Key Benefits:
Publics concerned: guardianship authorities and members of the board of directors of the French university and cultural office in Algeria (OCFA).
Purpose: Modify the terms and conditions of operation of the Board of Directors of OCOFA.
Entry into force: the text comes into force on the day after its publication.
Notice: the decree specifies the procedure for the operation of the Board of Directors of the French University and Cultural Office in Algeria with respect to the provisions relating to budgetary management and public accountancy as set out in Title III of Decree No. 2012-1246 of 7 November 2012 on budgetary management and public accountancy. It recalls, in particular, that the proceedings relating to the acquisition, exchange and alienation of buildings are subject to these provisions.

See?Order No. 62-952 of 11 August 1962 creating a French academic and cultural office for Algeria;
See?Order No. 2014-1329 of 6 November 2014 relating to the remote deliberations of collegial administrative bodies;
Vu le Decree No. 79-1016 of 28 November 1979 amended on the administration and operation of the academic and cultural office for Algeria;
Vu le Decree No. 2012-1246 of 7 November 2012 Financial and Public Accounts Management;
Considering the opinion of the Board of Directors of the French University and Cultural Office for Algeria of 27 February 2014,
Decrete:
The first paragraph of section 5 is amended to read:
"The board of directors meets on the convocation of its president at least once a year in Paris. »
Article 6 of the above-mentioned Decree of 28 November 1979 is thus amended:
1° In the second paragraph, the words: "and on the activity report" are deleted;
2° The fourth preambular paragraph is replaced by the following:
"The deliberations on the acquisitions, exchanges and disposition of buildings are enforceable under the same conditions. » ;
3° After the fourth preambular paragraph, two sub-items are inserted:
"The borrowing proceedings are binding only after they have been approved by order of the Minister for Foreign Affairs and the Minister for Budget.
"All deliberations are forwarded to the budgetary controller. »
In the second paragraph of Article 7 of the above-mentioned Decree of 28 November 1979, the word "financial" is replaced by the word "budgetary".
The Minister of Foreign Affairs and International Development, the Minister of National Education, Higher Education and Research, the Minister of Finance and Public Accounts and the Minister of Culture and Communication are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
