Order of October 12, 2015 approving the amended constitutive convention of a public interest group

By order of the Minister of National Education, Higher Education and Research, the Minister of Finance and Public Accounts and the Minister of Social Affairs, Health and Women's Rights of October 12, 2015, the amendment of the public interest group agreement "Grand-Ouest Canceropôle (Cancéropôle CGO)" is approved. An excerpt from this amended constitutive convention is contained in the annex to this Order.

    EXTRAITS DE LA CONVENTION CONSTITUTIVE MODIFICATIVE DU GROUPEMENT D'INTÉRÊT PUBLIC « CANCÉROPÔLE GRAND-OUEST (CANCEROPÔLE CGO) »
    1. Name of grouping


    The name of the group is "Canceropôle Grand-Ouest" or "Canceropôle CGO".


    2. Purpose of the group


    The main purpose of the grouping is to lead and coordinate, by any existing or future means, research in the field of cancer in order to promote its implementation and transfer to the benefit of patients, and to ensure the interface between INAC and the actors involved in cancer research mobilized in the territory of Brittany, Centre, Pays de la Loire and Poitou-Charentes regions.
    To this end, he contributes by his actions:


    - the mobilization of all the actors involved in research (fundamental, clinical and industrial) in cancer present in the regions Brittany, Centre, Pays de la Loire and Poitou-Charentes, in interaction with the institutions involved in research and its economic development and following an integrated and interdisciplinary approach;
    - to the operational coordination and management of the cross-cutting actions and programmes defined in the framework:
    - INAC tenders;
    - internal or external tenders;
    - assistance in the structuring of the research of local authorities, including regional or other national, European or international institutions;
    - the linking of fundamental, clinical and industrial research teams at the regional and interregional, if not cross-border, and their support with appropriate financial means;
    - the development of large-scale common infrastructure of interest and, where appropriate, their management;
    - inciting actors to enhance their discoveries, inviting them to join regional and national actors in innovation and economic development;
    - the implementation of regional, interregional, national and international partnerships in the context of a European space for the fight against attractive and competitive cancer and in particular within the framework of existing and future European research and development programmes;
    - participation in training activities for cancer research, or, if necessary, the establishment of such actions.


    3. Identity of its members

    University of Poitiers;
    University of Rennes-1;
    University of Tours.
    Public health institutions (EPS):
    Angers University Hospital Centre;
    Brest University Hospital Centre;
    The University Hospital of Nantes;
    Orleans Regional Hospital Centre;
    The University Hospital of Poitiers;
    The University Hospital of Rennes;
    The University Hospital of Tours;
    Private public health institutions of public interest:
    The Eugène Marquis Centre, Cancer Control Centre;
    The Western Cancer Institute (ICO), a cancer control centre.
    Public institutions of a scientific and technological character (EPST):
    The National Institute of Health and Medical Research (INSERM);
    National Centre for Scientific Research (CNRS);
    Association loi de 1901 :
    The National Cancer League.


    4. Address of the grouping seat


    The headquarters of the group is set: Health Research House, Hall B, 63, Magellan quai, 44,000 Nantes.


    5. Duration of the convention


    The GIP Cancéropôle Grand-Ouest was created by a joint decision of the Minister of Higher Education and Research and the Minister of Budget, Public Accounts and Public Service dated June 21, 2008, published on June 26, 2008 for a period of nine years, until June 25, 2017.


    6. Accounting system


    Group accounting is maintained and its management is carried out according to the rules of private law.
    Accounts are maintained by an accountant approved by the Board of Directors, on the proposal of the President.


    7. Staff


    Subject to the provisions relating to the general status of the public service, the staff of the group and its director shall be subject to the provisions of Labour code.


    8. Rules of liability of members between them and with respect to third parties


    In their relationship with each other, members are bound by IPF obligations. The contribution of members to the IPF debts is determined on the basis of their contribution to expenses. In their relations with third parties, IPF members are not held in solidarity.


    9. Composition of capital and distribution of votes in the legislative organs of the group


    The grouping is constituted without capital.
    Each member has a number of votes in the general assembly proportional to its statutory rights as defined below:
    I. College of Universities: 36%:
    Angers University: 4%.
    University of Brest: 4.
    La Rochelle University: 4%.
    University of Mans: 4%.
    University of Nantes: 4%.
    University of Orleans: 4%.
    Poitiers University: 4%.
    University of Rennes: 4%.
    University of Tours: 4%.
    II. - College of Hospitals: 35%:
    Angers University Centre: 5%.
    Brest University Centre: 5%.
    Orleans Regional Centre: 5%
    Centre universitaire de Nantes : 5%.
    Poitiers University Centre: 5%.
    Centre universitaire de Rennes : 5 %.
    Centre universitaire de Tours: 5%.
    III. - CLC College: 15%:
    Centre for Cancer Control Western Cancer Institute: 10%.
    Centre for Cancer Control in Rennes: 5%.
    IV. - College of STEPs: 12%.
    INSERM: 6%.
    CNRS: 6%.
    V. - Association Law 1901 2%:
    National Cancer League: 2%.
