Transmission system operators (GRD) of electricity are responsible for the transmission of electricity on the Public distribution networks to final customers. At the end of this first experimental period, ERDF has drawn back experience from the survey of market participants in November 2013 to know their satisfaction. The CRE was referred by ERDF to a request for the evolution of the ancillary benefits to those responsible for the balance. The purpose of this application is to perpetuate the four benefits offered on an experimental basis since January 2012.
The CRE points out that the experimental benefit scheme carried out on an experimental basis has made it possible to meet the need for the creation of New benefits and to evaluate the adequacy of the services offered to the needs of the balance-managers over a two-year period. 2. Tariff developments and entry into force

3.1. Perennisation of experimental benefits

The trial period for these benefits was extended by two years at the beginning of 2014 in application of the ministerial decision of January 14, 2010.

3.2. Evolution of the ancillary benefits " Weekly Transmission of the Consumer Adjusted Measurement Curve "and" Weekly Transmission of the Production Measurement Curve " In basic delivery

4. Form of tariff rules

5. Evolution procedure on request of distribution network operators

B. -Tariff rules for ancillary benefits performed exclusively by electricity distribution system operators


1. Definitions


For the purposes of these rules, the terms used are those defined in section 1 of the tariff rules for the use of public electricity networks in the HTA or BT voltage

2. General provisions

It is the responsibility of the GRD to specify the practical conditions for completion, the restrictive clauses, the access channels, the contractual clauses relating to the Ancillary benefits covered by these tariff rules.
Some ancillary benefits are invoiced on a quotation. Quotes are built on the basis of:


-standard labor costs, a function of stakeholder qualification;
-price included in a technical template for standard operations or actual costs.


GRD may provide for shorter or standard deadlines than those set out in these tariff rules.
GRD publishes and communicates through their care their benefit catalogue, including all elements Above, to any person by making the request. 3. Basic benefits to the balance managers proposed by electricity distribution system operators

6. Experimental benefits


A GRD may offer, on an experimental basis, ancillary benefits under its monopoly to those responsible for the balance.
The creation of an experimental benefit must be Be subject to prior notification of the ERC. Such notification shall include in particular a detailed description of the performance as well as an estimate of the cost of delivering the intended benefit.
Prior to any experimentation, a concerted effort between the GRD and all Market players concerned must be carried out. This consultation may take place within the framework of the consensus groups set up under the aegis of the ERC.
The CRE has a period of two months from receipt of the GRD notification to oppose the implementation of the Experimentation. The duration of an experiment is limited to two years, renewable once, after agreement of the CRE. The GRD must transmit to the ERC, at least six months before the end of the experiment, a return Experience enabling it to decide on the final implementation of the service and its pricing.

7. Price Indexing
