DSAC and other branches and services for all matters relating to the competence of aircrew personnel, including those relating to the authorization of examiners, the standard of theoretical and practical tests, training and operating procedures and procedures applicable to aircrew personnel;
    - organizes the networking of personnel responsible for the expertise of aircrews in interregional directions. It ensures the standardization of their methods, organizes their training and maintains their skills.

    - is responsible for issues related to aircraft design and flight authorizations;
    - makes the corresponding administrative decisions when they are not taken by an authorized body or by interregional branches;
    - coordinates the action of interregional branches for the corresponding activities they are responsible for.


    The "systems and techniques" (NO/ST) pole which:


    - provides the services of the DGAC with technical expertise in the field of airworthiness and aircraft operations;
    - ensures the technical and administrative coordination of the activities carried out on behalf of ASA by the various French authorities;
    - ensures compliance with the conditions of accreditation of the French authorities by the ASA, animates the network of experts and ensures the level of their competence in the areas where they intervene.


    The Aircraft Ground Inspection Unit (NO/RAMP) which:


    - coordinates and prepares the French position as part of the work of the European Commission's air safety committee;
    - organizes and coordinates the ground inspections of French and foreign aircraft in operation carried out by the DSAC and ensures compliance;
    - ensures the operation of an observatory of airlines, responsible for assessing their level of safety when serving French territory.


    The Aeroplane Operations Pole (NO/OA) which:


    - is responsible for matters relating to the operations of aircraft in commercial transport;
    - makes the corresponding administrative decisions when they are not taken by an authorized body or by interregional branches;
    - coordinates the action of interregional branches for the corresponding activities they are responsible for.


    The "Helicopter and General Aviation Operations" (NO/OH) pole which:


    - is responsible for matters relating to the operations of helicopters and aerostats in commercial transport and all aircraft in specialized and non-commercial operations;
    - makes the corresponding administrative decisions when they are not taken by an authorized body or by interregional branches;
    - coordinates the action of interregional branches for the corresponding activities they are responsible for.

    The Airports and Air Navigation Directorate (DSAC/ANA) includes:
    The airports pole (ANA/AER) which:


    - is responsible for the certification of aerodrome operators and the monitoring of aerodromes and aircraft installations;
    - is responsible for the registration of airfield tracks and for monitoring them;
    - is responsible for the monitoring of the application of the safety regulations relating to the prevention of animal peril and the rescue and control of aircraft fire. In this capacity, it is responsible, inter alia, for the agreement and monitoring of personnel training bodies carrying out missions related to the rescue and control of aircraft fire and related to the animal hazard, and for the approval of aircraft fire and rescue equipment;
    - brings its technical expertise to interregional branches and participates in audits in the area of its responsibilities;
    - takes the corresponding administrative decisions or coordinates the action of the interregional branches when they are responsible for these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.


    The Air Navigation Service Provider Certification Hub (ANA/CNA) which:


    - addresses issues related to the monitoring of air navigation service providers. As such, it defines the appropriate tools, procedures and methods and ensures their implementation;
    - issue certificates from air navigation service providers or coordinate the action of interregional branches when they are responsible for these activities;
    - brings its technical expertise to Eurocontrol.


    The Air Navigation Personnel Skills Hub (ANA/PNA) which:


    - is responsible for the registration of training bodies for air traffic controllers, including the related assessment procedure and for the accreditation of training plans and training programs;
    - is responsible for the approval of examiners or proficiency reviewers;
    - is responsible for the accreditation of examining physicians;
    - manages and issues suitability patents and licences of air traffic control personnel and is responsible for the application of the rules concerning them;
    - as part of the certification of air navigation providers, participates in the verification of compliance with the requirements of the personnel competence;
    - Instructs and makes related administrative decisions or coordinates the action of interregional branches when they are responsible for these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.


    The Aeronautical Navigation Systems and Materials Hub (ANA/SMN) which:


    - is responsible for monitoring the interoperability of the air traffic management network;
    - is responsible for the approval of notified bodies regarding the conformity of systems, procedures and components to the European rules on interoperability;
    - is responsible for the review of security demonstrations of changes in operational systems;
    - defines the terms and conditions of issuance and monitoring and issues licences for radio stations on the ground;
    - Instructs and takes relevant administrative decisions in this area or coordinates the action of interregional branches when they are responsible for these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.

    The safety direction (DSAC/SUR) includes:
    The Methods Pole (SUR/MET) which:


    - defines the monitoring repositories, tools, procedures and methods necessary for monitoring actions and ensures their implementation;
    - defines and validates the training of personnel involved in monitoring actions and organizes certifications;
    - develops, in conjunction with DTA, the explanatory elements of the applicable regulations and acceptable means of conformity and ensures its dissemination;
    - organizes the return of experience with surveillance personnel and with operators subject to these actions;
    - coordinates the development of periodic synthesis;
    - organizes certification and makes administrative decisions that certify the skills of security officers for whom certification is required, supervisors of these officers, safety instructors, or coordinates the action of interregional directorates when they are responsible;
    - organizes approval and makes administrative decisions for approval of the contents of security training courses, or coordinates the action of interregional branches when they are responsible.


