Order of November 20, 2015 authorizing for the year 2016 the opening of a professional examination for access to the rank of senior engineering and manufacturing technician in the Ministry of Defence

By order of the Minister of Defence dated November 20, 2015, the opening of a professional examination for access to the rank of senior engineering and manufacturing technician in the second grade of the Ministry of Defence is authorized under the 2016 year.
This professional examination is open to senior technicians of 3rd class studies and manufactures of the Ministry of Defence who, as of December 31, 2016, meet the statutory conditions set out in article 25-I (1°) of amended Decree No. 2009-1388 of November 11, 2009, bringing statutory provisions common to various bodies of civil servants of category B of the public service of the State.
The number of positions offered is subject to an order by the Minister of Defence, later published in the Official Journal of the French Republic.
The deadline for the withdrawal of registration and recognition records from professional experience (RAEP) is 20 January 2016, at 12 o'clock, Paris time, term of rigor.
The closing date of registration is 27 January 2016, the stamp of the position being declared.
The written eligibility test is held on March 17, 2016.
It takes place in the examination centers created by the departmental management centres (CMG) in Lyon, Saint-Germain-en-Laye, Metz, Rennes, Bordeaux and Toulon.
Applicants located in overseas departments and communities and abroad are attached to the CMG of Saint-Germain-en-Laye. Examination centres are systematically established in the event of a nomination.
The candidates are invited to the written test by the above-mentioned CMGs in a timely manner. However, the failure to receive the summons does not in any way imply the responsibility of the administration.
For the oral admission test, only eligible candidates send their RAEP file in four copies to the CMG in Lyon, by May 17, 2016, the stamp of the position being held.
The oral admission test takes place in Lyon, starting June 6, 2016.
Eligible candidates are invited to the oral test by the CMG of Lyon in a timely manner. However, the failure to receive the summons does not in any way imply the responsibility of the administration.
The composition of the jury is subject to an order by the Minister of Defence.
The jury secretariat is provided by a CMG agent in Lyon.

Registration procedure
1. Withdrawal of registration and RAEP files

Applicants are advised not to wait the last days to register.
Any request by fax or e-mail is denied.
Applicants can obtain the registration and RAEP files until January 20, 2016, at 12 p.m., Paris time, term of rigor, as follows:
(a) Downloading registration and RAEP files:

- via the internet: http://www.concours-civils.defense.gouv.fr ;
- by intradef: http://portail.sga.defense.gouv.fr/space-ministeriel-rh ;

(b) Application of registration and RAEP files by post:
At the Lyon Departmental Management Centre, Human Resources Division, Competition Bureau, Recruitment and Training, Section A, Quartier Général-Frère, BP 41, 69998 Lyon Cedex 07.
Applicants who have chosen the withdrawal of registration files and RAEP by mail must attach to their application an A4 envelope that is posted to the letter tariff 160 g and labeled to their name and address, so that the files are forwarded to them in return.

2. Constitution and filing of registration

The registration file consists of the registration form issued by the administration.
If applicable, persons with disabilities and whose state of health requires proofreading join their registration records, a medical certificate from a registered physician and an eligibility document (recognition of the quality of disabled worker, disability card, proof of military disability pension...). The medical certificate must specify the exact nature of the development. Department of Defence staff must consult the preventive physician.
After completing, dated and signed the registration form, the candidates will send it by 27 January 2016, before midnight, Paris time, the stamp of the position being shown, directly to the CMG recruitment office of their geographic assignment department. The CMG coordinates are listed in the table below.
Any incident in the delivery of the file whatever the cause (retard, loss, etc.) results in a refusal of admission to compete.
Any file in an envelope bearing a post cachet after that date or in an envelope without the post cachet is refused.

3. Filing of the RAEP file

Eligible applicants are required to forward to the CMG in Lyon, whose contact information is shown in the table above, their RAEP file in four copies, upon publication of the eligibility list on the above-mentioned websites or intradefs, and no later than 17 May 2016.
The absence of a file or its transmission after that date results in the removal of the candidate. Any additional material transmitted by the candidate after that date is not taken into account. Any file in an envelope without the post cachet is refused.
