A call is made for applications for the use of a radio resource for broadcast And in the high definition, by terrestrial terrestrial television, of a local television service.
The geographical area covered by the call for applications is the area of Le Mans, as determined on the map shown in the Annex 1.
I. -Characteristics of the call to
I-1 applications. Context of the call
This call for applications is part of the evolution of the terrestrial digital television (DTT) broadcasting platform in metropolitan France linked to the generalization of the coding standard MPEG-4 scheduled for April 5, 2016.
The technological evolutions of MPEG-4 coders, combined with the performance of statistical multiplexing and the maintenance of a certain flexibility in the exchange of resources between the services of a multiplex, Are such that they allow the consolidation of five television services Broadcast in high definition within the same multiplex. I-2. The resource on which this call for applications is based
The call for applications is for the digital resource that will be available on the DTT R1 network on the Le Mans zone, following the transition to the compression standard MPEG-4 scheduled for April 5, 2016.

II-1.3. Contents of the Candidator File

II-2. Admissibility of applications

The candidate indicates, on the one hand, all the information, in particular the technical process, concerning the interactivity engine and, on the other hand, the means which it intends to implement to ensure a Compatibility of service with other authorized services.
V-3. Use of the radio resource
The candidate indicates his need for bandwidth to broadcast the service concerned (expressed in hundreds of kilobits per second), detailing the distribution of the flow for the video, Sound and associated data. Where appropriate, it presents its proposals on the technical requirements for multiplexing.
V-4. Distribution of Terrestrial Hertzian Service
V-4.1. Coverage
The candidate agrees to cover the area described in Annex 1, in accordance with the technical conditions set out in this Annex.
He is invited to indicate in his file the possible approaches Enterprises to guarantee the dissemination of its signal in high definition (technical studies, specifications, etc.). Extracts from these responses can be attached to the folder.
