Order dated 27 August 2015 amending the order dated 3 November 1987 approving the terms of reference for the registration of special signalling ramps and sound signals of priority vehicles

Subject: determination of technical requirements for the registration of special signalling ramps and sound signals of priority vehicles.
Entry into force: the text comes into force on the day after its publication.
Notice: This Order amends the terms of reference annexed to the Order of November 3, 1987, issued in Official Bulletin No. 87-32 of the Ministry of Transport in order to take into account various developments related to means of measures, sound warnings, test procedures and the simplification of administrative procedures.

Considering Regulation No. 65 annexed to the Geneva Agreement of 20 March 1958 concerning uniform requirements for the approval of special warning lamps for motor vehicles and their trailers;

Having regard to the decision of 3 November 1987 approving the terms of reference for the approval of special signalling ramps and sound signals of priority vehicles,

The terms of reference annexed to the above-mentioned decision of 3 November 1987 are amended as follows:
1. In point 1.2, the last sentence: "This special signalling ramp will be retained by the administration (see paragraph 2.2.4.)" is deleted.
2. Item 2.2.2 is completed by " - A LED source (electluminescent diode)".
3. In point 2.2.4, the words: "one of which will remain the property of the commission free of charge to serve in conjunction with the certificate of later tests to establish the conformity of the devices placed on the market with the approved model" are deleted.
4. Item 6 is supplemented by: "Special signalling ramps comply with the following specifications or those of UNECE Regulation No. 65. »
5. Item 6.4.2 is supplemented by the following paragraph:


" - For LED sources: the elements are electrically powered under the rated voltage of the unit (6.75V, 13.5 V or 28 V). »


6. Table 1 of 6.5.1 is supplemented as follows:
After the words: "light time" is added the word "maximum".
7. Table 2 of item 6.5.2 is supplemented as follows:
After the words: "light time", is added the word "maximum".
8. Item 7.2 is replaced as follows:
" 7.2. The acoustic characteristics of the signal emitted by the device shall not vary significantly during operation. »
9. Item 7.4.1. is replaced as follows:
"7.4.1. The warning tests shall be carried out in anechoic medium meeting the requirements of the anechoic rooms specified in ISO 26101:2012. These requirements shall be met in the direction and height of measurement defined in 7.4.4 and for the appropriate frequencies of the signal to be measured, from the fundamental frequency to the maximum frequency of the signal or 10 kHz.
The ambient noise and wind noise shall be less than 10 dB (A) at the sound level to be measured. »
10. Item 7.4.2. is replaced as follows:
" 7.4.2. The acoustic acquisition chain used to measure the sound level shall be a precision sonometer or equivalent measuring device meeting the requirements for Class 1 instruments (as well as the recommended windscreen, if any) of the NF EN 61672-1:2014 standard. The measurements are made using the “fast” response of the acoustic measuring device and the “A” weighting curve. If the device is equipped with a periodic monitoring system of the frequency A weighting level, the readings are made at a maximum of 30 milliseconds (ms). The appliances are maintained and calibrated in accordance with the manufacturer's instructions.
Levels of basic frequency and harmonics between 1,000 and 4,000 Hz is measured using the self-spectre from the Fourier transformer of the acoustic signal with the following characteristics:


- sampling frequency of the acquisition system at least 48 kHz;
- frequent resolution of at least 1 Hz;
- use of a Hanning window. »


11. Item 7.4.3. is replaced as follows:
"7.4.3. The check of the acoustic characteristics is carried out:


- either, on the special ramp of full-state signalling, in the case of acoustic devices intended to be mounted on special signalling ramps;
- either on the warning or subset emitting the sound.


