The creation of the University Paris-Saclay decision is the culmination of a process of cooperation between its members, initiated on the occasion of their installation project on the site of the Saclay plateau and who has received a new impetus in 2007 on the occasion of the creation of thematic networks for advanced research (RTRA) «Triangle of physics» and «Digiteo. This dynamic has been strengthened in 2011 by the creation of the mathematical Foundation Jacques Hadamard and the establishment of the scientific cooperation Foundation Campus Paris-Saclay. The latter institution brings together most of the members of the University Paris-Saclay and door contracts of collective projects under the investment program for the future (PIA), in particular that of the initiative for excellence (Idex) Paris-Saclay notified in April 2012.

The annex to the present articles of incorporation specifies, for each research organization and institution of higher education and research, entities in respect of which it is a member of the University Paris-Saclay. The structures of research and training entities engaged by the members in the University Paris-Saclay is listed in the rules of procedure referred to in article 22.

Article 2.4 withdrawal of grouping principles: members and associates of the University of Paris - Saclay requests withdrawal of a member or denunciation of a convention of association is communicated to the president of the University Paris-Saclay no later than one (1) year prior to the withdrawal date envisaged. The president, after deliberation by the Board of Directors, will establish within a period of six (6) months after receipt of the application, the conditions of acceptance of the request of withdrawal or denunciation of the convention.
Any higher education institution or research not wishing to be a member may request to be associated with the University of Paris-Saclay in the conditions laid down in article L. 718 - 16 of the code of education or join another group.
Article 3 seat of the University Paris-Saclay is set on proposal of the president, by decision of the Board of Directors.

Title II: MISSIONS, powers and means of the University PARIS - SACLAY Article 4 Missions University Paris - Saclay door the sharer project defined in articles L. 718 - 2, L. 718 - 5 and L. 718 - 16 of the code of education research, training, recovery, including for technology transfer, employability of users, of international action, communication, dissemination of scientific, technical and industrial culture and campus life.

8 ° fosters dialogue to define relevant job profiles for the implementation of the shared project and facilitates support for the recruitment of researchers and teacher-researchers likely to provide added value to the implementation of the shared project;
9 ° ensures the pilotage of the components of such coordination as defined in article 15 of these articles of incorporation;
10 ° offers any other action jointly defined and intended to consolidate the strategy of the University Paris-Saclay in its areas of action.
Article 6 means of action in order to exercise its powers, the University of Paris-Saclay takes the following actions: 1 ° it sets up and manages the University Paris-Saclay, allocates funds to the services or equipment that may or may not be common to the members, such as technology platforms, spaces of reception and accommodation, support services and logistical facilities;

8 ° it creates and operates data banks;

10 ° implementing any other operation contributing to the exercise of its tasks.

Title III: Bodies of governance of the University PARIS-SACLAY Article 7 General Organization the University Paris-Saclay is administered by a Board of Directors. The Board of Directors is assisted by a Council of members and an academic Board.
It is headed by a president assisted by a vice-president in charge of issues and digital resources and, possibly, other Vice-Presidents.

The president of the University Paris-Saclay is responsible for the Organization of the electoral process. He is assisted to that effect of an electoral commission whose composition and powers are defined in the rules of procedure. Any judicial remedy against the elections must be preceded by an action filed with the Chair within a period of five days from the display of the results. The president shall decide on this appeal within eight days of its filing. Otherwise, the appeal is deemed rejected.
So the president of the University Paris-Saclay can stop the list of voters for the elections to the Board of directors so that the list of voters for the elections to the Academic Council, members designate those of their staff who, through their involvement in the University Paris-Saclay, are electors and eligible. This designation is particularly next to the list of their structures of research and relevant training, as referred to in the last paragraph of section 2.1 of the present statutes. Research organizations other than public scientific and technological institutions specify the distribution of staff among the various concerned colleges. For the personnel of public scientific and technological institutions, this distribution is done on the bases used in article D. 719 - 4 of the code of education.
Article 9 section 9.1 Composition the Governing Council Governing Council consists of twenty-six (26) administrators distributed according to the following categories: 1 ° 6 representatives of institutions of higher education and research members and 4 representatives from research organizations members, appointed by the members, so as to ensure a representation of alternating members, under conditions laid down by the rules of procedure, said that some institutions may have , by way of exception, a representation permanent;

