Subject: determination of the generalization of the individual billing of health facilities referred to in a, b and c of Article L. 162-22-6 of the Social Security Code.
Entry into force: the text comes into force on the day after its publication.
Notice: Individual billing allows health establishments to address directly to compulsory health insurance, for each episode of care, an invoice for the reimbursement of care expenses to a social insured person, on the part of these costs borne by compulsory health insurance organizations.
In view of the generalization of individual billing, the Decree of 8 July 2014 sets the deadlines for implementation for public and private non-profit health institutions. This Order specifies that an interdepartmental order will determine, for each health institution, the date of implementation of individual billing.

Having regard to the advice of the Federation of Hospitals and Private Non-Profit Assistance dated 4 November 2013;
Considering the opinion of the French Hospital Federation of 4 November 2013;
Considering the opinion of the French Federation of Cancer Control Centres (Unicancer) of 5 November 2013;
Considering the opinion of the Federation of Private Hospitals of 12 November 2014;
Considering the referral of the National Federation of Home Hospitals dated 15 October 2013;
Having regard to the advice of the Board of the National Health Insurance Fund of Employees dated 19 November 2013;
Having regard to the advice of the Council of the National Health Insurance Union dated 21 November 2013;
Considering the advice of the Board of Directors of the Central Fund for Agricultural Social Mutuality dated November 27, 2013,
Decrete:
After Article 3 of the above-mentioned Decree of 8 July 2014, an article 3-1 is inserted as follows:
"Art. 3-1. - For each health institution, a decree of the Ministers responsible for health, social security and the budget sets out the date on which the exemption provided for in I of the amended section 33 of the Social Security Financing Act for 2004 referred to in accordance with the deadlines mentioned in sections 1, 2 and 3 of this decree, distinguishing, where applicable, external acts and consultations, on the one hand, and other hospital benefits, on the other. »
The Minister of Finance and Public Accounts, the Minister of Social Affairs, Health and Women's Rights and the Secretary of State responsible for the budget are responsible, each with regard to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
