In view of Opinion No. 2014-0683 of the Authority of 10 June 2014 on a modification of the Overseas postal service catalogue;
Given the list of offers of La Poste under the universal postal service, as proposed by La Poste at the date of 1 July 2014;
In view of the tariff files describing the Tariff changes in the metropolis and overseas offers of the package Universal service, transmitted by La Poste by mail received on 1 August 2014;
Seen the additional elements received from La Poste on 3 September 2014;
After deliberation on September 16, 2014,
I. -Regulatory framework
The 3 ° of Article L. 5-2 of the postal code and electronic communications provides that The Electronic Communications and Postal Regulatory Authority " (...) is informed by La Poste, before their entry into force, of the rates of the universal service. Within one month of the transmission of such tariffs, the Commission shall issue a public notice. "
Article R. 1-1-13 of the CPCE specifies that" The Post Office shall provide the Regulatory Authority for electronic communications and posts at least one month before the entry into force of any useful information on the rates of services falling within the scope of the universal service. "
In application of these provisions, La Poste transmitted to the Authority, by mail received on 1 August 2014, a project for the modification of the rates, for implementation as at 1 January 2015, of its offers of packages of the service Universal, supplemented by elements transmitted to the Authority on 3 September 2014.
II. -
II-1 context. The changes to the catalog
La Poste had transmitted on 14 February 2014 a file for the modification of the offer of universal service for individuals (stamp-post range, known as "postal stamp"). TP ") And to companies in the national metropolitan area. These developments were extended to the overseas range by a file transmitted by La Poste on 28 May 2014. In accordance with articles L. 1, R. 1 and R. 1-1-10 of the postal code and electronic communications, the Authority issued opinions n ° 2014-0193 of 18 February 2014 and n ° 2014-0683 of 10 June 2014. The developments, which will take place on 1 January 2015, will be as follows:
-a change in the conditions of use of the products in the mail line of the mail so as to allow the shipment of goods and not only connections, the maximum thickness of these items being limited to 3 Centimetres;
-the inclusion in the universal service catalogue of a new offering called Letter followed; it will be followed up online; it can be cleared in a box office, in automaton or online; it will be available for shipments Less than 3 centimetres thick and weighing up to 2 kilograms (excluding service Universal, it will also be available for shipments weighing up to 3 kilograms);
-the removal of the Mini Max offer, intended for shipments of goods up to 2 centimetres thick and weighing less than 1 kilogram.
II-2. The tariff framework for the years 2015-2018
Decision No. 2014-0841 of the Authority dated 22 July 2014 fixing the multi-annual framework for the rates of the universal postal service has fixed the Ceiling for the increase granted to La Poste to inflation increased by 3.5 % per year over the period 2015 -2018, with a ceiling of consumption of the price-cap for the year 2015 set at 50 % of the total increases available in real over the period. The assessment of compliance with the ceiling of the multiannual tariff framework shall be assessed every year until 2018.
For the year 2015, the consumption tunnel shall be set at 50 % of the sum of the annual increases, in real terms (14 %), Provided by the framework set out in Decision No 2014-0841, or 7 %. In addition, the inflation forecast retained is 1.5 %, corresponding, as provided for in Decision No. 2014-0841, in the absence of the value derived from the draft finance bill, to that of the Government's stability programme of 23 April 2014
Therefore, the cap on the tariff framework is equal to 8.5 % in nominal terms in 2015.
III. -Description of the changes envisaged by La Poste
III-1. Offering Description
Product " Colissimo " Is a universal service offering for the shipment of goods. This offer is known as " Gear ", that is, it is sold to the unit and is primarily directed to individuals or small professionals.
Le" Colissimo " Includes insurance in case of loss or delay as well as a tracking system for shipments. Proof of deposit is given to the sender at the time of filing of the shipment, which is obligatory in the points of contact of La Poste. Postage can be made at the point of contact or online. When this last possibility is opened, it is accompanied by a 5 % tariff discount.
The parcel offers from La Poste under the universal service fall into three ranges: the range " National metropolis " Relating to consignments in France or within the same overseas department, the range " Colis Overseas " Relating to consignments between the metropolis and overseas, as well as to shipments between overseas departments and the range " International Colis ", relating to shipments to foreign destinations. This opinion deals only with the ranges " National metropolis " And " Colis Overseas ".
On January 1, 2015, La Poste's file plans to keep the rate of shipments between 0 and 250 g unchanged. Moreover, in the context of simplifying its ranges, La Poste wishes to reduce the six tariff bands above 2 kg to only three rate ranges (the slices 2-3 kg and 3-5 kg become the range 2-5 kg; the slices 5-7 Kg and 7-10 kg become the range 5-10 kg and the slices 10-15 kg and 15-20 kg become the 10-20 kg tranche.
