Entry into force: the Order will come into force on November 7, 2015, concurrently with sections 2 and 3 of Order No. 2005-1516 of December 8, 2005, as amended by Order No. 2014-1330 of November 6, 2014.
Notice : the decree is taken in application of theArticle 4 of Order No. 2005-1516 of 8 December 2005 as amended byarticle 3 of Order No. 2014-1330 of 6 November 2014 relating to the right of users to file with the administration electronically, allowing the removal of certain administrative steps from the scope of the user's right to file with the administration electronically.

See?Order No. 2005-1516 of 8 December 2005 amended on electronic exchanges between users and administrative authorities and between administrative authorities, including article 4 in its drafting resulting from theOrder No. 2014-1330 of 6 November 2014 the right of users to enter the administration electronically;
Considering the open consultation held from September 28 to October 13, 2015 pursuant toArticle 16 of Law No. 2011-525 of 17 May 2011 simplification and improvement of the quality of law;
Considering the referral of the executive council of Saint-Barthélemy dated 8 October 2015;
Considering the referral of the executive council of Saint-Martin dated 8 October 2015;
The State Council (Finance Section) heard,
Decrete:
The provisions of the articles 2 and 3 the above-mentioned Order of 8 December 2005 does not apply to administrative procedures listed in the annex to this Order.
I. - Without prejudice to its full application of law in other cases, this decree is applicable to Saint-Barthélemy and Saint-Martin for requests for a laissez-passer submitted by foreigners.
II. - This Order is applicable in New Caledonia, French Polynesia and the Wallis and Futuna Islands for the steps referred to in Article 1 that are part of the procedures applicable in New Caledonia or in those communities.
This Order comes into force on November 7, 2015.
The Minister for Foreign Affairs and International Development, the Minister of the Overseas and the Secretary of State for State Reform and Simplification are responsible, each with regard to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
