Transmission system operators (GRD) of electricity are responsible for the transmission of electricity on public distribution networks up to Final customers. They charge the routing of electricity to users of their networks, in accordance with the rates of use of public distribution networks (TURPE HTA-BT [1]) set by the Commission for Energy Regulation (CRE)
The provision of electricity transmission, there are also ancillary benefits carried out exclusively by the GRD of electricity. These benefits, made at the request of mainly suppliers and end customers, are collected for each electricity GRD in a benefit catalog that is public.
The cost of these benefits is:

The Article L. 341-3 of the Energy Code gives the CRE the power to fix the tariffs of the ancillary benefits carried out exclusively by the GRD of electricity, stating that " The Commission for the regulation of fixed energy [...] the methodologies used to establish the tariffs of the ancillary benefits carried out exclusively by the GRD of electricity. In order to gather the views of all stakeholders on the envisaged changes in the The release of the aforementioned 22 May 2014, the CRE organised a Public consultation from February 19 to March 13, 2015. This public consultation submitted to the views of the stakeholders:

-a proposal for a partial review of the ancillary benefits carried out on an exclusive basis by the GRD of electricity, a minimum once a year, in order to allow for the Taking into account developments in the context and the requests for changes made by the Network managers and/or actors in the energy sector more proactively.

Analysis of actors' responses leads to CRE To:

-change the CRE's release from May 22, 2014 by:
-the redefinition of the scope and pricing of the experimental benefit " Multi-connection accompaniment " Inducing the integration of an option " Multi-connection pre-study ", priced on the basis of a simplified cost formula for applicants to connect to grouped housing within the service" Pre-study connection or study resumption " As referred to in point B. 4.15 of the discharge of 22 May 2014;
-the modification, proposed by ERDF in its reply to the public consultation of 19 February 2015, of the time limits for achieving the benefits of:
- " Switching provider " For HTB, HTA and BT > 36kVA connection points (point B. 3.3 of the 22 May 2014 release);
- " Modification of the routing rate formula (HTB, HTA and BT > 36kVA) " (point B. 3.6 of the 22 May 2014 release); and
- " Modification of subscribed powers (in HTB, HTA and BT > 36kVA) " (point B. 3.7 of the deliberation of 22 May 2014);
-recommend to the ERDF to clarify certain formulations of its benefit catalogue in order to avoid any likelihood of confusion between the benefits carried out in a competitive context and those Carried out exclusively by the GRD of electricity;
-to explain the arrangements for the evolution of the ancillary benefits carried out exclusively by the GRD of electricity: Stakeholders will have the opportunity to present and discuss the developments they wish to see taken into account by the CRE in the framework of the Electricity Working Group (EWG), led by the ERC services.

A. -Methodology
1. Principles for the pricing of ancillary benefits


The provisions of Article L. 341-3 of the Energy Code Give the CRE the competence to establish the methodologies used to establish the tariffs of the ancillary benefits carried out exclusively by the GRD of electricity.
The prices of the ancillary benefits carried out exclusively by the GRD Currently in force have been fixed by the Releasing the CRE of 22 May 2014 on the pricing of ancillary benefits exclusively performed by electricity distribution network operators.

The current TURPE also provides that the receipts from the ancillary benefits are deducted from the charges to be covered by the tariffs. Thus, any positive difference (revenue earned above the forecast revenue) between the forecast trajectory of the ancillary benefit receipts and the trajectory realized is deducted from the TURPE, for the benefit of the users. In a symmetrical way, ERDF shall be compensated for any negative differences between the forecast trajectory and the trajectory of the income from the ancillary benefits.
Finally, the TURPE 4 HTA/BT provides that the revenue from the ancillary benefits Created during the tariff period are excluded from the scope of the CPR provided that the costs incurred in providing these benefits were not taken into account in the development of the TURPE.


2. Reminder of Tariff Rules, Tariff Rate and Entry into Force


These tariffs are intended to apply as of August 1, 2015. This release does not alter the form of the tariff rules described in point B of the May 22, 2014 release.
Section B. 6 of the tariff rules annexed to the deliberation of 22 May 2014 provides for the following provisions:
" 6. Rate Indexing
Let M the month anniversary of the date of entry into force of these tariff rules.
Each year N from the year 2015, the rates of the related services covered by these tariff rules are adjusted Mechanically, on the 1st day of the month M, of the following percentage:

The average value of the monthly index of harmonized consumer prices-France (identifying INSEE: 000641194) was:
125.43 between January and December 2013;
125,94 between January and December 2014.
The percentage of changes in the monthly index of consumer prices harmonised-France, to be taken into account for the evolution on 1 August 2015 of the prices of Annexes, therefore, is + 0.4 %.
Pursuant to Section B. 6 of the tariff rules relating to ancillary benefits carried out on an exclusive basis by the transmission system operators attached to the discharge of the 22 May 2014, above, the rates of the related services covered by these Tariff rules change to August 1, 2015 by 0.4 %.


