Judgment of July 29, 2014 establishing an advance board and a revenue board with the office of the Minister of National Education, Higher Education and Research

Minister of National Education, Higher Education and Research and Minister of Finance and Public Accounts,
Vu le Decree No. 92-681 of 20 July 1992 relating to income-generating authorities and public bodies' advances;
Vu le Decree No. 2008-227 of 5 March 2008 the personal and financial responsibility of the regulators;
Vu le Decree No. 2012-1246 of 7 November 2012 Financial and Public Accounts Management;
In view of the decision of 28 May 1993 on the rates of liability allowance that may be allocated to the directors of advances and to the revenue regulators of the public bodies and the amount of the bond imposed on them, as amended by the order of 3 September 2001;
Having regard to the 27 December 2001 decision on the threshold for the bail-out of advance regulators and income regulators;
In light of the accounting notice of July 3, 2014,
Stop:

• Title I: RECETTES Article 1

  
  A Revenue Authority is established with the Office of the Minister of National Education, Higher Education and Research for the collection of the following products:

  
  - participation of agents at meals prices.

  Article 2

  
  The payment is made exclusively by automatic debit or by bank card cash.

  Article 3

  
  The director pays his/her income at the end of the month to the assignee accountant and provides the supporting documents of the revenues at least once a month.

• Title II: ADVANCED REGIE Article 4

  
  It is established with the office of the Minister of National Education, Higher Education and Research a board of advances for the payment of the following expenses:
  1° Equipment and operating expenses within the limit of 2,000 euros per operation;
  2° Mission and internship costs, including advances on these costs;
  3° Emergency and exceptional relief.

  Article 5

  
  The maximum amount of advance to be granted to the regulator is 37,500 euros.

  Article 6

  
  The regulator shall provide the documentary evidence of the expenditures paid within the maximum period of thirty days from the date of payment.

• Part III: COMMON PROVISIONS Article 7

  
  The regulator is required to open a deposit account to the Treasury.

  Article 8

  
  The functions of revenue regulator and advance manager may be entrusted to the same agent.

  Article 9

  
  Agents may be appointed by the Registrar to conduct operations previously defined by mandate. Agents act on behalf of and on behalf of the licensee who is the only person responsible and financially.

  Article 10

  
  The amended decision of January 9, 2002 to establish an advance board with the Office of the Minister of National Education is repealed.

  Article 11

  
  The Director of Financial Affairs at the Ministry of National Education, Higher Education and Research and the Director General of Public Finance at the Ministry of Finance and Public Accounts are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
