Decision of 24 November 2014 on the organization of the Civil Aviation Safety Directorate Antilles-Guyane

The Director of Civil Aviation Security,
Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
Considering the decision of 13 October 2014 on the organization of the Civil Aviation Safety Directorate, including its title IV;
Considering the instruction of Civil Aviation Safety Director No. 10045 DSAC D of 12 March 2010 on the pilot inspectors of the Civil Aviation Safety Directorate;
In the light of the advice of the Special Technical Committee of the Civil Aviation Safety Directorate, Antilles-Guyane, dated November 19, 2014,
Decides:

Article 1


The Civil Aviation Security Directorate of the Caribbean-Guyane (DSAC-AG), whose headquarters are located in Fort-de-France and whose territorial jurisdiction is fixed by Article 4 of the amended 19 December 2008 Order, includes the seat and two delegations.
The Guadeloupe delegation is competent in the territorial jurisdiction of the department of Guadeloupe, as well as the communities of Saint-Martin and Saint-Barthélemy.
The delegation of Guyana is competent in the territorial jurisdiction of the department of Guyana.

Article 2


The headquarters of the Civil Aviation Safety Directorate Antilles-Guyane is constituted by:


- the "resource management" department (DSAC-AG/GR);
- the monitoring and regulation department (DSAC-AG/SR).


The Director shall:
- a deputy (DSAC-AG/DA);
- a Chief of Staff, responsible for quality, objective performance management and the State Security Programme (DSAC-AG/CAB-QPS).

Article 3


The "resource management" department of DSAC-AG (DSAC-AG/GR) consists of:


The Human Resources Subdivision (HR/RH) is responsible for:
- to ensure the individual and collective administrative management of DSAC-AG personnel;
- to implement regional forums for dialogue and social dialogue;
- to manage workers in the West Indies and Guyana under the working-class establishment of the DSAC;
- develop and implement the DSAC-AG training plan;
- to manage the movement of personnel;
- to organize and monitor technical and administrative examinations and examinations or to coordinate them.


The Financial Subdivision (GR/FIN) which is responsible for:
- to prepare and execute budgets in expenditure and revenue;
- to ensure the interface with the secondary accounting agency;
- to develop the dashboards required to pilot performance by objectives;
- to follow budgetary and analytical accounting;
- managing capital assets and following financial and physical assets;
- to participate in the billing of supervisory fees;
- to ensure the operation of the advance board.


The Logistics Subdivision (GR/LOG) is responsible for:
- to support the DSAC-AG seat;
- to manage the DSAC-AG headquarters maintenance staff;
- to ensure the maintenance of buildings, including the execution of contracts;
- to ensure purchases in connection with the "markets" entity;
- to monitor and control the stock of current equipment and office supplies;
- to manage the garage and operation of the DSAC-AG car park;
- to maintain the physical inventory;
- participate in housing management.


The contracting entity (GR/M) that is responsible for:
- to ensure the drafting of public contracts and contracts;
- to provide support and advice on markets.


The IT Subdivision (GR/INF) is responsible for:
- to participate in the definition of user needs;
- to ensure the interface with the service of information systems and modernization in the development of computer networks and national applications;
- to implement locally the security policy of information systems of the General Directorate of Civil Aviation;
- to develop the computer and office plan;
- to administer national networks and national office applications at the regional level;
- to manage the computer park and implement preventive and corrective maintenance operations;
- providing technical assistance to users.


The DSAC-AG Resource Management Department also includes:
- Social Service Assistant (GR/ASS);
- the regional social correspondent (GR/CSR);
- hygiene, safety and working conditions (GR/CHS).

The Department of Monitoring and Control of the DSAC-AG (DSAC-AG/SR) includes:
The Airports and Air Navigation Division (SR/ANA) consists of:


The "airports" Subdivision (AER) is responsible for:
- to ensure or participate in the certification of aerodrome operators and the monitoring of aerodromes and aerodrome facilities;
- to ensure or participate in the registration of airfield runways and to follow up on them, as well as the monitoring of aeronautical clearance easements;
- to monitor the application of regulations for rescue and firefighting missions and the prevention of animal hazard.


The Division is also responsible for the following air navigation functions:
- monitor air navigation service providers;
- approve air traffic procedures and the commissioning of radio equipment;
- provide the necessary qualifications for the exercise of flight and alert information functions on an aerodrome.


The Air Operations Division (SR/OPA) consists of:


The Air Transport Subdivision (OPA/TA) is responsible for:
- to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations and to monitor the activity of air carriers;
- processing records relating to the transport of dangerous and regulated goods;
- conduct technical controls on the operation of French and foreign aircraft;
- to conduct operational studies on DSAC-AG aerodromes;
- to manage the aircraft operator's fee and the aerodrome operator's security and safety fee.


