The terms and conditions for the designation of large electors of public institutions of a scientific, cultural and professional character for the election of members of the student college to the National Council for Higher Education and Research are specified in this Order.

The number of large electors in each institution varies, under the conditions set out in sections 4 to 8 of this Order, depending on the number of students regularly enrolled in the institution. The reference numbers are those of the academic year prior to the year in which the election takes place, or when the institution was created after September 1, 2013, the number of the first university re-entry.

Each institution is classified according to its student population in one of the nine categories listed in the schedule.

For establishments belonging to the first category, the principal electors of the institution are the student members who hold and alternate members of the board of directors, the research board and the board of formation and academic life of the academic council or the bodies taking place.

For establishments belonging to the second category, the principal electors of the institution are the student members who hold the board of directors, the research commission and the board of formation and the academic life of the academic council or bodies, and the alternate members of the board of directors.
In addition, each of the student members holding the board of directors or of the organ in holding place means a large complementary elector among the students alternate members of the research commission or the board of formation and academic life, or of the bodies taking place.

For establishments belonging to the third category, are large electors of the institution the students members who hold the board of directors, the commission of research and the commission of training and academic life of the academic council, or bodies taking place.

For facilities under categories four to nine, the schedule specifies for each of them the number of large electors in the establishment.
In each of the establishments of these categories, each major elector is designated by and among the incumbent and alternate members of the board of directors, the commission of research and the commission of the formation and academic life of the academic council, or of the bodies holding place, in the context of a list vote without dressing, or preferential vote, but with possibility of incomplete list, with distribution of seats to the proportion and attribution of the remaining seats to the more. When a single large elector is to be designated, this designation shall be made by a single majority vote in a tower.
In the event of equality of voices, a lot is drawn.

A report signed by the Chief of Institution sets out the list of major electors who were designated. This report is retained by the establishment.

The Director General of Higher Education and Professional Integration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