4 ° 5 representatives of teacher-researchers, teachers and researchers performing their duties within the University Paris-Saclay, or breast of a member, or both within the two, elected in two colleges separate as defined in section D. 719 - 4 of the code of education: 2 representatives to the title of the college and 3 representatives to the title of the college B if the latter represents more than 50% of the electorate of category 4 and in the contrary case, 3 representatives of the college A and 2 representatives of the college B, on the understanding that the modification of the number of representatives from each college may occur only at the end of their term of Office, either all four years;
5 ° 3 representatives of other personnel exercising their functions within the University Paris-Saclay or within a member or within the two, elected within a single college;
6 ° 2 elected representatives of users who undergo training within the University Paris-Saclay or within a member, one of the representatives elected in the college of universities and the other being elected in the college's schools.
For each representative of categories 1 and 4 to 6, an alternate is designated under the same conditions as the holders. In the case of categories 4 to 6, the alternate shall be the same sex as the holder.
Article 9.2 term of office the term of office of representatives of category 1 is set to one (1) year, renewable, in a manner specified in the rules of procedure, with the exception of the representatives of institutions that have a permanent representation whose mandate is set to four (4) years renewable.
The term of office of the directors of the Board of Directors drawn from categories 2, 4 and 5 shall be four (4) years renewable once.
The term of office of the directors of category 3 is fixed at four (4) years renewable.
The term of office of the directors of category 6 is set to two (2) years, renewable once.
The term of office of the directors be counted from the first meeting convened for the election of the president.
For all the representatives of categories 4, 5 and 6, any vacancy by death, resignation or loss of quality to the title which the persons concerned were designated as a member of the Board of Directors gives rise to replacement for the duration of the mandate remaining, under the conditions laid down in article D. 719 - 21 of the education code. It shall however not be made for a partial renewal when the vacancy occurs less than four (4) months before the expiration of the mandate. This partial mandate may be followed by a new renewable term under the conditions laid down in the paragraphs above.
Regarding representatives of categories 1 to 3, the new directors will be designated in accordance with article 9.1 hereof.
Article 9.3 powers the Board of Directors defines the policy of the University Paris-Saclay. In respect of the powers of the Council members and the Academic Council, the Board of Directors: 1 ° Vote the General guidelines and the strategic plan of actions, means and structures of the University Paris-Saclay.

5 ° approves the strategy proposed by the coordination components defined in article 15 hereof;
6 ° to decide on the accession of a new Member, its principle and its modalities;
7 ° to decide on any application for association, within the meaning of article L. 718 - 16 of the code of education, its principle and its modalities; in the case of the higher education institutions located in the territory and under the single Ministry responsible for higher education, the deliberation focuses on the content of the association agreement, in accordance with article L. 718 - 16 supra;
8 ° to decide on the withdrawal and exclusion of a member, its principle and its modalities;
9 ° to decide on withdrawal of an association agreement, its principle and its terms;
10 ° deliberates on the consequences of a modification of the legal status of a member or a partner, or its scientific area on the University Paris-Saclay.
11 ° approves the budget and subsequent amendments, the financial account and the allocation of the results;
12 ° voting rules and its amendments;
13 ° vote rules doctoral and other training for which the University Paris-Saclay is accredited;
14 ° establishes the General conditions of recruitment and employment of the staff of the University Paris-Saclay, including contractual agents;
15 ° deliberates on issues and digital resources;
16 ° approves acquisitions, dispositions and exchanges of real property;
17 ° approves leases and rentals of buildings;
18 ° accepts the alienation of movable property;
19 ° accepts donations and bequests;
20 ° approves contracts and agreements;
21 ° allows legal actions, transactions, as well as the use of arbitration in case of disputes resulting from the execution of its contracts with agencies European or foreigners of any kind;
22 ° authorizes participation in legal entities, e.g. equity participation and the establishment of subsidiaries;
23 ° approve the annual activity report, the social balance sheet and the blueprint on disability;
24 ° elects the president of the University Paris-Saclay;
25 ° Elit vice-president of digital resources on proposal of the president;
26 ° gives an opinion on the proposals for appointment of Deputy Chairmen and directors of the University Paris-Saclay;

