President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs and International Development,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France,
Decrete:

Article 1


The cooperation agreement between the Government of the French Republic and the Government of the Republic of Angola in the field of higher education and executive training, signed in Paris on 29 April 2014, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

    AGREEMENT
    OF COOPERATION BETWEEN THE GOVERNMENT OF THE FRENCH REPUBLIC AND THE GOVERNMENT OF THE ANGOLA REPUBLIC IN THE FIELD OF THE SUPERLY ENVIRONMENT AND TRAINING OF FRAMEWORKS, SIGNED TO PARIS 29 APRIL 2014


    The Government of the French Republic and the Government of the Republic of Angola, referred to below as the "Parties";
    Desiring to strengthen the bonds of friendship and cooperation between the two countries;
    Expressing their common will to facilitate and encourage cooperation in the areas of higher education and training of managers;
    Recognizing the importance of the role of cooperation in the field of higher education for the training of human resources and for the strengthening of the scientific and technological capacity of the Parties, in accordance with the principles of equality and sovereign independence;
    The following agreed:


    Article 1
    Subject


    The purpose of this Agreement is to encourage and support the development of cooperation in the areas of higher education and training of managers, on the basis of equality and mutual benefit among the Parties.


    Article 2
    Areas of cooperation


    1. Cooperation among Parties is implemented, inter alia, in the following areas:
    a. Promote the mobility of French and Angolan students, teachers and researchers in higher education institutions and scientific research centres in both countries, as well as seminars and scientific events;
    b. Promote graduate training in areas of knowledge essential to the social and economic development of the Parties, through the establishment of scholarships in Franco-Anguish co-financing;
    c. Promote the training of Angolan teachers in higher education institutions and French scientific research centres, including co-financing by the Parties of doctoral and post-doctoral scholarships including language upgrades;
    d. Support the training of specialists in Angolan higher education institutions through the provision of technical expertise;
    e. To deepen collaboration between French and Angolan entities responsible for the evaluation and accreditation of training and higher education institutions, with a view to ensuring the quality of higher education and strengthening Franco-Anguish cooperation in this field and mutual trust;
    f. Strengthen collaboration between French and Angolan entities responsible for the inspection of higher education institutions, with a view to establishing mechanisms to promote the quality of higher education;
    g. Encourage the development of cooperation partnerships between the higher education and research institutions of the Parties;
    h. Conduct reciprocal consultations on themes related to the management and structuring of the higher education system;
    i. Promote collaboration between French and Angolan higher education and research institutions for joint research and development projects;
    j. Promote the learning of the French language and Portuguese language in Angolan and French higher education institutions and institutions to promote scientific exchanges;
    k. Encourage the exchange of literary works and scientific and academic documentation, including through a connection between the scientific and academic communication networks of the Parties;
    l. Working together to improve the quality of higher education and research systems, thereby contributing to the affirmation of the academic and scientific potential of both Parties;
    m. Ensuring collaboration between entities responsible for the recognition of training and diplomas from both countries.
    2. Apart from these actions, Parties will be able to implement further cooperation in the field of higher education in order to strengthen bilateral relations.


    Article 3
    Responsible entities


    The entities responsible for the implementation of this Agreement shall:
    a. For the Government of the French Republic, the Ministry of Foreign Affairs and the Ministry in charge of higher education;
    b. For the Government of the Republic of Angola, the Ministry of Higher Education.


    Article 4
    Monitoring and Evaluation Mechanism


    1. For the purposes of this Agreement, the Parties shall constitute a working group to identify priority actions and to propose the development of specific programmes of cooperation, to accompany and evaluate work to implement the objectives of this Agreement.
    2. The entities responsible for each Party in the implementation of this Agreement shall designate their representatives in the working group.
    3. The working group will meet annually, unless otherwise agreed, alternately in the French Republic and the Republic of Angola, the dates and programmes to be agreed between the Parties by diplomatic means.


    Article 5
    Scholarships


    The Parties define, on an annual and mutually agreed basis, the number of individual scholarships for academic and post-university training.


    Article 6
    Medical assistance


    Medical assistance is guaranteed for the beneficiaries of this Agreement, through health insurance provided to the fellow, professor or guest researcher, in accordance with the legislation in force in the host country.


    Article 7
    Financial expenses


    The financial burdens inherent in the execution of cooperative actions developed under this Agreement shall be determined within the limits of the operational budget allocation available to the competent authorities.


    Article 8
    Resolution of disputes


    Disputes relating to the interpretation or implementation of this Agreement shall be settled amicably, through direct negotiations or through diplomatic channels between the Parties.


    Article 9
    Relationship with other international conventions


    This Agreement shall not affect the rights and obligations resulting from any other treaty, convention or agreement to which it has subscribed.


    Article 10
    Amendments


    1. This Agreement may be amended by mutual consent, the Party concerned to notify in writing, ninety (90) days in advance, by diplomatic means, its intention to the other Party.
    2. The amendment adopted, in accordance with the previous paragraph of this article, shall enter into force on the date of receipt by diplomatic means of the last written notification informing of the fulfilment of the internal legal formalities of each Party.
    3. Amendments do not affect current actions.


    Article 11
    Duration of the Agreement and denunciation


    1. This Agreement shall be valid for a period of five (5) years, renewable by tacit renewal once, unless one of the Parties notify the other, in writing and on a minimum notice of six (6) months, of its intention to denounce it.
    2. The expiry or denunciation of this Agreement shall not affect the completion of any project and programme under this Agreement.


    Article 12
    Entry into force


    This Agreement shall enter into force on the date of receipt by diplomatic means of the last written notification informing the fulfilment of the internal legal formalities of each Party.
    IN WITNESS WHEREOF, the Plenipotentiaries duly authorized by their respective Governments have signed this Agreement.


    Done in Paris on 29 April 2014, in two original French and Portuguese copies, each of the texts being equally authentic.
