Order of September 8, 2015 establishing by the General Directorate of Public Finance an automated processing of personal data relating to the management and monitoring of business files in difficulty handled by the Commission of Chiefs of Financial Services and representatives of social security and unemployment insurance organizations known as "CCSF"

Automated processing of personal data called "FCSF" is implemented by the General Directorate of Public Finance (DGFiP).

The purpose of this treatment is to manage and track records of companies in difficulty handled by the Chief Financial Services Commission.

The personal data processed are:


A. - Civil status data, identity, identification of persons


1. Concerning the company in difficulty:


- social reason;
- SIREN number;
- address;
- headquarters and location of establishments (postal code and city name);
- NACE number and titled economic activity;
- legal situation (in bonuses, conciliation, judicial redress...).


2. Concerning the leader:


- identification elements: civility, name, first name;
- e-mail address, telephone number.


3. Concerning the authorized representative of the company (ad hoc, conciliator, etc.):


- identification elements: name, first name;
- e-mail address, telephone number.


B. Economic and financial data


Number of jobs in the company.
Amount of tax and social debts due by the company (main and accessory).
Decision on granting, rejecting, modifying, denunciation (etc.) in respect of time limits for payment and/or remission of tax and social debts from the Chief Financial Services Commission.
Characteristics of the payment deadlines and/or the remittances of tax and social debts granted by the commission (duration, amount of refund monthly payments, guarantees, postponement of payment, possible relaunching of the company in the event of difficulties in meeting the current plan or obligations, absence of a concealed work sentence, amount of tax and social debts granted...).


C. - Sheet-note zone


Objective and useful information for the proper management and follow-up of the file (maintained from a meeting, date of appointment...) in relation to the purpose of the treatment.

The actions of creating, deleting and modifying a file made by agents of the General Directorate of Public Finance are the subject of a historization that results in the conservation, in the application:


- connection data: date and time of connection, action performed;
- author identification elements: user ID, name, name, application profile.

The information received shall be processed by the authorized officers of the General Directorate of Public Finance.

The data referred to in section 3 shall be retained as an active basis for the duration of the plan and shall be archived for a period of eight years.
The data relating to the connections of the agents referred to in section 4 shall be retained until the date of deletion of the records of the Chief Financial Services Commission to which they relate.

Rights Section 2 of Chapter V of Law No. 78-17 of 6 January 1978 Modified information technology, files and liberties are carried out with the Permanent Secretariat of the Chief Financial Officers' Committee located within each Regional Directorate of Public Finance or Departmental Directorate of Public Finance.