27 ° creates any commission or Committee considers useful or which are proposed by the president, these commissions or committees being placed directly under the authority provided for by the rules of procedure;
28 ° takes note of the recommendations of the Academic Council and deliberates on the follow-up to be given;
29 ° approves changes in these statutes;
30 ° vote the creation of the Technical Committee of the University Paris-Saclay, created in accordance with article L. 951-1-1 of the education code;
31 ° means the public higher education institution member disciplinary section which is competent to examine the facts giving rise to prosecution, committed by teachers-researchers or teachers within the premises of an establishment of higher education or users, and own speaker of the University Paris-Saclay.
The Governing Council may delegate to the president all or part of its powers, in the substances mentioned in points 19 to 22 so that the budget amendment mentioned in point 11. It is reported, at the next meeting of the Board of Directors, decisions taken pursuant to this delegation.
Section 9.4 meetings the Board of Directors meets at least twice (2) per year at the call of its Chairman or at the request of at least half of the directors, under the conditions laid down in the rules of procedure.
The modalities for convening and holding of the meetings of the Governing Council are specified in the rules of procedure.
The Rector of Academy, Chancellor of the universities, attends or is represented at the meetings of the Board of Directors.
The accounting officer, the members of the Executive Committee, the president of the Academic Council and, generally, any person whose president is seeking the opinion may attend the meetings of the Board of Directors in an advisory.
The president may invite to attend the meetings of the Council or be heard by the Council any person it deems likely to enlighten him on one of the items on the agenda or to contribute to the work of the Council.
A representative designated by the regional delegate for research and technology of the Ile-de-France region is invited to the meetings of the Board of Directors.
When the president cannot preside over a meeting of the Board of Directors, its functions are carried out by one of the directors of the Board of Directors according to the conditions defined by the rules of procedure.
An administrator unable to attend a meeting may give proxy to another administrator. No Director may be carrying over one (1) power.
The Board of Directors meets validly if the majority of Directors in office are present or represented or participates at the meeting by videoconference or electronic communication means under conditions allowing the identification of these administrators and ensuring the collegial nature of the deliberation. If the quorum is not reached, the Board of Directors is again convened on the same agenda within a period of eight (8) days. It meets then validly, irrespective of the number of directors present or represented.
Section 9.5 Deliberations each administrator has one (1) vote. The decisions are taken by the simple majority of the directors present or represented. In the event of equality of votes, the president is dominating.
The absolute majority of the directors in office is required to deliberate on: 1 ° the amendment of these statutes including the accession of new and higher educational institutions; research or research agencies, exclusion or withdrawal of a Member
2 ° by extension, the adoption and the amendment of the rules of procedure of the University Paris-Saclay;
3 ° the association or the denunciation of a convention of association with institutions of higher education and research or research organizations. In the case of institutions of higher education and research of the single Ministry in charge of higher education, deliberation concerns the choice between accession and association, and on the content of the agreement of association if the associate status was adopted.
Article 10 Article 10.1 Composition member Council member Council brings together a representative of each of the members of the University Paris-Saclay, designated in accordance with the rules in force in each Member.
Each representative of a member has one (1) vote.
The Council of members is chaired by the president of the University Paris-Saclay which has no voting rights.
Institutions having concluded an agreement of association with the University of Paris-Saclay participate in the Council of members without voting.
Article 10.2 powers the Council of members is associated with the preparation of the work and the implementation of the decisions of the Board of Directors.
The Council of members has principally an advisory role.
It is consulted on the following topics: 1 ° the General guidelines and the strategic plan of actions, means and structures of the University Paris-Saclay.
2 ° the adoption or modification of the budget;
3 ° the strategy established by the components of coordination, in accordance with article 15 of these articles of incorporation, before submission to the Board of Directors;
4 ° the amendment affecting the scientific perimeter of a member or an associate in his involvement in the University Paris-Saclay;
5 ° any request of association, within the meaning of article L. 718 - 16 of the code of education, its principle and its modalities; in the case of higher education and research institutions located in the territory and under the single Ministry responsible for higher education, the deliberation focuses on the content of the association agreement, in accordance with article L. 718 - 16 of the code of education;
6 ° the denunciation of a convention of association, its principle and its modalities;
7 ° the adoption and modification of the rules of procedure of the University Paris-Saclay;
8 ° the definition of the project;
9 ° the multi-year contract is signed;
10 ° the common component of the multi-year contract;
11 ° any modification of these statutes including the accession of new institutions of higher education and research or research organizations, the withdrawal or the exclusion of a member and their consequences.
It can also be accessed in a manner defined by the rules of procedure by the Board of Directors, as well as by the Academic Council, on all matters falling within their respective jurisdictions.
Article 10.3 meetings. -Notice and vote the Council of members meets at least two (2) times per year at the invitation of its president who sets the agenda. It may, in addition, following the terms and conditions specified in the rules of procedure, be convened at the request of one-third (1/3) at least one of its members on a particular agenda.
The accounting officer, the members of the Executive Committee of the University Paris-Saclay and the Chairman of the Academic Council may attend the meetings of the Council of the members without voting.
When the president cannot preside over a meeting of the Council's members, its functions are carried out by one of the members of the Council of the members according to the conditions defined by the rules of procedure.
A member of the Council of members unable to attend a meeting may give proxy to another Member of the Council of members. No member of the Council may be carrying more power.
For decisions, referred to in points 1 and 2 below, requiring a vote, the Council of members meets validly if the majority of members is present or represented or participates at the meeting by videoconference or electronic communication means under conditions allowing the identification of these representatives. If the quorum is not reached at the opening of the meeting, the Council of members is again convened on the same agenda within a period of eight (8) days. It meets then validly, irrespective of the number of members present or represented.
Each member serving on the Board of members have one (1) vote.
The opinions of the Council's members are acquired: 1 ° has the simple majority of the members present or represented on the subjects mentioned in points 1 to 4 of article 10.2.2 above;
2 ° a qualified majority of two-thirds (2/3) of the members present or represented on the subjects mentioned in paragraphs 5 to 9 of article 10.2.2 above.
In addition, a favourable opinion taken to a qualified majority of two-thirds (2/3) of current members is required as regards the topics referred to in paragraphs 10 and 11 of article 10.2.2 above.
For the two points mentioned in the preceding paragraph, the documents on which the Council of members is called to pronounce must be sent to the members not later than six (6) weeks prior to the Council of members discussion. For these same two points, a member who had expressed a negative opinion may request that its withdrawal from the University Paris-Saclay is effective on the date of entry into force of the provisions which do not collect its agreement, notwithstanding the provisions of section 2.4 of the present statutes. In case the Member would exercise his right of withdrawal, the president, after deliberation by the Board of Directors, would set the withdrawal conditions within three (3) months from the date of notification of the decision to withdraw.
Article 11 Commission academic section 11.1 the Academic Council comprises two - hundred twenty (220) members divided as follows:

