Judgment of May 29, 2015 fixing the general organisation and the nature of the tests of the professional examination for access to the rank of primary health technician and safety

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu le Decree No. 2009-1388 of 11 November 2009 amended bringing statutory provisions common to various bodies of civil servants in category B of the State Civil Service;
Vu le Decree No. 2013-176 of 27 February 2013 bearing special status of the body of health and safety technicians,

Professional examination scheduled for 4° of Article 11 of the decree of 27 February 2013 referred to above shall be organized in accordance with the provisions of this Decree.

The professional examination referred to in section 1 is open by activity area and, where appropriate, by specialty, by order of the Minister responsible for health or by decision of the Director General of the National Agency for Safety of Medicine and Health Products.
Areas of activity and specialties are listed in Appendix 1 to this Order.
The order or decision sets out the terms and conditions for the examinations and the date of the tests and the number of positions to be filled.

The professional examination includes a written eligibility test and an oral admission test.

The written proof of eligibility consists in the resolution of a practical case from a technical record relating to the control of laboratory health products or to health-environment prevention based on the field of activity in which the examination is opened. The file may include a number of questions to put the candidate in a working situation. The folder can include graphics and encrypted data. It cannot exceed twenty pages (duration: three hours); coefficient 1).

The admission test consists of an interview with the jury to assess the achievements of the professional experience, the skills and motivation of the candidate to perform the functions of health and safety technician.
To conduct this interview, which has as its starting point a presentation of the candidate on his professional experience, the jury has the record of recognition of the achievements of the professional experience constituted by the candidate according to the model established by the administration and including the entries mentioned in Appendix 2 to this Order.
During this interview, the candidate may be questioned on matters relating to the administration or establishment in which he/she is engaged (duration: 20 minutes, not more than five minutes for the presentation); coefficient: 2).
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.

The model of the record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the Ministry of Health.
The file is delivered to the organizing service on a date fixed by order of the Minister for Health or by decision of the Director General of the National Drug Safety Agency and Health Products.

Eligibility and admission tests are rated from 0 to 20.
At the end of the eligibility test, the jury alphabetically sets out the list of candidates authorized to take part in the admission test.
At the end of the admission test for each professional examination, the jury shall determine by order of merit the list of candidates admitted.
If several candidates total the same number of points, the priority is given to the one who obtained the highest rating in the admission test.

The fact of presenting itself to the written test after the opening of the envelopes containing the subjects, not respecting the anonymity rule, making a blank copy, omiting to render the copy at the end of the test or leaving the room without authorization results in the removal of the candidate.

The jury appointed by order of the Minister for Health or by decision of the Director General of the National Drug Safety Agency and Health Products has at least three members.
The jury is chaired by the person with the highest grade or employment.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
The jury may eventually be supplemented by one or more specialized proofreaders or examiners authorized to participate, with an advisory voice, in the jury's deliberation.
The jury may, depending on the strength, form a group of examiners.

The Director of Human Resources is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    DOSSIER DE RECONNAISSANCE DES ACQUIS DE L'EXPÉRIENCE PROFESSIONNELLE (RAEP)


    Applicants must submit a standard file prepared according to a model established by the administration consisting of the following entries:
    Candidate identification.
    Declaration on Honour.
    Professional and ongoing training.
    Professional assistance (job posts, functions, major missions and activities).
    Presentation of the achievements of the professional experience (acquired skills, ability to perform the duties of a health technician and health safety technician) - a maximum typing page.
