Judgment of June 26, 2015 fixing the rules of general organisation, the nature of the trials and the composition of the jury of the contest reserved for access to the body of the masters of art

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 92-260 of 23 March 1992 amended to establish bodies of the heads of art works of the ministry responsible for culture and to fix the statutory provisions applicable to this body;
Vu le Decree No. 2004-1105 of 19 October 2004 amended on the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2012-631 of 3 May 2012 amended on the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 2013-419 of 22 May 2013 amended on the opening of reserved recruitments for access to certain bodies of state officials under the Minister for Culture;
Vu le Decree No. 2013-908 of 10 October 2013 amended on the terms and conditions for the appointment of members of the jury and of the selection committees for the recruitment and promotion of civil servants in the public service of the State, the territorial public service and the hospital public service;
In view of the amended decision of 6 November 1995 setting out the professional branches in which the competitions for the recruitment of the masterpieces of the Ministry of Culture are opened,

In accordance with the table annexed to the above-mentioned Decree of 22 May 2013, the terms and conditions for the general organization of the contest reserved for the access to the body of the master's works are fixed by the provisions of this Order.
In accordance with the compliant notice procedure provided for in thearticle 2 of the decree of 19 October 2004 referred to above, an opening order of the Minister responsible for culture sets out the list of professional branches and fields of activity open for this reserved competition.
This Order also sets out the terms and conditions for registration, the opening and closing dates of registrations, the period of examinations, the number of posts to be filled, and the date of delivery of the recognition record of the acquired professional experience.

This reserved contest consists of a written proof of eligibility and an oral admission test based on the recognition of the gains of the professional experience.

Candidates make known, at the time of registration, the professional branch and the area of activity chosen for the written eligibility test.

The mandatory written proof of eligibility consists in the drafting of a note on a matter of professional expertise according to the professional branches and the fields of activity established by the Order of November 6, 1995. For this test, the candidate may have one or more documents related to the question asked. All of these documents cannot exceed 50 pages.
Duration of the test: 3 hours, coefficient: 2.
This test is rated from 0 to 20.
At the end of the written proof of eligibility, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the oral admission test.

The mandatory oral admission test consists of an interview with the jury allowing the recognition of the acquired professional experience of a duration of thirty minutes.
This test aims to assess the motivation of the candidate, his abilities to perform the duties normally assigned to the masterpieces of the Ministry of Culture and Communication and the skills acquired during his career.
The event begins with a presentation by the candidate, lasting no more than 10 minutes, presenting his career path and the achievements of his professional experience, in particular his current activities. This presentation should allow it to present the main missions and the skills and possible supervisory functions. The candidate also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career path.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate. The jury shall have the file constituted by the candidate, as defined in Article 6 below.
During this interview, the candidate may be questioned on questions relating to the knowledge of techniques and their evolution. If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
Duration of the total test: 30 minutes; coefficient 3.
This test is rated from 0 to 20.
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.

For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries mentioned in the appendix to this order, which he or she shall give in paper form to the organizing service at a date fixed in the opening of the reserved contest.
The record of recognition of the achievements of the professional experience is transmitted to the jury fifteen days before the beginning of the oral admission test by the organizing department of the ministry responsible for culture. This file and its filling help guide are available on the website of the Ministry of Culture and Communication.

At the end of the oral admission test, the jury shall establish, in order of merit, the list of candidates admitted.

The jury shall be composed, to the extent possible, of a president and of at least one member of the jury, expert for each professional branch and for each field of activity open between those and those contained in the above-mentioned decision of 6 November 1995 and in which candidates entered. The jury is appointed by order of the Minister responsible for culture. This order designates the member replacing the president in the event that he or she is unable to perform his or her duties.
Depending on the number of candidates, the jury may be required to form groups of examiners.

The Secretary General of the Ministry of Culture and Communications is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    Example of a project or achievement:
    Describe, in two maximum typed pages, a project or achievement that you have conducted or contributed to. You will attach one or two representative illustrations (picture, drawing, plan, table, sound or video in paper, sound, video or dematerialized format: common format - cf. Annex 2 common base of the Ministry of Culture and Communication for the format of the or illustrations provided).
    You will give a precise description of the method and the various technical steps that have allowed this or that will allow this project. You will mention at least one difficulty that you have encountered and at least one teaching that you have learned.