The special signalling ramp, the warning or the subset are mounted using the supports provided by the manufacturer so that the vibrations and reflections on the walls of the device are without influence on the measurement results.
If a sound-signalling device has several sub-assemblies emitting the sounds, each separate sub-assembly tested separately shall adhere to the characteristics set out in the annexes defined in points IV to VII for the measurements conditions defined in paragraphs 7.4. to 7.4.7. »
12. Paragraphs 7.4.3.1. and 7.4.3.2. are deleted.
13. Item 7.4.4 is replaced as follows:
"7.4.4. The test device shall be placed under normal operating conditions. The test device and microphone shall be located at the same height and at least 1.2 metres from all absorbent walls of the anechoic room.
The microphone sensitivity axis shall be directed to the reference point as defined in 7.4.6. »
14. Item 7.4.5 is replaced as follows:
" 7.4.5. The acoustic characteristics and the operating cycle are measured at an ambient temperature of + 20 °C ± 5 °C and at voltages at 90 per cent and 115 per cent of the nominal power voltage (6V,12V or 24V). »
15. Item 7.4.6 is replaced as follows:
"7.4.6. In the above conditions, the sound pressure level shall comply with the requirements of Annexes IV to VII to this specifications for the microphone position facing the sound device, at 2 metres ± 0.1 metres from the following reference point:


- in case the sounds are emitted by a single orifice, the reference point is the center of this orifice on the outlet plane of the sounds emitted by the warning;
- in case the sounds are emitted by several orifices, the reference point is the barycentre of the centers of the orifices, on the plane of output of the sounds emitted by the orifice closest to the microphone;
- in the case of a signalling ramp, the reference point is the geometric centre of the frontal surface of the signalling ramp;
- in the case of a special signalling ramp, the sound pressure level shall conform to the requirements of Annexes IV to VII of this specifications, with a tolerance of -6 dB (A), for the positions corresponding to the sides of the vehicle, in two angles of 90 ° ± 10 °, at 2 meters ± 0.1 meters of the reference point defined above. »


16. Paragraphs 7.4.6.1. and 7.4.6.2. are deleted.
17. Item 7.5.1 is amended to read:
After the words: "Avoid to the expected nominal voltage" are added the words: " (6V, 12V or 24V),"
18. Item 8 is amended to read:
“8. Electromagnetic compatibility:
Special signalling ramps comply with the specifications of UN/ECE Regulation No. 10. »
19. Items 1 and 2 of Schedule I are amended as follows:
“1. Yellow-auto
Limit to green: y = x - 0.120
Limit to red : y = 0.390
Limit to white: y = 0.790 - 0.670 x
2. Blue
Limit to green : y = 0.065 + 0,805 x
Limit to white : y = 0,400 - x
Limit to purple: y = 1.667 x - 0.222 »
20. Appendix II is amended to read:
After the title "Tream Test Procedure" is added the sentence: "Special signalling ramps meet the following specifications or those of UNECE Regulation No. 65 Supplement 9 Annex 4. »
21. Item 2 of Schedule IV is amended to read:
"The stamp of each note will be such that the sound emitted has at least 2 harmonics in the band of 1000 to 4,000 Hz above the one of the fundamentals. »
22. Item 4 of Schedule IV is amended to read:
The number "90" is replaced by the number "100".
23. Item 2 of Schedule V is amended to read:
"The stamp of each note will be such that the sound emitted has at least 2 harmonics in the band of 1000 to 4,000 Hz above the one of the fundamentals. »
24. Item 4 of Schedule V is replaced as follows:
“The sound pressure level of each sound measured at the distance of 2 meters will be at least 110 dB (A) for the “day level” and between 70 dB (A) and 100 dB (A) for the “night level”. »
25. Item 2 of Appendix VI is amended to read:
"The stamp of each note will be such that the sound emitted has at least 2 harmonics in the band of 1000 to 4,000 Hz above the one of the fundamentals. »
26. Item 2 of Schedule VII is amended to read:
"The stamp of each note will be such that the sound emitted has at least 2 harmonics in the band of 1000 to 4,000 Hz above the one of the fundamentals. »
27. Item 4 of Schedule VII is amended to read:
The number "90" is replaced by the number "100".