For the overseas parcel, La Poste plans to move from four to three tariff grids and to reduce the number of Weight greater than 2 kg: The three slices 2-3, 3-4 and 4-5 kg will become a slice 2-5 kg; the five slices 5-6, 6-7, 7-8, 8-9 and 9-10 kg will become a slice 5-10 kg; the two slices 10-15 and 15-20 kg will become a slice 10-20 kg.
These changes take place To the effort to simplify its range hired by La Poste. They therefore appear as a welcome modernisation of the postal tender, as reported by the Authority in its opinion No. 2014-0193 on an amendment to the universal postal service catalog.
III-2. Price developments for domestic parcel shipments
The Post provides for increases in postage rates on January 1, 2015, the average values of which are shown in the table below. The details of the tariff developments are presented in the annex.

The increase predicted by La Poste The rate of the metropolitan package on January 1, 2015 is 1 point lower than that realized in 2014. The level of the increases is therefore reasonable.
With respect to the overseas parcel, La Poste did not carry out any tariff movement in 2011 and 2012. As of March 1, 2013, La Poste had forecast an increase of 4.3 %, a point higher than the increase in the metropolitan supply. Following the opinion of the Authority (1), the increase in overseas offers was reduced to 3.2 %, an increase comparable to that of the metropolitan offer. On March 1, 2014, La Poste achieved an increase comparable to that of the metropolis, of 3.0 %. As of January 1, 2015, the increase forecast by La Poste on the overseas package is 2.6 %, an increase greater than that of the metropolitan package but less than the increases achieved in 2013 and 2014
Recommendation (from 2.50 to 7.00 euros depending on the level chosen), the receipt notice (1.30 euro) and the tariff supplement for non-standard packages (EUR 6.00) (2), their rates remain unchanged in 2015.
Online postage grants A 5 % discount. This option was extended to shipments departing from overseas on March 1, 2014.

IV-1 analysis. Under the
IV-1.1 rate framework. Consumption of price-cap
The changes foreseen by La Poste translate into an average increase in the rates of the national package under the universal service of 2.4 % between 2014 (full year) and the year 2015. They represent an additional turnover of [...] M€ and are in the context of a slight decline in volumes (+ 0.3 % in 2012 and-3.0 % in 2013).
Sending offers for the ranges " National metropolis " And " Colis Overseas " Represent 0.2 % of the traffic and 3.6 % of the revenue of the perimeter subject to the tariff framework in 2013.
The increase in the average tariff of 2.4 % on these ranges contributes 0.10 % for the year 2015 to the increase in service rates Universal on the reference perimeter.
IV-1.2. The difference between the metropolis and overseas offers
Regarding the national package, the increase envisaged in 2015, by 2.4 % in full year, is less strong than that observed in 2014 despite the fact that the increase took place on 1 January and No March 1. The tariff of the first weight range 0-250 g remains stable, which leads to moderate the increase to 1.8 % on the 0-1 kg range, which represents [...] % of the shipments of the national package metropolis.
As regards overseas, evolution Rate of 3.1 % in full year is greater than that of the metropolis. The Authority recommended, in its Opinion n ° 2013-0217 of 12 February 2013, that the prices of overseas offers do not increase significantly more than those of the Metropolis for the coming years. However, the contributions of the overseas package were lower than those of the metropolitan package in 2012. Thanks to a change in the consumption structure, this gap narrowed in 2013 and the difference of 0.7 percentage point between the overseas and metropolitan increases planned by La Poste would make it possible to arrive at contributions of the same level in 2015.
IV-2. Margin Rate Analysis
The tariff increases envisaged by La Poste in 2015 can be used to limit the reduction in the margin rates of the national Colissimo ranges. In addition, these tariff increases reduce the gap between the contributions of the metropolis and the overseas offer. However, the Authority, in accordance with the recommendations set out in its Opinion n ° 2013-0217 as of 12 February 2013, will be attentive in the future to that the tariff gap Between the metropolis offerings and the overseas offerings does not increase.
V. -Effect on consumers
The tariff developments envisaged by La Poste in 2015 on the national package lead to an average price increase of 2.0 %. According to traffic projections, the national package will account for about 14 % of the annual consumption of households in postal services in 2015.
The rate changes envisaged by La Poste in 2015 on the national package should be misleading. Marginal increase in total household expenditure on postal services by 0.3 %.
VI. -Conclusion
In the light of the elements presented, the Authority shall deliver a favourable opinion on the rates of the national package within the universal service.
The Director General of the Authority shall be responsible for notifying the present opinion to the Ext.
It will be made public, subject to the secrets protected by the law, and published in the Official Journal of the French Republic and on the Authority's website.
