Judgment of September 23, 2015 fixing the rules of general organisation, the nature of the trials and the composition of the jury of the contest reserved for access to the body of the curators of heritage

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 2004-1105 of 19 October 2004 amended on the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2012-631 of 3 May 2012 amended on the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

In accordance with the table annexed to the above-mentioned Decree of 22 May 2013, the general organization of the contest reserved for the access to the body of the heritage conservators is set out in the provisions of this Order.
In accordance with the compliant notice procedure provided for in thearticle 2 of the decree of 19 October 2004 referred to above, an opening order of the Minister responsible for culture sets the list of open specialties for this reserved contest.
This Order also sets out the terms and conditions for registration, the opening and closing dates of registrations, the period of examinations, the number of posts to be filled, and the date of delivery of the recognition record of the acquired professional experience.

This reserved competition consists of a written proof of eligibility and two oral admission examinations, one based on the recognition of the achievements of the professional experience.

Candidates make known, at the time of registration, the specialty chosen for the written eligibility test.

The mandatory written proof of eligibility consists of a note, by speciality, based on a cultural record, which allows to verify the candidate's ability to analyse and synthesize a problem and to assess the knowledge and qualifications acquired.
Duration of the test: 5 hours, coefficient: 2.
This test is rated from 0 to 20.
At the end of the written proof of eligibility, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the oral admission test.
No person may be declared eligible if he or she did not participate in the eligibility test or if he or she obtained a rating less than 5 out of 20.

The first mandatory oral admission test consists of an interview with the jury to assess the candidate's qualities and evaluate the achievements of his professional experience.
In order to conduct this interview, which has as its starting point a candidate's presentation on his or her professional experience, for a period of not more than fifteen minutes, the jury has the candidate's file for recognition of the professional experience, as defined in article 6 below. During this interview, the candidate is also questioned about the content of the duties of heritage curator.
The jury assesses the level and nature of the experience gained by the candidate during his career, his professional and technical skills, his motivations. This event also aims to assess the quality and rigour of its professional approach, its ability to understand the issues related to the management and management functions of a service and its management skills.
Only the interview with the jury gives rise to notation.
Duration of the total test: 1 hour; coefficient 3.
This test is rated from 0 to 20.

For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries mentioned in the appendix to this order, which he or she shall give in paper form to the organizing service at a date fixed in the opening of the reserved contest.
The record of recognition of the achievements of the professional experience is transmitted to the jury fifteen days before the beginning of the oral admission test by the organizing department of the ministry responsible for culture. The second admission test consists of a conversation in a foreign living language from a text.
The foreign living language under this test is chosen by the candidate in the following languages: German, English, Arabic, Chinese, Spanish, Italian, Japanese, Russian, Portuguese, Polish.
Preparation of the test: 30 minutes; duration of the test: 30 minutes; coefficient

At the end of the oral admission test, the jury shall establish, in order of merit, the list of candidates admitted.

The jury is composed, to the extent possible, of a president and of at least one member of the jury, expert for each open specialty in which candidates entered. The jury is appointed by order of the Minister responsible for culture. This order designates the member replacing the president in the event that the president is unable to perform his or her duties.
Depending on the number of candidates, the jury may be required to form groups of examiners.

The Secretary General of the Ministry of Culture and Communications is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
