Decree of 22 June 2015 on the organization of the division of cabinets with ministers responsible for labour, employment, health, social security, solidarity, social cohesion, city, youth, sports and social life

Minister of Social Affairs, Health and Women's Rights, Minister of Labour, Employment, Vocational Training and Social Dialogue and Minister of the City, Youth and Sports,
Vu le Decree No. 87-389 of 15 June 1987 modified for the organization of central administration services;
Vu le Decree No. 2005-1795 of 30 December 2005 modified to organize the central administration of the ministry responsible for youth, sports and associative life;
Vu le Decree No. 2012-442 of 2 April 2012 amended to establish a division of cabinets with ministers responsible for labour, employment, health, social security, solidarity, social cohesion and the city;
Vu le Decree No. 2013-727 of 12 August 2013 establishing, organizing and assigning a general secretariat of the ministries responsible for social affairs;
Considering the advice of the Technical Committees of Central Administration of the Ministry of Social Affairs, Health and the City and the Ministry of Labour, Employment, Vocational Training and Social Dialogue, jointly convened on 17 February 2015,

The firm division includes:
1° A department of firm resources;
2° A Department for Relations with Electors and the General Secretariat of the Government;
3° A department responsible for relations with individuals;
4° A Department of Honours;
5° A department of communication and coordination of mail from ministerial offices;
6° A Human Resources and General Administration Office;
7° A ministerial service of social interventions.
The division of firms is placed under the authority of a leader who is a deputy director.

The department of means of offices has for missions, in connection with the directions and delegations mentioned in thearticle 3 of the decree of 12 August 2013 referred to above concerned:


- to ensure the management of community human resources for members and support staff assigned to departmental offices;
- to participate in the management and maintenance of the computer and telephone park dedicated to departmental offices and the division of offices;
- to ensure the management and distribution of the logistical resources of departmental offices;
- to coordinate the activity of automotive regulatory services and to distribute the fleet of departmental offices;
- to coordinate the activity of the stewardship services in charge of receptions and meals organized on the initiative of the members of the Government;
- to ensure, at the request of departmental offices, the management of departmental travel;
- to participate in the monitoring of budgetary means dedicated to ministerial offices;
- to participate in the preparation and organization of events and events decided by the ministers responsible for health, social security, solidarity, social cohesion, city, work, employment, youth, sports and associative life;
- to participate in measures to ensure the general security of sites occupied by ministers and their offices.

The Department for Relations with Electors and the General Secretariat of the Government shall:


- to centralize the written questions of parliamentarians, to prepare the draft responses in connection with the central administrative branches, territorial services and the operators under the supervision of the members of the Government referred to in section 2, to submit to the signature of the Minister the draft responses and to ensure that the replies are sent to the general secretariat of the Government through the dedicated interdepartmental application;
- to centralize the mails of the elected officials, to prepare the response projects in connection with the central administrative departments, the territorial departments and the operators under the supervision of the aforementioned ministries, to submit to the signature of the Minister the draft responses and to ensure the sending of the replies;
- to verify, with the possible support of the Directorate of Legal Affairs, the conformity of the texts transmitted by the branches and services to the signature of ministers;
- to present draft texts for the signature of ministers;
- to follow up on the procedure for counterseing legislation and regulations;
- to transmit to the General Secretariat of the Government requests for publication in the Official Journal and to ensure the monitoring of the publication of these texts by means of the dedicated interdepartmental application.

The department responsible for relations with individuals has the task of directing to the branches of central administration, the territorial services or the operators under the supervision of the members of the Government referred to in Article 2 the letters sent by individuals to the ministers or to provide a direct response to the above-mentioned letters.

The Department of Honours has:


- to manage the records of proposals for honorary distinctions for members of the Government referred to in Article 2;
- to develop nomination and promotion proposals in national orders for their consignment to the great chancery;
- to prepare opinions on proposals for appointment or promotion submitted by other ministerial departments;
- to ensure the management of the Medal of Honour for Health and Social Affairs, the Medal of Honour for Work and the Medal of Youth, Sports and the Associative Commitment.

The Department of Communications and Co-ordinating the Mail of Departmental Cabinets ensures the communication actions of the Division of Cabinets in possible liaison with the delegation to the information and communication or communication office of the Ministry of Youth, Sports and Associative Life. It manages the registration, analysis and guidance of correspondence to government offices referred to in section 2 and administers dedicated electronic management tools.

The Office of Human Resources and General Administration manages the proximity of staff assigned to the division of offices in connection with human resources management. He pilots, under the authority of the Chief of the Cabinet Division, the forecast management of jobs, staffing and skills. He advises and accompanies staff in the management of their respective teams.
It is, at the same time, for the division of cabinets and all ministerial offices supported by the aforementioned division, the disability correspondent, the training correspondent and the diversity referent.
It also manages, in connection with the department of office facilities, the logistical means dedicated to the division of offices.

The Ministry of Social Interventions has the following tasks:


- intervene, at the request of the members of the Government mentioned in the preceding articles, with a view to seeking appropriate solutions to precarious social situations of particular gravity;
- to alert individual situations particularly sensitive;
- to ensure a social watch by informing the Cabinet of Ministers on recurring issues that do not receive appropriate responses in the current legislative and regulatory framework.

The decision of 2 April 2012 on the organization of the division of cabinets with ministers responsible for labour, employment, health, social security, solidarity, social cohesion and the city is repealed.
