A call is made for applications for the use of a radio resource for broadcast And in high definition, by terrestrial terrestrial television, of a local television service.
The geographical area subject to the call for applications is the area of Lille, as determined on the map shown in the Annex 1.
I. -Characteristics of the call to
I-1 applications. -Context of the call
This call for applications is part of the evolution of the terrestrial digital television (DTT) broadcasting platform in metropolitan France linked to the generalisation of the coding standard MPEG-4 scheduled for April 5, 2016.
The technological evolutions of MPEG-4 coders, combined with the performance of statistical multiplexing and the maintenance of a certain flexibility in the exchange of resources between the services of a multiplex, Are such that they allow the consolidation of five television services Broadcast in high definition within the same multiplex. For example, by deliberation n ° 2015-33 of November 18, 2015 ("thousandths"), the Conseil supérieur de l' audiovisuel has made an amendment to the rules for the sharing of the radio resource of terrestrial digital television. They anticipate that, as of April 5, 2016, the resource required for broadcasting in MPEG-4 of a standard definition television service (SD) will be 95 thousandths. The resource required to broadcast a high definition (HD) television service in MPEG-4 will be 195 thousandths.
By way of derogation, the resource required for the MPEG-4 broadcast of a metropolitan television service Local in high definition (HD), other than the service broadcast in Île-de-France on the national network R1, will amount to 160 thousandths. Stopping the MPEG-2 and the generalization of the MPEG-4 compression standard for the distribution of TNT services will make available thousandths available. I-2. -Resource on which the present call for applications is made
The call for applications relates to the digital resource which will be available on the R1 network of TNT on the Lille area, following the transition to the standard of compression MPEG-4 scheduled for April 5, 2016.
On this horizon and on this zone, the R1 network will allow the broadcasting of four national high definition television services, including France 3, as well as the local television service that has Already a clear and standard definition (SD) authorization on the field.

Due to the technical constraints mentioned above, only the application of the local television service authorized in the Lille area can be presented for its broadcast in high Definition.
I-4. -Dissemination Standards
The technical characteristics of the broadcast signals must comply with the provisions of the amended December 24, 2001 Order.

II-1.1. -Deposit
Application files must be submitted, in five copies, one copy in digital form, to the Conseil supérieur de l' audiovisuel, tower Mirabeau, 39-43, quai André-Citroën, 75739 Paris Cedex 15, before 7 January 2016, at 5 p.m., on pain of inadmissibility.
Files may also be sent to the council by post, no later than January 7, 2016 (the postmark), under registered mail with acknowledgment of receipt.

II-1.2. -Disclaimer
The candidate who wishes to withdraw his or her application must, without delay, notify him by registered mail with an acknowledgement of receipt by the Board, which takes note.
If the withdrawal is effected after the issuance of the Authorization, the intended resource for the service that is the subject of the disclaimer can only be assigned after a new call for applications.
II-1.3. -Contents of the Candidator File

II-2. -Admissibility of applications
The board shall draw up a list of admissible applications.

IV. -Business Plan
IV-1. -Exhibits to be provided by the candidate
The candidate presents the requested documents by distinguishing:
-the financial information that relates to the preexisting digital terrestrial television activity (standard definition broadcast over the TNT network);
-the financial information that relates specifically to the release The high definition service for its distribution on the TNT network;
-finally, the financial information that relates to all other activities performed by the company.
The following forecast documents are provided In euros:
-forecast result accounts;
-forecast investment details;
-forecast and supporting funding plans;
-forecast annual balance sheets.
IV-2. -Indicative form of tables to be provided
The tables provided by the candidates will be based on the indicative form below. They are presented in French and according to French accounting standards. They are detailed over a period of at least five years. The fiscal years end on December 31 of each year. They must make it possible to distinguish, where appropriate, what is the only digital terrestrial television activity of the candidate company, the other activities of that company. The candidate distinguishes, to the extent possible, what is in the high definition.

V. -Technical Specifications
Program delivery occurs in high definition using the MPEG-4 video coding standard.
The technical characteristics of the broadcast signals must comply with the provisions of the order Of 24 December 2001 on digital terrestrial television setting out the characteristics of the signals emitted.
In order to ensure a seamless implementation of its service with the other authorised services, the characteristics of the signals broadcast by The candidate must also comply with the document entitled " Signage profile for the broadcasting of digital terrestrial television services and ultramarine " An electronic version of which is available on the Council's website (www.csa.fr).
The programmes broadcast must respect deliberation n ° 2011-29 of 19 July 2011 of the Conseil supérieur de l' audiovisuel on the technical characteristics of the sound intensity of television programmes and advertising messages.
V-1. -Technical and financial resources
The candidate describes the technical and financial means that he intends to implement to ensure the operation of his service. In particular, it describes the estimated delivery costs, as contemplated.
It also presents the technical solutions that it intends to implement to forward its signal to the emitters.
V-2. -Interactivity engine
The applicant indicates, on the one hand, all the information, in particular the technical process, concerning the engine of interactivity and, on the other hand, the means which it intends to implement to ensure a Compatibility of service with other authorized services.
V-3. -Use of the radio resource
The candidate indicates his need for bandwidth to broadcast the service concerned (response expressed in hundreds of kilobits per second), detailing the distribution of the flow for the Video, sound, and associated data. Where appropriate, it presents its proposals on the technical requirements for multiplexing.
V-4. -Broadcasting of the terrestrial Hertzian service
V-4.1. -Coverage
The applicant undertakes to cover the area described in Annex 1, in accordance with the technical conditions of distribution laid down in this Annex.
It is invited to indicate in its file the possible approaches Enterprises to guarantee the dissemination of its signal in high definition (technical studies, specifications, etc.). Extracts from these responses can be attached to the folder.
