Notice: the organizational and governance rules of the new PHPR Paris Graduate School of Chemistry is set by the Articles L. 715-1 to L. 715-3 of the Education Code. This Order also provides for the missions of the institution, the conditions of admission of the students and the general terms and conditions of the schooling and the control of the knowledge for the issuance of the title of graduate engineer of the school, the delegates of the Director and the modalities for the adoption of its statutes.

Vu le Decree No. 86-83 of 17 January 1986 the general provisions applicable to contracting agents of the State taken for the application of theArticle 7 of Act No. 84-16 of 11 January 1984 bringing statutory provisions relating to the public service of the State;
Vu le Decree No. 99-272 of 6 April 1999 amended on joint commissions for the establishment of public higher education institutions;
Vu le Decree No. 2009-464 of 23 April 2009 relating to contractual PhD students of public institutions of higher education or research;
Vu le Decree No. 2011-184 of 15 February 2011 amended on technical committees in the state administrations and public institutions;
Vu le Decree No. 2012-571 of 24 April 2012 amended on health, safety and working conditions committees in public higher education institutions under the Minister for Higher Education;
Considering the advice of the technical committee of the Ecole nationale supérieure de chemistry de Paris dated 10 March 2015;
Considering the opinion of the National Council for Higher Education and Research of 18 May 2015;
The State Council (inland section) heard,
Decrete:
The Paris Graduate School of Chemistry is transformed into a scientific, cultural and professional public institution subject to the provisions of the education codeincluding sections L. 715-1 to L. 715-3, and the regulations made for their application and those of this Order.
The Paris Graduate School of Chemistry is responsible for the initial and ongoing training of engineers and scientific and technical executives in the field of chemistry and its interfaces, recruited by competition or on file.
It contributes to the missions of the public service of higher education defined to the Articles L. 123-1 to L. 123-9 of the Education Codein particular with regard to initial training throughout life, professional integration, scientific and technological research and dissemination of humanist, scientific, technical and industrial culture, transfer of technology and innovation, and international and European cooperation.
She delivers the title of graduate engineer from the school under the conditions provided for in theArticle L. 642-1 of the Education Code. It may be authorized to issue national degrees under the conditions established by the regulation of each degree. In addition, it provides training courses with specific degrees.
The conditions for the admission of students and the general terms and conditions of the education and the control of knowledge for the issuance of the title of graduate engineer of the Ecole Nationale Supérieure de Chemistry de Paris are fixed by order of the minister responsible for higher education, after the advice of the board of directors of the school.
The Director of the Ecole Nationale Supérieure de Chemistry in Paris, appointed under the conditions provided by theArticle L. 715-3 of the Education Code, may delegate its signature to the Director General of Services, members of the Management Committee and other Category Officers At the institution and, for cases involving research units formed with other public institutions of higher education or research, to their officials.
The Director of the Ecole Nationale Supérieure de Chemistry in Paris prepares the statutes of the new public institution with a scientific, cultural and professional character. These statutes are adopted by the board of directors in place, in accordance with the provisions of the articles L. 711-5 and L. 711-7 the Education Code, and shall be transmitted to the Minister responsible for higher education within six months of the publication of this Order.
If these statutes are not adopted within this period, they are arrested by the rector of the Paris Academy, Chancellor of Universities.
The Director shall organize, within three months of the adoption of these statutes, elections to the Board of Directors, the Board of Studies, the Scientific Council and other consultative bodies of the institution.
As a derogatory, the Ecole Nationale Supérieure de Chemistry de Paris is authorized to continue the budgetary and accounting management of fiscal year 2015 in accordance with the rules applicable prior to the coming into force of this decree.
The board of directors, the board of studies, the scientific council, the technical committee, the committee of hygiene, safety and working conditions, the parity commission of establishment, the parity advisory board and the advisory committee of the contract PhD students of the Ecole nationale supérieure de chemistry de Paris remain in office until the new statutes adopted in accordance with Article 5.
The property, rights and obligations of the public administrative institution known as the "National Superior School of Chemistry of Paris" are vested in the new institution on the date of entry into force of this decree.
The officers previously assigned to the same public administrative institution are assigned to the new institution on that same date.
The education code is thus modified:
1° In article D. 651-1, it is added a paragraph to read as follows:
« 13° The Decree No. 2015-1286 of 14 October 2015 relating to the Ecole nationale supérieure de chemistry de Paris. » ;
2° In article D. 711-2, after the seventh paragraph (6°), it is inserted a paragraph as follows:
« 6-1° Paris Graduate School of Chemistry; » ;
3° In article D. 715-10, it is added a paragraph as follows:
« 4° Paris Graduate School of Chemistry: Decree No. 2015-1286 of 14 October 2015 relating to the Ecole nationale supérieure de chemistry de Paris. » ;
4° In article D. 719-186, the fifth paragraph (4°) is deleted.
This Order comes into force on the first day of the month following its publication.
The Minister of National Education, Higher Education and Research, the Minister of Finance and Public Accounts, the Secretary of State for Higher Education and Research and the Secretary of State for the Budget are responsible, each with regard to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