3. Main evolutions of the tariff rules


This release amends the tariff rules set out in the de-liberation of 22 May 2014. These changes relate to:

The remaining points of the tariff rules described in the May 22, 2014 release are not affected by this release.


3.1. Redefinition of Scope and Pricing of Experimental Delivery " Multi-connection accompaniment "


The CRE deliberation of May 22, 2014 describes the experimental benefit" Multi-connection accompaniment " In these terms:

It is apparent from the exchanges initiated with ERDF in the context of the return of experience on this experimental benefit that it breaks down by:


-technical studies services for the public service missions of network managers, in application of provisions of article L. 322-8 of the energy code ;
-information modalities adapted to users who have multiple Points to connect within a single " Region " (or multi-connection requesters);
-and an anticipated return visit of the rising columns.


The CRE considers that the pricing arrangements for this benefit must take into account this decomposition and have submitted in As a result of public consultation its proposals to change the scope and pricing of this benefit.
The development proposals presented by the ERC in public consultation generated a lot of feedback from the Actors, who have expressed a wide range of opinions. However, the majority of respondents agree on:


-Satisfaction withdrawn by clients who have subscribed to a benefit " Multi-connection accompaniment " With ERDF, in particular by means of information adapted to the multi-connection applicants proposed by ERDF;
-the integration into the standard supply of electricity GRD of the information modalities adapted to the applicants of the Multi-connection, on the grounds that they are fully within the internal organisation of an efficient electricity GRD;
-the inclusion in the exclusive missions of the GRD of electricity from pre-studies for connection.


Technical study services included in the provision Experimental " Multi-connection accompaniment ", which fall under the exclusive missions of the GRD of electricity, the CRE notes that they are very similar to those described in the performance" Pre-study connection or study resumption " Whose tariff and consistency are set by the tariff relief on May 22, 2014. The CRE considers that it is relevant to maintain a simplified cost formula for these applicants.
As a result, the CRE modifies the deliberation of 22 May 2014 by:


-repealing item B. 4.22, on experimental performance " Multi-connection accompaniment " And by replacing it with the provisions described below;
-amending point B. 4.15, relating to the provision " Pre-study connection or study resumption " To include an option " Pre-study or multi-connection study " Proposed to connect requesters with multiple points to connect to public electricity distribution networks.


The option " Pre-study or multi-connection study " Consists, before obtaining the permit to build, to evaluate the evolutions and adaptations of the public electricity distribution network (relocation of work, reinforcement, extension, etc.) necessary for the various connections requested and to Establish a planning schedule taking into account the constraints identified on the public electricity distribution network. The changes made do not call into question the quality of the benefits expected from the GRD of electricity in respect of:

In its response to the public consultation, ERDF made proposals for modification of the time limits for the implementation of certain ancillary benefits. These proposed amendments have been shared with stakeholders through the Electricity Working Group (EWG) led by the CRE.
These proposed amendments are intended to reduce the time limit for achieving the benefits of " Switching provider "," Routing rate formula change " And " Modification of the subscribed powers " For HTB, HTA, and BT > 36 kVA connection points. The CRE believes that these developments are all the more relevant as they fall within the context of the end of regulated electricity sales tariffs on these customer segments as from 1 January 2016 and therefore asks that these developments Can be implemented as of August 1, 2015. 3.2.2. Benefit " Routing rate change (HTB, HTA, BT > 36 kVA) "

4. Recommendations for evolution of the

The public consultation of February 19, 2015 questioned the stakeholders on the clarifications that could be made to the catalogue of benefits concerning the presentation of benefits " Intervention to enable verification of HTA protections and/or decoupling protection by an approved third party ".
Delivery" Intervention to enable the verification of HTA protections and/or decoupling protection by a registered third party ", referred to in point B. 3.19 of the 22 May 2014 release, is thus described:
" When the verification is performed by a licensed provider other than the network manager, the presence of the network manager is required.
The benefit is the separation of the installation, the control of the integrity of the Measurement and compliance of protection settings as well as the reactivation.
This benefit is charged according to the rates shown in Table 10 below:

