Judgment of July 24, 2014 authorizing for the year 2014 the opening of a reserved competition for access to the body of the Ministry of Defence administrative officers

By order of the Minister of Defence dated 24 July 2014, the opening of a reserved competition for access to the body of the administrative officers of the Ministry of Defence is authorized for the year 2014.
This reserved contest is open to contractual agents under the Minister of Defence or one of the public institutions under his supervision, and meeting the conditions set out in the articles 2 and 4 Act No. 2012-347 of 12 March 2012 on access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service.
The organization of the above-mentioned contest is responsible for the management centre (CMG) in Lyon.
This CMG also recruits for the National Marine Museum, the National Higher School of Advanced Techniques, the Polytechnic School, the National Office of Veterans and War Victims, the Marine Hydrographic and Oceanographic Service, the Establishment of Communication and Audiovisual Production of Defence, the Higher Institute of Aeronautics and Space, public institutions under the supervision of the Minister of Defence.
The number of positions offered and the distribution are subject to an order by the Minister of Defence, subsequently published in the Official Journal of the French Republic.
The deadline for the withdrawal of registration and recognition records from professional experience (RAEP) is 30 September 2014 at 12 o'clock, Paris time, term of rigor.
The closing date of registration is 30 September 2014, the stamp of the position being declared.
The written eligibility test is held on November 4, 2014.
It takes place in the examination centers created by the departmental management centres (CMG) of Saint-Germain-en-Laye, Lyon, Metz, Rennes, Bordeaux and Toulon.
Applicants located in overseas departments and communities and abroad are attached to the CMG of Saint-Germain-en-Laye.
Examination centres are systematically established in the event of a nomination.
The candidates are summoned by the above-mentioned CMGs in due course to the written test. However, the failure to receive the summons does not in any way imply the responsibility of the administration.
For the oral admission test, only eligible candidates send their RAEP file in four copies to the CMG in Lyon, by December 23, 2014, the stamp of the position being held.
The oral admission test takes place in Lyon, starting January 12, 2015.
Eligible candidates are summoned in a timely manner by the CMG of Lyon to the oral test. However, the failure to receive the summons does not in any way imply the responsibility of the administration.
The composition of the jury is subject to an order by the Minister of Defence.
The jury secretariat is provided by a CMG agent in Lyon.

Registration procedure
1. Withdrawal of registration and RAEP files

Applicants are advised not to wait the last days to register.
Registration and RAEP files may be withdrawn until September 30, 2014 at 12 o'clock, Paris time, term of rigor, as follows:
(a) Downloading registration and RAEP files:

- via the internet: http://www.concours-civils.defense.gouv.fr ;
- by intradef: http://www.portail.sga.defense.gouv.fr/space-ministeriel-rh ;

(b) Application of registration and RAEP files by post:

- at the Lyon Departmental Management Centre, Human Resources Division, Competition Bureau, Recruitment and Training, General Brotherhood, BP 41, 69998 Lyon Cedex 07;
- candidates who have chosen the withdrawal of the registration files and RAEP by mail must attach to their application an A4 envelope that is freed from the letter 180 gram rate and labeled to their name and address, so that the files are forwarded to them in return.

2. Filing of the registration file

The registration file consists of the registration form and annexes relating to the status of services issued by the administration.
In addition, for persons with disabilities and whose state of health requires proofreading, the registration file must be completed with a medical certificate from a registered physician and the eligibility document (recognition of the quality of disabled worker, disability card, proof of military disability pension...). The medical certificate must specify the exact nature of the development. Department of Defence staff must consult the preventive physician.
After completing the registration form and the corresponding annexes to their situation, the candidates address the complete file (registration form and annexes) to their manager service.
The manager service verifies the status of the services, targets and addresses the complete file (registration form and status of services) to the MMC of the candidate's geographic assignment department, no later than September 30, 2014, the registration closing date, the stamp of the position being held. The CMG coordinates are listed in the table below.
Any incomplete file is rejected. Any file in an envelope bearing a post cachet after September 30, 2014 or in an envelope without the post cachet is refused.

3. Filing of the RAEP file
Eligible candidates must forward to the CMG in Lyon, whose contact information is shown in the table below, their RAEP file in four copies, upon publication of the eligibility list on the above-mentioned websites or intradefs, and no later than December 23, 2014.
