Notice: This decree proceeds to the dissolution of the Chambers of Commerce and Territorial Industry of Elbeuf, Dieppe and Rouen and to the concomitant creation of the Chamber of Commerce and Territorial Industry Seine-Mer Normandie, in accordance with the master plan of the Haute-Normandie Chamber of Commerce and Industry approved by Ministerial Order of 30 January 2014.

Having regard to the master plan of the Upper Normandy region adopted by deliberation on 6 June 2013 and approved by ministerial decree of 30 January 2014;
Considering the deliberation of Elbeuf's Chamber of Commerce and Territorial Industry of 11 September 2014;
Considering the deliberation of the Chamber of Commerce and Territorial Industry of Rouen of 18 December 2014;
Considering the deliberation of the Dieppe Chamber of Commerce and Territorial Industry of 12 January 2015,
Decrete:
It is created a Chamber of Commerce and Territorial Industry known as the Chamber of Commerce and Territorial Industry Seine-Mer Normandie, attached to the Normandy Chamber of Commerce and Industry. Its seat is located in Rouen.
Its electoral district consists of the following cantons located in the department of Seine-Maritime:
Barentin, Bois-Guillaume, Canteleu, Caudebec-lès-Elbeuf, Darnétal, Dieppe-1, Elbeuf, Grand-Quevilly (Le), Luneray, Mesnil-Esnard (Le), Mont-Saint-Aignan, Neufchâtel-en-Bray, Notre-Dame-de-Bondeville, Petit-Quevilly (Le), Rouen-1, Rouen-2
Dieppe-2, except the commune of Tocqueville-sur-Eu;
Gournay-en-Bray, with the exception of the following communes: Aubéguimont, Aumale, Caule-Sainte-Beuve (Le), Conteville, Criquiers, Ellecourt, Haudricourt, Illois, Landes-Vieilles-et-Neuves, Marques, Morienne, Nullemont, Richemont, Ronchois and Vieux-Rouen-sur-Bresle;
Notre-Dame-de-Gravenchon, with the exception of the following communes: Auberville-la-Campagne, Bolleville, Frénaye (La), Grand-Camp, Lintot, Norville, Notre-Dame-de-Gravenchon, Petiville, Saint-Maurice-d'Etelan, Triquerville and Trouville.
An Order of the Guardianship Authority sets out the list of members composing the Board of Trade and Territorial Industry Seine-Mer Normandie provisionally until the next general renewal, as well as the percentage of their votes.
The same decree also sets the place and date on which members meet to elect the office of the Chamber of Commerce and Territorial Industry Seine-Mer Normandie.
Services managed by the local business and industry chambers of Elbeuf, Dieppe and Rouen are managed by the Seine-Mer Normandie Chamber of Commerce and Territorial Industry.
Real estate and furniture, contracts, receivables, as well as the rights and obligations of the local business and industry chambers of Elbeuf, Dieppe and Rouen are transferred to the business and territorial industry chamber Seine-Mer Normandie.
The terms and conditions of transfer are fixed by order of the guardianship authority.
Are repealed:
1° The provision of article 1 of the decree of the 3 nivôse of the year 11 establishing chambers of commerce in several cities, especially in Rouen;
2° The Imperial Decree of 7 February 1809 establishing a Chamber of Commerce in Dieppe;
3° The imperial decree of 2 July 1861 creating a chamber of commerce in Elbeuf.
The provisions of this Order come into force on 1 January 2016.
The Minister of Economy, Industry and Digital Affairs and the Secretary of State for Trade, Crafts, Consumer Affairs and Social and Solidarity Economy are responsible for the execution of this decree, which will be published in the Official Journal of the French Republic.