1 ° 40 representatives of institutions of higher education and research and research organizations members of the University Paris-Saclay and their possible coordination components. They are elected in two colleges among a list of principals and vice-principals of research units for the first college of 20 representatives and a list of Directors and Deputy Directors of entities in training for the second college. These lists are drawn up by the Council of members;
2 ° 24 representatives of the personalities within the meaning of article L. 719 - 3 of the code of education, designated by mutual agreement by the members of the Academic Council at the first meeting of all the other members of the Academic Council;
3 ° 94 delegates elected teachers-researchers, teachers and researchers exercising their functions within the University Paris-Saclay, or among the members, or both within the University and one of the members divided into colleges separate under the terms laid down in the rules of procedure;
4 ° 32 elected representatives of other personnel exercising their functions within the University Paris-Saclay, among the members, or both within the University and one of the members;
5 ° 30 elected representatives of users who undergo training within the University Paris-Saclay or within a member.
To carry out its tasks related to research, innovation, training and the life of the campus, the Academic Council is organized into committees to prepare its opinion on terms specified in its rules of operation.
Article 11.2 of the members and Chair of the Academic Council the mandate of the members of the Academic Council is fixed at four (4) years renewable once, with the exception of the elected representatives of users whose mandate is of two (2) years renewable once.
The Academic Council shall elect from among its members its president in a two (2) rounds plurality.
The mandate of the president of the Academic Council expires upon the expiry of the mandate of elected officials with staff of the Academic Council excluding the mandates of the members elected by the users.
Article 11(3)(ii) assignments and notice in accordance with article L. 718 - 12 of the code of education, the Academic Council exercise the competences transferred to the University of Paris-Saclay, an advisory role. As such, it has to be consulted on the skills of the University Paris-Saclay training. It gives its opinion on the sharer project and multi-year contract for, respectively, in articles L. 718 - 2 and L. 718 - 3.
Article 11(4)(b) meetings the Academic Council meets at least twice (2) per year at the invitation of its president who set the agenda of the day. It may, in addition, following the terms and conditions specified in the rules of procedure, be convened at the request of one-third (1/3) at least one of its members on a particular agenda. It can be also consulted by the Board of directors or Council members.
When the president cannot preside over a meeting of the Academic Council, its functions are carried out by one of the members of the Academic Council according to the conditions defined by the rules of procedure.
A member of the Academic Council unable to attend a meeting may give proxy to another Member of the Academic Council. No person shall possess more of one (1) power.
Article 12 other boards or committees the Board of Directors sets up terms and with skills defined in the rules of procedure: 1 ° a strategy Council scientific and innovation composed exclusively of personalities;
2 ° an audit committee.

