President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs and International Development,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France;
Vu le Decree No. 2010-857 of 23 July 2010 publishing the partnership agreement for cultural cooperation and development between the Government of the French Republic and the Government of the Kingdom of Morocco (two annexes and two protocols), signed in Rabat on 25 July 2003, together with an exchange of notes, signed in Rabat on 10 May and 3 June 2005,
Decrete:

Article 1


The agreement between the Government of the French Republic and the Government of the Kingdom of Morocco on support for the establishment of international sections and the international baccalaureate, French option, signed in Rabat on 18 February 2014, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

    AGREEMENT
    ENTER THE GOVERNMENT OF THE FRANÇAISE REPUBLIC AND THE GOVERNMENT OF THE GLOBALLY AGAINST THE PURPOSE OF INTERNATIONAL SECTIONS AND INTERNATIONAL BACCALAUREAT, FRENCH OPTION, SIGNED TO RABAT ON 18 FEBRUARY 2014


    The Government of the French Republic, on the one hand,
    And
    The Government of the Kingdom of Morocco on the other hand,
    The following are designated "Parties",
    Considering:


    - the Joint Declaration of the two Heads of State, His Majesty King Mohammed VI and the President of the French Republic of 4 April 2013 " Welcoming the establishment of the international sections";
    - the Partnership Convention for Cultural Cooperation and Development between the Government of the Kingdom of Morocco and the Government of the French Republic, signed on 25 July 2003, and in particular Article 21;
    - the 1999 National Education and Training Charter, and in particular space III on the quality of education and the control of foreign languages (lever 18).


    The following agreed:


    Article 1
    Framework of the agreement


    The Moroccan side decided to create at the beginning of September 2013 international sections option French in 6 Moroccan high schools. This device, experimental during the 2013-2014 school year, is intended to be extended to the entire Moroccan territory in the fall of 2014 to allow the establishment for the June 2015 and 2016 sessions of a Baccalaureate International Option Français (BIOF).


    Article 2
    Purpose of the agreement


    On the one hand, the French party undertakes to provide technical assistance to the Moroccan part in the experimentation phase of the 2013-2014 school year through the French Institute of Morocco (IFM) and French high schools in Morocco associated with the establishment of international sections in the 6 Moroccan high schools.
    On the other hand, the French party is committed to providing its technical assistance for the extension phase of the device to all the Regional Academy of Education and Training scheduled for the beginning of September 2014 by mobilizing the resources and expertise of the Ministry of National Education (MEN).
    This technical assistance will in particular concern the educational implementation, the training of staff and the joint development of the terminal certification.
    Each of the Parties shall mobilize the resources necessary to implement this cooperation, to the extent that the funds available to each administration concerned for its current operation.


    Article 3
    Areas of the agreement


    3.1. Experimentation phase
    3.1.1. Inter-institutional partnerships
    The Moroccan side seeks the French side to support it in the implementation of international sections. The partnership established under this agreement involves, for the French part, the French Institute of Morocco (IFM) and its 11 sites, on the other hand, French educational institutions in Morocco. In the experimentation phase, the institutions concerned are:

    Partnerships between these institutions take several forms:


    - collaboration between the heads of establishments and their teams in the implementation of local cooperation plans;
    - exchange of expertise between teachers of international sections and teachers of French institutions in the relevant disciplines;
    - exchange of expertise between French and Moroccan documentaries and mediathecaries;
    - visits of reciprocal classes;
    - organization of joint projects: school competitions, sports tournaments, cultural activities, etc.;
    - participation of professors and students from international sections in the cultural activities of the IFM;
    - participation in joint training;


    - training in the field of teaching non-language disciplines and teaching French, especially as a second language;
    - development of French-language assessment tests.


    The IFM will benefit the Ministry of National Education and Vocational Training (MENFP) of Morocco and the Moroccan schools hosting the international sections of French expertise in the area of bilingual education and certifications, including through the specialized services of the MEN and the International Centre for Educational Studies (CIEP).
    3.1.2. Action Plan 2014
    Both parties develop a first action plan for the year 2014 corresponding to the experimental phase.
    3.2. Extension phase
    To take into account the extension of the system, an annual or multi-year action plan will be developed and signed by the parties; It will take the following priority areas:


    - expertise for the monitoring of the device and the development of the BIOF;
    - training of various Moroccan actors;
    - provision and production of educational resources.


    Article 4
    Modalities for the organization of the partnership


    At the national level, a joint steering committee is formed, including:
    For the Moroccan part:


    - the Secretary General of the MENFP;
    - the director of curricula;
    - the Director of Cooperation;
    - the Director of Evaluation, Organization of School Life and Interacademic Training - National Examination Centre;
    - Director of the National Centre for Educational Innovation and Experiments.


    And for the French part:


    - a representative of the MEN;
    - the advisor for cooperation and cultural action of the French Embassy in Rabat, Director General of the IFM;
    - the assistant cultural advisor, academy inspector, in charge of French teaching in Morocco;
    - the Attaché of Educational Cooperation, responsible for the French Language Pole and IFM's linguistic cooperation;
    - Assistant to the academy inspector;
    - Director of the International Centre for Educational Studies (CIEP).


    This steering committee meets at least once a year to review the annual balance sheet of actions, validate the action plan and propose possible reorientations.
    It will specify for each of these actions the objectives, expected results, forecast schedule and allocation of means implemented by each of the partners of the agreement.


    Article 5
    Settlement of disputes


    Any dispute arising from the interpretation or application of this Agreement shall be settled by amicable negotiation between the Parties.


    Article 6
    Final provisions


    This Agreement shall enter into force on the date of receipt of the last diplomatic notification by which the Parties shall mutually inform themselves with respect to the fulfilment of the internal procedures necessary for the entry into force of the Agreement.
    This Agreement shall be concluded for a period of two years and may be extended, by tacit renewal, for new periods, each one year.
    Each of the two Parties may denounce this Agreement at any time by written notification transmitted by diplomatic means. In this case, the Agreement ceases to be valid within 3 months of the date of receipt of the notification. The denunciation of the Agreement shall not jeopardize the rights and obligations of the Parties relating to the projects under this Agreement, unless otherwise decided by the Parties.
