Decree No. 2014-1491 of 11 December 2014 on the publication of the agreement in the form of an exchange of letters between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on the delimitation of the exclusive economic zone (set of two annexes), signed in Paris on 20 April 2011 (1)

President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs and International Development,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France;
Vu le Decree No. 83-190 of 9 March 1983 issuing the agreement between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on the delimitation of the continental shelf east of longitude 30 minutes west of the Meridian of Greenwich, signed in London on 24 June 1982;
Vu le Decree No. 90-530 of 27 June 1990 publishing the agreement in the form of an exchange of notes between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland amending the agreement of 24 June 1982 on the delimitation of the continental shelf to the East of longitude 30 West, signed in Paris on 21 and 27 March 1990;
Vu le Decree No. 92-585 of 26 June 1992 issuing the agreement between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on the completion of the delimitation of the continental shelf in the southern part of the North Sea (assembly an annex), signed in London on 23 July 1991,
Decrete:

Article 1


The agreement in the form of an exchange of letters between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on the delimitation of the exclusive economic zone (two annexes), signed in Paris on 20 April 2011, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

    EXCHANGE OF LETTERS TO THE GOVERNMENT OF THE FRENCH REPUBLIC AND THE GOVERNMENT OF THE UNITED KINGDOM OF GREAT BRITAIN AND IRELAND OF THE NORTH RELATING TO THE DELIMITATION OF THE EXCLUSIVE ECONOMIC ZONE (ENSEMBLE FOR SECOND APPENDIX), SIGNED TO PARIS on 20 APRIL

    Madam Director of Legal Affairs,
    I have the honour to refer to:
    1. To the decisions of the Arbitral Tribunal of 30 June 1977 and 14 March 1978 relating to arbitration between the United Kingdom of Great Britain and Northern Ireland and the French Republic on the delimitation of the continental shelf;
    2. A l'accord entre le Gouvernement du Royaume-Uni de Grande-Bretagne et d'Irlande du Nord et le Gouvernement de la République française relative à la délimitation du plateau continental à l'Est de la longitude 30 minutes Ouest du meridien de Greenwich, signé à Londres le 24 juin 1982, modifié par l'échange de notes fait à Paris les 21 mars et 27 mars 1990 (une partie de la ligne delimitationdefined dans cet accord ayant par la Royaume- limite and
    3. Agreed between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the French Republic on the completion of the delimitation of the continental shelf in the southern part of the North Sea, signed in London on 23 July 1991.
    I have the honour to confirm that the line delimiting the parts of the continental shelf of the United Kingdom and France respectively, as set out in the above-mentioned decisions of the Arbitral Tribunal and the above-mentioned agreements of 24 June 1982 and 23 July 1991, is the line delimiting the respective exclusive economic zone of the United Kingdom and France.
    The geographical coordinates of the points constituting the delimitation line defined above, as expressed under the Global Geodetic System 1984 (WGS 84), are specified in the attached Annex, which forms an integral part of this Agreement. This line is represented on the map attached to this Agreement for information purposes only.
    I also have the honour to confirm that the foregoing provisions do not prejudge discussions that may possibly take place in a timely manner with respect to the line delimiting the parts of the continental shelf of the United Kingdom and France respectively and/or the line delimiting the respective exclusive economic zone of the United Kingdom and France, located west of Point N, as established by the aforementioned decisions of the Arbitral Tribunal.
    If the foregoing provisions have the concurrence of the Government of the French Republic, I have the honour to propose that this letter and your response to this letter constitute an agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the French Republic, which will enter into force on the date of the last notification of the two Governments confirming that the terms of entry into force of the Agreement have been met.
    I take this opportunity to renew to you, Madam Director, the assurance of my very high consideration.

    In response, I have the honour to confirm that the proposal contained in your letter has been approved by the Government of the French Republic and that, accordingly, your letter and this response constitute an agreement between the Government of the French Republic and the Government of the United Kingdom of Great Britain and Northern Ireland, which will enter into force on the date of the last notification of the two Governments confirming that the terms of entry into force of the Agreement have been met.
    I take this opportunity to renew to your Excellency the assurances of my highest consideration.