Title IV: The Presidency of the University PARIS-SACLAY Article 13 Election and responsibilities of the president of the University Paris-Saclay the president of the University Paris-Saclay is elected on the Board of directors by the directors present or represented in a plurality in two (2) rounds.
Its mandate is set at four (4) years renewable once.
When the president reached while in office the limit age of sixty-eight, it may continue to exercise its functions until 31 August following the date on which he reaches that age.
The president assured the leadership of the University Paris-Saclay in the context of the guidelines defined by the Board of Directors.
As such: 1 ° he chairs the Board of Directors, fixed the agenda of its meetings, preparing the deliberations and ensures the implementation;
2 ° he fixed the agenda of the meetings of the Council of members;
3 ° it represents the University Paris-Saclay in justice and all acts of civil life;
4 ° it prepares the budget and ensures execution under the conditions laid down in the rules of procedure and in accordance with the balanced budget;
5 ° it is authorising the expenditure and revenue;
6 ° it reports annually to the Board of administration for the execution of its shares and its management;
7 ° he submits the rules of procedure for the approval of the Board of directors after prior notice of the Council of members and ensures its implementation;
8 ° it has hierarchical authority over the staff of the University Paris-Saclay and functional authority over agents designated by members doing all or part of their functions;
9 ° he is responsible for the proper functioning, respect the order and security of the University Paris-Saclay;
10 ° he may propose to the Governing Board or Committee considers useful according to the procedures laid down in the rules of procedure;
11 ° he can exercise any mission that it is delegated by a decision of the Board of Directors;
12 ° it proposes to the Board of Directors the appointment of a Vice President digital resources to be elected in accordance with the provisions of article 9.5 of this Statute;
13 ° it collects the prior opinion of the Governing Council before appointing one or more vice-presidents and directors;
14 ° it reports to the Board of Directors respecting the implementation of the legal obligations on the representation of women in the various bodies of the University Paris-Saclay;
15 ° it may delegate part of its powers (x) vice-president (s), within the limits and conditions laid down by the rules of procedure and the Board of Directors;
16 ° appointing the directors of the University Paris-Saclay.

