Vu le Decree No. 2013-419 of 22 May 2013 amended on the opening of reserved recruitments for access to certain bodies of state officials under the Minister for Culture;
Vu le Decree No. 2013-908 of 10 October 2013 on the modalities for the appointment of members of the jury and the selection committees for the recruitment and promotion of civil servants in the public service of the State, the territorial public service and the hospital public service,

In accordance with the table annexed to the above-mentioned decree of 22 May 2013, the general organisation of the contest reserved for access to the body of the engineers of the cultural services and heritage are determined by the provisions of this decree.
In accordance with the compliant notice procedure provided for in thearticle 2 of the decree of 19 October 2004 referred to above, an opening order of the Minister responsible for culture sets the list of open specialties for this reserved contest.
This Order also sets out the terms and conditions for registration, the opening and closing dates of registrations, the period of examinations, the number of posts to be filled, and the date of delivery of the recognition record of the acquired professional experience.
This reserved contest consists of a written proof of eligibility and an oral admission test based on the recognition of the gains of the professional experience.
Candidates make known, at the time of registration, the specialty chosen for the written eligibility test.
The contest includes the following mandatory written eligibility test, according to the specialty chosen by the candidate at the time of registration:
(a) In the cultural services specialty: a series of 5 questions to the maximum, dealing with the choice of the candidate (expressed during registration), security or public reception;
(b) In the heritage specialty: a series of 5 questions to the maximum, treating, at the choice of the candidate (expressed during the registration), either a program of restoration or architecture and urban planning, or a program of work or maintenance.
Each question may be accompanied by one or more documents related to the question asked that do not exceed a page. These issues may involve occupational situations.
Duration of the test: 3 hours; coefficient: 2.
This test is rated from 0 to 20.
At the end of the written proof of eligibility, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the oral admission test.
The mandatory oral admission test consists of an interview with the jury allowing the recognition of the acquired professional experience of a duration of thirty minutes.
This event aims to assess the motivation of the candidate, his abilities to perform the functions normally assigned to the cultural services and heritage engineers of the Ministry of Culture and Communication and the skills acquired during his professional career.
The event begins with a presentation by the candidate, lasting no more than 10 minutes, presenting his career path and the achievements of his professional experience, in particular activities related to his specialty. This presentation should allow it to present the main missions and the skills and possible supervisory functions.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate. The jury shall have the file constituted by the candidate, as defined in Article 6 below.
During this interview, the candidate may be questioned on matters related to general administrative knowledge and specific responsibilities of the Ministry of Culture. If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
Duration of the total test: 30 minutes; coefficient 3.
This test is rated from 0 to 20.
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.
For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries mentioned in the appendix to this order, which he or she shall give in paper form to the organizing service at a date fixed in the opening of the reserved contest.
The record of recognition of the achievements of the professional experience is transmitted to the jury fifteen days before the beginning of the oral admission test by the organizing department of the ministry responsible for culture. This file and its filling help guide are available on the website of the Ministry of Culture and Communication.
At the end of the oral admission test, the jury shall establish, in order of merit, the list of candidates admitted.
The jury is composed, to the extent possible, of a president and of at least three members selected from category A officials. The jury is appointed by order of the Minister responsible for culture. This order designates the member replacing the president in the event that the president is unable to perform his or her duties.
Depending on the number of candidates, the jury is in groups of examiners.
The Secretary General of the Ministry of Culture and Communications is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