    The "safety approvals" pole (SUR/ADS) which:


    - defines the modalities for the monitoring of airfield operators, air carriers, authorized agents, known shippers, authorized suppliers, freight carriers or air mail that carry out operations to the European Union at the departure of a third country airport (known as "AC3"), validators European Aviation Safety Union as part of the issuance and monitoring of their security clearance, designation or certification;
    - shall make administrative decisions for the approval of the safety, designation or certification of air carriers, authorized agents, known shippers, authorized suppliers, ACC3, European Aviation Safety Union validators and the authorizations relating to the areas of activity of such persons, undertakings or agencies, or coordinate the action of interregional branches when they are responsible;
    - organizes the certification of cynotechnic teams in conjunction with the Civil Aviation Technical Service (STAC);


    The "operational monitoring actions" (SUR/ASO) pole which:


    - organizes civil aviation safety audits and coordinates the actions of interregional branches with regard to the follow-up of associated corrective actions;
    - coordinates the French contribution to the implementation of European and international audit and inspection programmes;
    - organizes the management of standardized surveillance actions carried out by the various departments of the State;
    - defines the conditions for the implementation of performance tests in operational situations;
    - organizes the control of the protection of vital points of importance in the civil aviation sector;
    - organizes in conjunction with STAC the certification of equipment and safety systems.


    The Information Systems Security Hub (SUR/SSI) which:


    - is responsible for monitoring the security of information systems in the DGAC and external bodies: for them either directly or as part of the control actions carried out by the competent poles;
    - participates in the DGAC emergency and alert cell;
    - brings its expertise to the other DSAC hubs and contributes to the development of the security requirements applicable to the information systems of the DGAC;
    - ensures a technological monitoring of information security devices and cooperates in the studies conducted by the General Secretariat of DGAC;
    - ensures the development of safety requirements monitoring systems, used by DSAC.


    It includes the information system security correspondent and the information system security officer (ISS) at the central level of the DSAC.

    The Division "State Security Program in Public Transport" (MEAS/TP) which:


    - coordinates and monitors the implementation of the State Security Program (PSE) for public transport in conjunction with the Civil Aviation Safety Investigation and Analysis Office (CSB) and all relevant services of the DGAC.


    As such, it analyses the level of safety in public transport, defines and monitors safety indicators;


    - implement the event collection system and monitor incidents, including through the ECCAIRS database;
    - implement periodic security reviews and monitor the implementation of the findings of these reviews;
    - pilots public transport safety studies.


    The Division "State Security Program in General Aviation" (MEAS/AG) which:


    - coordinates and monitors the implementation of the General Aviation PES in conjunction with the OAS and all relevant services of the DGAC.
    As such, it analyses the level of security in general aviation, defines and follows security indicators;


    - organizes the postponement of events in general aviation and develops the operating methods of these events;
    - develops in cooperation with representative bodies the promotion of security in general aviation;
    - pilots public transport safety studies.


    The Coordination and Publications Division (MEAS/CP) which:


    - prepares and publishes the safety report containing information on the types of accidents, incidents and events, the analysis of the causes and actions to be taken to improve safety;
    - maintains and publishes the incident management manual and coordinates the action of interregional directorates in the collection of events;
    - ensures the animation and the secretariat of the Air Traffic Safety Commission;
    - monitors the safety recommendations and ensures the dissemination of the relevant information within and outside the DGAC;
    - ensures the exchange of relevant security information with other States, including the Member States of the European Union;
    - participates in the development and communication of texts related to the collection of events to all interested parties.

    Subject to the competences of the central level, the interregional branches, referred to in this heading "DSAC/IR", shall be responsible for the actions, measures and decisions required in respect of individuals and organizations or in relation to systems or materials, in the safety and security materials listed in Articles 14 to 19 of this Order. As such, they teach the relevant administrative decisions or they make them when they have been delegated.
    In liaison with the central level, they prepare and execute their budget, prepare and provide for the billing of royalties for services rendered by the State for the safety and security of civil aviation and the realization of purchases. They are responsible for the individual management of their management officers and contribute to the development and implementation of the training plan.
    The activities referred to in the two paragraphs above are carried out using either the specific means of the DSAC/IR concerned, or the means available within the central level or within other DSAC/IR according to the methods and procedures defined by the corresponding direction of the central level.

