Order of March 18, 2015 amending the Order of September 27, 2000 setting out the nature and program of the examinations for the recruitment of translators from the Ministry of Economy, Finance and Industry and the Ministry of Foreign Affairs

Vu le Decree No. 98-186 of 19 March 1998 Amending the common statutory provisions for the translators of the Ministry of Foreign Affairs and the Ministry of Economy, Finance and Industry;
In view of the decision of September 27, 2000, setting out the nature and program of the examinations for the recruitment of translators from the Ministry of Economy, Finance and Industry and the Ministry of Foreign Affairs,

In article 1 of the above-mentioned decision of September 27, 2000, the words "that optional tests" are replaced by the words "that an optional test".

Section 5 of the above-mentioned 27 September 2000 Order is replaced by the following provisions:


"Art. 5.- Written examinations of eligibility for external and internal competitions are as follows:

Test No. 1- Synthesis note:
Drafting in language A of a summary note based on a dossier consisting of texts of a political or economic character relating to contemporary facts, written in language B.

Language translation A of two texts, the first political or economic and the second legal in nature, written in language B.

Test number three:
Study of three terms in a text of a political or economic character, written in language B:
- identification of the nature of the problems that the translation of the terms to be studied;
-presentation of the approach taken to address these problems.
The programme of this test is annexed to this Order.

Test number four:
1. For the recruitment of multilingual translators:
Language translation A of two texts, the first political or economic and the second legal in nature, written in language C.
2. For the recruitment of terminology translators:
A series of questions and exercises, the answers of which will have to be written in language A, on the one hand on the methodology of establishing a corpus in languages A and B of terminology data relating to the areas of competence of the Ministry organizer of the contest, and on the other hand on the theory of terminology.
The programme of this Test No. 4-2 is annexed to this Order.

Section 6 of the above-mentioned 27 September 2000 Order is replaced by the following provisions:


"Art. 6.-Oral examinations for admission of external and internal competitions are as follows:

Test number 1:
French interview with the jury to assess the suitability and motivation and, if applicable, the candidate's professional experience.
To conduct this interview, the jury has, for the external examination of an individual fact sheet (IRF) transmitted by the candidate, for the internal examination of the candidate's file for the recognition of the acquired professional experience (RAEP).
Only the interview with the jury gives rise to the rating. The FIR and the RAEP file are not noted.

Test 2:
From a general text, on a topical issue, written in language B:
- after 10 minutes of preparation, translation into language A (duration 10 minutes) and conversation with the jury in language B on the subject treated (duration 10 minutes).

Test number three:
1. For the recruitment of multilingual translators:
From a general text on a topical issue written in language C, translation into language A (preparation 10 minutes-duration of the test 10 minutes).
2. For the recruitment of terminology translators:
Series of exercises on the processing of language data in languages A and B in the areas of competence of the contest's organizing department (preparation 10 minutes-duration of the test: 10 minutes).
The programme of this Test No. 3-2 is annexed to this Order.

"Eligible candidates shall prepare an individual fact sheet (FIR) for the external examination, a record of recognition of the acquired professional experience (RAEP) for the internal examination, including the entries listed in Appendix II to this Order.
"These documents are delivered to the organizer service on a date fixed in the opening of the contests.
"The FIR and RAEP file models are available on the website of the recruiting department. »

Section 7 of the above-mentioned 27 September 2000 Order is replaced by the following provisions:


"Art. 7.-Applicants of external and internal competitions may, upon registration, request to participate in the optional language written test.
"This test consists of the translation into language A of a text of a political or economic character, written in a language other than those in which the candidate has composed in the context of the mandatory language B and C tests.
"It bears, at the choice of candidates, on the following languages: German, English, Spanish, French, Italian, Dutch, Portuguese or any other official language of a European, Arabic, Chinese, Hebrew, Japanese, Russian or Vietnamese state (duration: 2 hours, coefficient 2). »

Sections 8 and 9 of the above-mentioned 27 September 2000 Order are repealed.

In section 10 of the above-mentioned decision of September 27, 2000, the words "for each of the optional tests" in the sixth paragraph are replaced by the words "at the optional test".

The Director of Human Resources of the General Secretariat of Economic and Financial Ministries and the Director of Human Resources of the Ministry of Foreign Affairs and International Development are responsible, each with respect to it, for the execution of this Order, to be published in the Official Journal of the French Republic.

    Program of the written test #3:
    Theoretical question:


    -terminology and terminography;
    -the notional systems, domains and sub-domains;
    -the concept;
    -the term;
    - definition.


    Terminological practices:


    - procedures and methods;
    -constitution and remains of a multilingual corpus;
    -Writing files.


    Program of the written test No. 4-2 and oral No. 3-2:
    The different language schools.
    The structuring of the domain:


    -the trees;
    - the relationship between concepts.


    The elements of the terminological record.
    Neology.
    The exchange of terminology data.
    Terminological management tools:


    -SGBD;
    - Extractors;
    - balancers


    The management of a terminological project (for example, creating a multilingual glossary)

    External contest: individual fact sheet (FIR)
    Applicants must submit a standard file prepared according to a model established by the administration consisting of the following entries:
    Identification of the candidate
    Professional situation
    Training courses (education, vocational and continuing training)
    Initial training [diploma obtained (level III or higher) and years of obtaining]
    Professional course, including business internships (different functions and positions held)
    Interest centres
    Internal Competition: Record of Recognition of Professional Experience (RAEP)
    Applicants must submit a standard file prepared according to a model established by the administration consisting of the following entries:
    Identification of the candidate
    Current situation of the agent (administrative, professional, etc.)
    Training courses (education, vocational and continuing training)
    Professional experience (main activities and skills developed)
    Presentation of the achievements of the professional experience (the candidate will indicate the elements that make up the achievements of his/her professional experience and his/her strengths in terms of the knowledge, skills and abilities sought, and specify, where appropriate, his/her motivations to perform the functions of a translator).