The General Aviation and Aeronautical Training Subdivision (OPA/AG) is responsible for:
- to manage the aeronautical titles of aircrews and associated qualifications and authorizations;
- to monitor aeronautical training organizations;
- to organize the theoretical and practical examinations of the navigating personnel;
- to instruct records for the issuance and renewal of ULM identification cards and aircraft station licences;
- to define general conditions of access to aerodromes with particular characteristics;
- to issue approvals to approved maintenance units;
- to instruct records of air events.


The Air Operations Division is also responsible for:
- to instruct the infringement records of airborne personnel;
- to organize the operation of the disciplinary committee of non-professional aircrew personnel;
- maintain and operate the ECCAIRS database.


The Security Division (SR/SUR) is responsible for:
- to ensure or participate in the control of the enforcement of safety measures;
- to organize or participate in and monitor local, national or international audits, inspections and security controls;
- to instruct and monitor approvals for organizations, persons or equipment in the field of safety and, possibly, to issue them;
- to organize local consultation and security commissions;
- to monitor the investments and projects of aerodrome operators in the field of safety;
- to ensure training and awareness-raising of personnel;
- to participate in the update of specialized airfield emergency plans;
- to manage the issuance of regional airport traffic securities.


The "regulation and sustainable development" (SR/RDD) division is responsible for:


Sustainable development:
- to implement the environmental monitoring of aerodromes;
- to participate in the development and monitoring of noise prevention plans in the environment;
- to ensure mastery of work of noise exposure plans (in conjunction with the Civil Aviation Technical Service), sound embarrassment plans and noise maps, on behalf of prefects and in connection with the National Airport Engineering Service (SNIA);
- to be the aerodrome operators' correspondent in the area of waterfront complaints;
- to implement the sustainable development policy of DSAC-AG;
- to ensure the mastery of aeronautical easements and aerodrome clearance plans;
- to participate in the drafting of conventions for the application ofArticle L. 6321-3 of the Transport Code and ofArticle D. 232-3 of the Civil Aviation Code and protocols between the State and the creators of aerodromes;
- to organize and monitor consultation with users on the use of air space, in conjunction with the Caribbean-Guyane Air Navigation Service.


In terms of economic regulation:
- to coordinate the management of the airport tax, in conjunction with the "safety" division for safety aspects on the one hand and with the "airports and air navigation" division for aspects related to the rescue and control of aircraft fire and the prevention of animal hazard on the other hand;
- to follow the State aids granted to airfield operators and air carriers of the territorial jurisdiction of the DSAC-AG, in accordance with instructions received from the Director General of Civil Aviation;
- to monitor and participate in economic advisory committees;
- to monitor air connections with public service obligation;
- to follow the issuance of assistance approvals in port of call;
- to instruct and monitor the creation of aerodromes;
- to follow traffic authorizations issued by the direction of air transport;
- to issue air carrier licences;
- to study challengescalization files.


In addition, the inspector pilot (PI) is attached to the head of the "monitoring and regulation" department. He's in charge.
- to bring its expertise to the divisions of the "monitoring and regulation" department as well as to the delegations of the DSAC-AG, in particular for actions related to the improvement of safety and the monitoring of aeronautical training bodies, as well as on matters requiring piloting competence;
- to supervise practical examinations to obtain the titles of airborne personnel.

Article 5


The Chief of Staff is responsible for:


- to assist the Director in the organization and coordination of the activity of management services;
- to ensure the treatment of reserved questions and chancery;
- to follow the social dialogue;
- to pilot the quality approach, performance by objectives and the state security programme.


In addition, he is the DSAC-AG Information Systems Security Officer.

Article 6


Les délégations de la Guadeloupe et de la Guyane sont chargée par le siège de la direction de la sécurité de l'aviation civile Antilles-Guyane des questions d'administration générale, pour la gestion des ressources, et des affaires techniques, pour les missions de surveillance et de regulation qui leur sont confiés.
These delegations act according to the methods and procedures defined by the headquarters of DSAC-AG.
Delegates represent the Director of DSAC-AG in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the headquarters of the DSAC-AG.
Delegations are entrusted with their respective missions by decision of the Director of Civil Aviation Security Antilles-Guyane. They are organized by a decision of the same authority.

Article 7


The decision of 12 July 2012 on the organization of the Civil Aviation Safety Directorate Antilles-Guyane is repealed.

Article 8


This decision will be published in the Official Journal of the French Republic.