Title V: INSTANCES of PILOTAGE operations of the University PARIS-SACLAY the University Paris-Saclay includes operational management bodies whose organization and operation are provided for by the rules of procedure. These include Management Committee, of the directions, the components of coordination and administrative services.
Article 14 Executive Committee under the authority of the president of the Board of Directors, the Executive Committee is responsible for assisting the president for: 1 ° to animate all preparatory work for the definition and implementation of the objectives, the overall strategy and the strategic action plan, means and structures declined the project shared;
2 ° to implement all proceedings taken by the Governing Council;
3 ° to prepare the meetings of the Board of Directors and those of the Council of members.
Article 15 the components of coordination of the University Paris-Saclay coordination components cover the fields of research, training and doctoral training. They are placed under the functional authority of the president of the University Paris-Saclay.
In its field of competence, each component of coordination has as its principal mission to develop and propose to the Board of Directors strategy and to coordinate the implementation of the strategic plan of actions, means and structures of the University by each Member.
The cockpit for each component of coordination involves in its scope of competence the University Paris-Saclay, Member operators within the meaning of article 4 of the present Statute as well as the institutions concerned have signed an association agreement. The control mode and the composition of the committees set up for each component of coordination are defined by the rules of procedure.
Article 16 the Directorates and services to carry out its mission, the University of Paris-Saclay organizes its own means in Directorates and services as defined in the rules of procedure.
Within this framework, the University Paris-Saclay has staff available, detached or under contract, placed under the hierarchical or authority functional of the president in the context of their duties.
Mis staff provided by an institution or a body retain their original status.

Title VI: Resources financial - financial management, ADMINISTRATIVE and accounting Article 17 provisions applicable the University Paris-Saclay is subject to the provisions of article L. 719 - 5 of the code of education and those of its implementing rules, as well as the provisions of article L. 719 - 9 of the same code relating to ex post financial control.
Article 18 recipes of the University Paris-Saclay include: 1 ° the contributions of any kind made by members.
2 ° grants from the State.
3 ° grants from local authorities;
4 ° the resources obtained from the funding agencies in respect of the participation of the University Paris-Saclay to national or international programmes;
5 ° the product of participation in continuing vocational training specific to the University Paris-Saclay;

6 ° the product contracts research or commercialization of the University Paris-Saclay, including products from the exploitation of patents and licences under defined conditions in the rules of procedure;
7 ° the product services of any kind.
8 ° the proceeds of disposals;
9 ° the product interests;
10 ° donations and bequests;
11 ° any other resources authorized by the laws and regulations in force.
Article 19 expenditures of the University Paris-Saclay include staff costs that are specific, loads of equipment and operation and, generally, all expenses necessary for its activities.
The initial annual budget and its revisions during the year, submitted to the deliberation of the Board of Directors, must be balanced in revenue and expenditure.
Article 20 accounting officer on proposal of the president of the University Paris-Saclay, the accounting officer is appointed by joint order of the Minister in charge of higher education and the Minister in charge of the budget.

Title VII: REVISION of the statutes and the rules of procedure Article 21 Revision of the statutes in accordance with article L. 718 - 8 of the code of education, the statutes are amended by deliberation of the Board of Directors following a favourable opinion of the Council of members made pursuant to section 10.3 hereof.
These revisions are approved by Decree.
Article 22 rules of procedure the rules of procedure is adopted or amended by the Board of Directors following a favourable opinion of the Council of members made pursuant to section 10.3 hereof and consultation of the Academic Council.

