Order of October 19, 2015 amending the Decision of December 31, 2010 on the organization of external and internal competitions for access to employment as Foreign Secretary (Orient Framework)

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu le Decree No. 69-222 of 6 March 1969 amended on the special status of diplomatic and consular officers;
In view of the decision of 31 December 2010 on the organization of external and internal competitions for access to employment as Foreign Secretary (Orient Framework),

Section 3 of the above-mentioned Order of December 31, 2010 is replaced by the following:
"The written proof of eligibility for external and internal competitions for access to employment as Foreign Secretary (Orient Framework) is as follows:
1° Composition on civilization, history, institutions, the general political, economic, social and cultural evolution of the countries of the chosen section.
For the Maghreb, Middle East, Africa section, two topics will be proposed, one on sub-Saharan Africa and one on the Maghreb, Middle East. Applicants, having chosen this section, will be able to compose indifferently on one of the two subjects.
(Duration: four hours; coefficient 4.
2° (a) External competition:
Upon registration, candidates will choose international issues or public law.
Option:


- in a composition on international issues.


The programme is attached to the present order.


- in a trial comprising a series of eight to ten short answer questions relating to public law.


The programme is attached to the present order.
Each question is accompanied by one or more documents related to the question asked. A single text can be used as a support for several questions. The documentary file for all questions cannot exceed ten pages in total.
(Duration: four hours; coefficient 4.
(b) Internal competition:
Upon registration, candidates will choose international issues or public law.
Option:


- either in writing a note from a file on international issues.


The programme is attached to the present order.


- in a trial comprising a series of eight to ten short answer questions relating to public law.

Each question is accompanied by one or more documents related to the question asked. A single text can be used as a support for several questions. The documentary file for all questions cannot exceed ten pages in total.
(Duration: four hours; coefficient 4.
3° Savings test:
Test including a series of eight to ten short answer questions on international economic and development issues.
The programme is attached to the present order.
Each question is accompanied by one or more documents related to the question asked. A single text can be used as a support for several questions. The documentary file for all questions cannot exceed ten pages in total.
(Duration: four hours; coefficient 4.
4° English test:
(a) Composition, in English, from a question, written in English, related to the news;
(b) Translation in French of a text in English.
(Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )
5° Required language test of the selected section:


Eastern Europe and Central Asia: Persian, Russian, Turkish;
South and Far East Asia: Chinese (mandarin), Hindi, Japanese;
- section Maghreb, Middle East, Africa: literal Arab, Hebrew, Swahili.


(a) Composition, in the language chosen at the time of registration, from a question, written in the same language, related to the news;
(b) Translation in French of a text written in the chosen language at the time of registration.
(Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )
6° Optional Enterprise Management Test:
Upon registration, candidates for the external competition may apply for an optional written examination of eligibility for business management.
Drafting, from a file, a note to verify the candidate's ability to analyze a practical case and his ability to propose coherent, simple and effective solutions. The file cannot exceed 30 pages.

(Duration: four hours, coefficient 1). Only count points above 10 of 20. »

Section 4 of the same order is amended to read:
The third paragraph is supplemented by a sentence as follows: "Only the interview with the jury gives rise to notation. »
After the fifth preambular paragraph, a subparagraph shall read:
"The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the Ministry of Foreign Affairs. »

Article 8 of the same order shall be supplemented by a paragraph to read:
"The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties. The Order may also provide that the representative of the Director General of the Department of Foreign Affairs is an active agent or retired officer. »

The provisions of this Order shall apply as soon as the Order authorizes the opening of the external competition and the internal competition for the employment of Foreign Secretary (Orient Framework) for the year 2017.

The Director General of Administration and Modernization of the Ministry of Foreign Affairs and International Development is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