    DSAC/IR are responsible for taking all actions, measures and decisions required in respect of public or private natural or legal persons subject to the requirements of European and national texts in the field of economic and financial monitoring, security, safety and environment for those actions, measures and decisions that fall under the prefects of the zone, prefects of the region, prefects of the department or DTA according to these methods and procedures.
    DSAC/IR shall instruct the relevant administrative decisions or make them when they have been delegated.

    DSAC/IR participates in the DTA's air space and user relations activities in this area.

    Each DSAC/IR may be charged to all agents of the DGAC based in its territorial jurisdiction, to carry out actions related to the insertion of agents in their workplace in favour of their housing, restoration, sport and cultural action and social action, as well as all actions related to the application of the rules of occupational health and safety. Each DSAC/IR may be charged with shares related to real estate, IT or logistics policy.
    The activities listed in the preceding paragraph are carried out in accordance with the methods and procedures defined by the General Secretariat of the DGAC responsible for related policies.

    DSAC/IR shall consist of a seat and, where appropriate, delegations.
    The headquarters of each interregional branch shall be:


    - a resource management department;
    - one or sometimes two departments "monitoring and regulation".


    The interregional director of civil aviation safety shall be placed with a firm and the officer(s) responsible for the management of objective performance, the quality, management and coordination of actions related to the state security programme and the security officer of the information systems (ASSI).

    The Resource Management Department is responsible for the human resources, financial, material and information technology issues of the DSAC/IR. It may be responsible for the related tasks on behalf of the other services of the DGAC acting in its territorial jurisdiction.
    In its area of competence, it may be responsible for the application of regulatory texts and the implementation of the instructions.
    As such:


    - it participates in the organization and monitoring of the personal function and social dialogue. It provides individual management of DSAC/IR agents. It participates in the DSAC training plan, develops the DSAC/IR training plan and ensures the corresponding actions with respect to DSAC/IR staff;
    - it participates in the preparation, execution and monitoring of the DSAC's expenditure budget and executes the DSAC/IR's expenditure budget. It participates in the preparation, execution and monitoring of revenues from the SCA budget, including by participating in the determination and billing of royalties. It provides analytical accounting, capital and inventories;
    - within the framework set out in Article 25, it ensures the policy, programming and delivery of purchases and all matters relating to the logistics and IT resources of the DSAC/IR. It may be responsible for the related tasks for the other services of the DGAC located in its territorial jurisdiction. It is responsible for actions in real estate policy and the management of the maintenance of buildings;
    - It also includes the medical service and persons responsible for information and social action, the coordination of prevention and improvement of working conditions.

    The "monitoring and regulation" department is responsible for the actions, measures and decisions required in respect of individuals and organizations or in relation to systems or equipment in safety and security matters, as well as in the economic and financial monitoring of air carriers and port of call assistance organizations, in the field of environment.
    In its area of competence, it is responsible for the application of regulatory texts and the implementation of the instructions. It is responsible for the monitoring and monitoring of approvals, authorizations, licences or certificates and their issuance for those of those acts whose signature has been delegated to it.
    As such:


    - in the area of airport monitoring, it is responsible for ensuring or participating in the certification of airfield operators and the monitoring of aerodromes and aerodrome facilities. It is responsible for ensuring or participating in the registration of aerodrome runways and for monitoring, monitoring the application of the safety regulations relating to the prevention of animal hazard and the rescue and control of aircraft fire, monitoring of aerodrome creation records, the investigation or monitoring of records relating to obstacles to aeronautical servitudes and airport-related matters

It ensures or participates in the accreditation of approved training schools and follows the reported bodies.     - in the area of safety, it ensures or participates in the control of the enforcement of security measures, organizes or participates in local, national or international security audits and monitors them. It organizes local consultation, security commissions. It follows the investments and projects of airfield operators in the field;
    - in the area of economic regulation, it provides or participates in the instruction for the issuance and follow-up of air carrier licences and other authorizations relating to the operation of regular public air transport services, as well as authorizations for the use of foreign aircraft. It provides or participates in the preparation and monitoring of air links subject to public service obligations. It delivers or participates in the instruction of approvals for service providers in port of call;
    - in the area of sustainable development, it is responsible for planning and monitoring missions in the area of noise exposure plan, sound discomfort plan and any other sound nuisance mapping. It participates in the development and monitoring of environmental quality charters. He prepares and participates environmental advisory commissions and assists residents. It carries out audit missions of the processes of operators with an impact on the environment and participates in information and awareness-raising activities in this area. It ensures or participates in the development and monitoring of aerodrome restriction records in the field of the environment and in the investigation of related offence files.

    The delegation is responsible for the headquarters of the DSAC/IR, which it reports, for matters of general administration for the management of resources and technical affairs for the monitoring and regulation missions entrusted to it.
