Order of August 12, 2014 setting the rates of tuition fees for public higher education institutions under the Minister for Higher Education

Considering the Financial Law No. 51-598 of 24 May 1951, in particular its Article 48;
Having regard to the amended decision of 22 April 1988 on the amount of annual tuition fees required of candidates for the midwife state diploma;
Having regard to the order dated 22 August 1988 concerning the amount of the annual registration fees required of candidates for the nursing state diploma;
In view of the decision of 5 June 2007 on the organization of studies for the national diploma of oenologist;
Having regard to the decision of 2 September 2009 on tuition fees at the National Institute for Agricultural Sciences, Food and the Environment (Agrosup Dijon), including its article 4;
Having regard to the decision of 8 April 2013 on the regime of studies for the first and second cycle of medical studies;
Considering the decision of 8 April 2013 on the regime of studies for the state diploma of doctor in dental surgery;
Considering the decision of 8 April 2013 on the regime of studies for the state diploma of doctor in pharmacy,

Annual rates of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of national diplomas and by students mentioned in 2° of Article R. 632-10 of the Education Code shall be fixed in accordance with the table annexed to this Order.

The annual rate of tuition fees for the preparation of architectural diplomas and the empowerment of the state-owned architect to the exercise of master's work in his own name issued by the national institute of applied sciences in Strasbourg is equal to the annual rate of tuition fees in the higher national schools of architecture.

Students enrolled in the preparation of the medical capacity shall pay the tuition fee as follows:
256 € at the time of registration;
256 € after the results of the probationary examination.
Only students allowed to continue the preparation of medical capacity rule the second part of the law.

The reduced rate is the tuition fees paid by students who register during the boarding school for the preparation:


- a diploma of complementary specialized studies of medicine or medical biology;
- certificate of special clinical studies mention orthodontics;
- the graduate degree of oral surgery is set at 168 €.

Students enrolled in the first year of the third cycle of medicine who paid their tuition fees at the beginning of the academic year are not subject to new fees when they change their institution during the year to complete their training in one of the disciplines of boarding school.

The share of the tuition fee allocated to the common documentation service is determined by the board of directors of the institution. It cannot be less than 34 €.
The share of the tuition fee reserved for the fund of solidarity and development of student initiatives is set by the board of directors of the institution. It cannot be less than 16 €.

When a student is enrolled in several of the institutions covered by this Order, in order to prepare at the same time several separate diplomas, he shall, on the basis of each degree, pay the rights provided for in this Order.

When a student is enrolled in the same institution, in the preparation of several diplomas, he shall pay the first right at the full rate and other rights at the reduced rate defined on a case-by-case basis and in accordance with the table annexed to this Order.
When the fees to be paid have different rates, the first fee is the higher rate.
By derogation from the two preceding paragraphs, students who are allowed, without having fully validated a year of study, to register in the desired year of study, only pay the fees for the year of study in which they were allowed to register.

When a student enrolled in the first year of a licence or in the first year of a joint health education program, after the initial semester, is reoriented to the same institution, the student does not have a new tuition fee.
In the event of a reorientation of the student enrolled in the first year of licence or in the first year of joint health studies in another institution covered by this Order, the departure institution shall pay half of the tuition fee corresponding to the host institution. In this case, the registration taken at the departure facility is valid at the reception facility.

When the preparation of a diploma referred to in this Order is jointly organized by two higher education institutions under the Minister for Higher Education, students who register, shall pay the tuition fees to the institution designated by the cooperation agreement between the institutions concerned.

Transfer of registration between two institutions covered by this Order, pursuant toArticle D. 612-8 of the Education Code, shall be entitled to the reimbursement of the corresponding tuition fee, subject to a sum of 23 € remaining acquired at the establishment for the management acts required for the registration and transfer of the property.
When this transfer occurs at the end of the first semester of a university year or after that semester, the semester pays half of the tuition fee corresponding to the host institution. In this case, the registration taken at the departure facility is valid at the reception facility.

The tuition fee is annual. However, where the student's training course justifies it, schools may receive the tuition fees per semester corresponding to half of the rates set by this order.

Students are exempt from payment of the tuition or fees under the conditions provided by the articles R. 719-49 and R. 719-50 Education code.

Regardless of the transfer cases provided for in section 10 above, the reimbursement of the tuition fees of students waiving their registration in a public higher education institution before the beginning of the academic year is entitled, subject to a sum of 23 € remaining acquired at the institution for the management acts required for registration. The claim must be made to the institution before the beginning of the academic year.
Requests for reimbursement of tuition fees for students who renounced their registration after the beginning of the academic year are subject to a decision by the head of institution made under general criteria defined by the board of directors. In the event of a decision to refund tuition fees, which may be partial, a sum of €23 remains acquired at the institution for the management acts required for registration.

The board of directors of the establishments referred to in this Order shall determine the annual rates of fees required for registration for the preparation of diplomas specific to each institution.

The Order of August 20, 2013 setting the rates of tuition fees for public higher education institutions under the Minister for Higher Education is repealed.

The presidents and directors of public higher education institutions issuing the diplomas set out in the attached table to this Order and the academic rectors, chancellors of universities are each responsible for the execution of this Order.

This Order takes effect from the academic year 2014-2015 and will be published in the Official Journal of the French Republic.

    (1) In case the preparation of this degree is done during the boarding school.
    (2) Including €256 at the time of registration and €256 after the results of the probationary examination for students admitted to continue the preparation.
    The minimum share of each tuition fee reserved for the documentation service is €34 and that for the financing of the student solidarity and development fund is €16.
    The transfer of a registration between two establishments shall, in full right, result in the reimbursement of the corresponding tuition fee, subject to an amount of €23 remaining acquired at the establishment for the management acts required for registration.
