Decree No. 2015-203 of 23 February 2015 concerning the opening of the reserved recruitments for access to the bodies of officials of the State of categories A and B under the public establishment Weather France

Publics concerned: contract agents of the public establishment Weather-France.
Subject: opening of recruitments reserved for access to the bodies of officials of the State of categories A and B under the public establishment Meteor France.
Entry into force: the decree comes into force on the day after its publication.
Notice: For the contracting agents of the Meteorological-France public institution who meet the conditions of the order, the decree opens the possibility, according to the terms it defines, to access, by means of reserved recruitments, to the bodies of superior meteorology technician and meteorology engineer.
References: The decree is made pursuant to Act No. 2012-347 of 12 March 2012 amended on access to full employment and the improvement of the conditions of employment of contract agents in the public service, the fight against discrimination and various provisions relating to the public service. On the report of the Minister of Ecology, Sustainable Development and Energy,
In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to Act No. 2012-347 of 12 March 2012 amended on access to full employment and the improvement of the conditions of employment of contract agents in the public service, the fight against discrimination and various provisions relating to the public service;
In view of the amended Decree No. 65-184 of 5 March 1965 concerning the special status of engineers in meteorology work;
Having regard to Decree No. 2011-1139 of 21 September 2011 on the special status of the body of the superior technicians of meteorology;
In light of the amended Decree No. 2012-631 of 3 May 2012 on the conditions of eligibility of candidates for recruitment reserved for access to the bodies of officials of the State of categories A, B and C and setting out the general conditions of organization of these recruitments under Act No. 2012-347 of 12 March 2012 on access to the incumbent employment and the improvement of the conditions of employment of contract agents in the public service,
Considering the opinion of the Meteorological-France Technical Committee on Public Establishment of 29 January 2015;

Pursuant to the provisions of Chapter I of Title I of the above-mentioned Act of 12 March 2012, the annex to this decree sets out the list of bodies and grades under the public establishment Meteor France for which the organization of reserved recruitments can be carried out, as well as, for each of these bodies and grades, the method of recruitment chosen.
The bodies and grades mentioned in the annex are accessible to the contracting agents of the public establishment Meteor France, under the conditions provided for in article 2 of the above-mentioned decree of 3 May 2012, subject to the conditions set out in sections 2 and 4 of the above-mentioned Act of 12 March 2012.

Declared agents suitable for access to the body of engineers of the meteorology works are appointed interns under the conditions provided for in Article 11 ter of the decree of March 5, 1965 referred to above.

Declared agents suitable for access to the body of the superior technicians of the meteorology complete a one-year internship in the service where they are assigned.
At the end of this course, the officers who obtained satisfactory results are titularized in the rank of senior technician of the 1st class meteorology.
As an exception, they may be allowed to complete an additional one-year internship. The duration of this additional internship does not count for the advancement.

The Minister of Ecology, Sustainable Development and Energy, the Minister of Finance and Public Accounts and the Minister of Decentralization and the Public Service are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