Title VIII: Entry into force of the Statute Article 23 transitional measures the statutes come into force as from the date of publication in the Official Journal of the French Republic.
The Council of members is made within a period of thirty (30) days after publication.
Within the same period, is constituted and convened a Provisional Governing Council, composed as follows: 1 ° the directors representing members serving in this capacity to the Board of Directors of the scientific cooperation Foundation Campus Paris - Saclay (FCS), supplemented by 2 representatives of institutions of higher education and research appointed by the Council of members.
2 ° the directors sitting as a qualified personality and representative of the Public institution Paris-Saclay to the Board of Directors of the CSF;
3 ° the directors serving as representatives of the economic world to the Board of Directors of the CSF;
(4) 1 representative of the Ile-de-France region;
5 ° 5 representatives designated internally by the 8 elected representatives in the Assembly of the FSC;
6 ° 3 employee representatives nominated by their college in the student life and campus of the FSC life Committee;
7 ° 2 students selected by their college in the student life and the CSF campus life Committee.
The members of the Interim Governing Council elect, under the conditions referred to in article 13 of the present Statute, a provisional president of the University Paris-Saclay which takes all the measures necessary for the day-to-day operation of the University Paris-Saclay until the final constitution of the Board of Directors provided for in article 9 of this Statute.
The members of the Interim Governing Council remain in office until the appointment of their successors made pursuant to these statutes.
The mandate of the president of the Interim Governing Council ends on the date of the first meeting of the Board of Directors convened for the election of the president of the University Paris-Saclay.
By derogation from article 9 of the present articles, a transitional budget to ensure the necessities of the operating current of the University Paris-Saclay is arrested by the Provisional Governing Council, after the opinion of the Council of members in accordance with article 10.2.3 of this Statute.
The Interim Governing Council adopts, within a maximum period of two (2) months from the publication of these articles of incorporation, a transitional rules to ensure the only implementation of the Board of Directors and the Academic Council.
Following the adoption of the provisional rules of procedure and pursuant to this, the president of the Interim Governing Council designated under the conditions laid down in article 13 of these statutes organizes: 1 ° the election of the directors mentioned in 4 °, 5 ° and 6 ° of article 8 of these articles of incorporation, within a maximum period of four (4) months; and (2) elections to the Academic Council within a maximum period of six (6) months.
The term of directors be counted from the first meeting convened for the election of the president of the University Paris-Saclay.

Annex to the statutes entities of the members belonging to the perimeter of the University Paris-Saclay are within the perimeter of the University Paris-Saclay the following entities of Member: research organizations: 1 ° national Centre of scientific research (CNRS): CNRS units in mixing with the other members as well as own units entities belonging to the perimeter of the University Paris-Saclay.
2 ° Commissioner to atomic energy and alternative energies (ECA): the center of Saclay and the centre of Fontenay;
3 ° Institute of advanced scientific studies (IHES): the whole Institute;
4 ° national Institute of agronomic research (INRA): the centre of Jouy-en-Josas and the centre of Versailles;
5 ° national Institute for research in computer science and automatic (INRIA): all teams of the centre de recherche INRIA Saclay - Ile-de-France and the teams of INRIA Paris-Rocquencourt research centre in mixing with other entities belonging to the perimeter of the University Paris-Saclay.
6 ° Office national d'Etudes et de recherches aérospatiales (ONERA): all centers located in Ile-de-France region;
7 ° national Institute of health and medical research (INSERM): all units of INSERM in mixing with the entities of other members to the perimeter of the University Paris-Saclay.
Higher education and research institutions 8 ° Institute of sciences and industries of the living and the Agro Paris Tech (APT) environment: all the centres located in Ile de France region;
9 ° Ecole centrale des arts et manufactures (ECAM): throughout the building;
10 ° École des hautes études commerciales (HEC): throughout the building;
11 ° École polytechnique (X): throughout the building;
12 superior normal school ° of Cachan (ENS Cachan): throughout the building;
13 ° national school superior techniques Avancées (ENSTA ParisTech): throughout the building;