The description of the acts constituting the verification of HTA protection and verification of decoupling protection in the benefit catalogue of ERDF shall not be limited to acts of intervention to allow for the Verification of HTA protections and/or decoupling protection by a registered claimant described in the above CRE deliberation. All contributors to the Public consultation is in favour of recommendations for the evolution of the catalogue Of the CRE. Some contributors raise the issue of how to handle the cost of delivery by the GRD of electricity if the latter did not meet its quality obligations.
As a result, the CRE recommends that Benefit catalog as follows:


-for the verification acts for HTA protections (benefits numbered F400 and P400a option 1 in the current catalog of current) of:
-distinguish, for each type of customer (consumers and Suppliers, or producers), two benefits:
-an attachment that is made on an exclusive basis by the network manager regarding the conduct of the audit of the work performed and the release in operation and;
-a performance performed in a competitive environment All other acts constituting the benefits numbered F400 and P400a option 1 in the current catalogue of the current ERDF;
-name the annex provided exclusively by the network manager as defined in the preceding paragraph " Intervention to allow verification of HTA protections by a registered claimant " ;
-immediately make the comparison between the benefits for suppliers and consumers and those for producers by numbering the benefit described above F400 and by numbering the benefit number P400a option 1 In the current catalog of P400;
-set to 325.28 €HT the F400 and P400 numbered benefit rates as defined previously, in application of the CRE's deliberation of May 22, 2014;

4.2. Clarification of the conditions for invoicing of certain benefits

-the provision of point analysis of the Slow voltage variations " Is not charged if the analysis of records shows that slow voltage variations exceed regulatory or contractual values " ;
-the Provision of Point-in-Time Analysis of Food Quality " Is not invoiced if the analysis of the recordings shows that the disturbances are from the public network and are superior to the regulatory or contractual values. "


These formulations cause confusion in the The liability of the parties in the event of a malfunction of the works.
All contributors to the public consultation are in favour of the recommendations for the evolution of the CRE's catalogue of ERDF. Some contributors raise the issue of how to handle the cost of delivery by the GRD of electricity if the latter did not meet its quality obligations.
As a result, the CRE recommends that the Mention in its catalogue of benefits carried out in a competitive context according to which " The benefit is not invoiced " If the responsibility for the GRD of electricity is incurred. 5. Form of Tariff Rules


This release does not affect the form of the tariff rules described in point B of the May 22, 2014 release.


6. Evolution Procedure


Many contributors raised points related to the ancillary benefits realized by the GRD of electricity not being the subject of the public consultation of February 19, 2015. These requests for developments require additional training and, where appropriate, the collection of the opinion of the stakeholders via a public consultation.
In view of the numerous requests for changes in the scope of the annexes to the Exclusive title by the GRD of electricity formulated in the context of the responses to the public consultation of 19 February 2015, the rapid evolution of the energy markets, the development of intelligent electricity grids or the emergence of New actors, it is desirable that the scope and the tariff of the Ancillary benefits realized exclusively by the GRD of electricity can evolve more frequently in the future in order to remain adapted to the expectations of the users of the networks.
The actors will have the opportunity to present and Discuss the developments they wish to see taken into account by the ERC in the framework of the EWG, piloted by the services of the CRE.
In addition, in the event of new needs, GRDs may submit a request for creation to the CRE A new benefit. This request includes the cost of this benefit (together with the methodology and the calculation parameters of this cost) and the forecast volumetrics.
If applicable, the CRE will make a new tariff decision in application article L. 341-3 of the energy code.


B. -Content and rates of ancillary benefits performed exclusively by public electricity distribution system operators


This release:


-redefines the scope and pricing of the Experimental benefit " Multi-connection accompaniment " And modifies accordingly points B. 4.22 and B. 4.15 of the discharge of 22 May 2014;

1. Redefinition of Scope and Pricing of Experimental Delivery " Multi-connection accompaniment "
1.1. Repeal of point B. 4.22 of the deliberation of 22 May 2014


Point B. 4.22 of the CRE's discharge of 22 May 2014, concerning the performance " Multi-connection accompaniment (experimental) " Is repealed and replaced by the provisions described below.

-the assessment of the evolutions and adaptations of the public electricity distribution network (relocation of work, reinforcement, extension, etc.) necessary for the various connections requested;
