Entry into force: This Order comes into force on January 1, 2015, with the exception of section 2, which comes into force on the day after the day of its publication.
Notice: the decree amends the II of Article 3 of the Decree of February 24, 2006 by establishing a bill of advancement.
It also provides for the reclassification of officers who were ranked at the 3rd step of a grade with the 6 scale of pay pursuant to the provisions of Decree No. 2014-71 of 29 January 2014 amending various decrees relating to the careers of civil servants of categories C and B of the public hospital service.

In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with Act No. 86-33 of 9 January 1986 on statutory provisions relating to the public hospital service;
In view of the amended Decree No. 2006-227 of 24 February 2006 on the organization of careers of category C hospital officials;
In view of Decree No. 2014-71 of 29 January 2014 amending various decrees relating to the careers of civil servants in categories C and B of the hospital public service;
Considering the advice of the Higher Council of the Hospital Public Service of 8 July 2014;
Considering the advice of the National Standards Assessment Board of 11 September 2014;
The State Council (Section of Administration) heard,
Decrete:
The provisions of Article 3 II of the above-mentioned Decree of 24 February 2006 are replaced by the following provisions:
"II.-Class C civil servants with a 5-tier level of pay that are promoted in the 6-tier grade of pay are reclassified to that grade in accordance with the following table:

I. - The officers who were in the 3rd step of a grade in the 6 scale of pay at the date of entry into force of the above-mentioned decree of 29 January 2014 are reclassified taking into account the situation that would have been theirs at the date of entry into force of this decree if they had been reclassified with conservation of the seniority acquired within the two-year term.
II. - The officers classified at the 3rd level referred to in I, pursuant to the provisions of Article 7 of the same decree, after 1 February 2014 and prior to the publication of this decree shall be reclassified in accordance with the terms set out in I.
Classified officers after the entry into force of this section and until December 31, 2014 retain seniority acquired within the two-year limit.
The provisions of this Order come into force on January 1, 2015, with the exception of section 2, which comes into force on the day after the date of publication.
The Minister of Finance and Public Accounts, the Minister of Social Affairs, Health and Women's Rights, the Minister of Decentralization and the Public Service and the Secretary of State responsible for the budget are responsible, each with regard to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
