The above decision of 27 March 2007 is amended in accordance with the provisions of Articles 2 to 12 of this Order.
Section 2 is replaced by the following:
"Art. 2.-I.-The first sub-direction ensures the synthesis of public finances.
"It proposes the definition of public finance policy, fiscal policy, its implementation and provides the budgetary synthesis. It pilots the budgetary procedure and the programming of the balance of the state and public administrations, in connection with the second, fifth and sixth sub-directions.
"It ensures budgetary management and synthesis of state support functions, real estate function and public-private partnerships.
"It is responsible for the missions “premises”, “management of the state’s real estate assets”, “refunds and discounts”, “international monetary agreements” and “progresss to various services of the State or organizations managing public services”, except for the program “exempted to the National Office for the Compensation of Medical Accidents, Iotrongenic Conditions and Nosocomial Infections” (ONIAM) It also has jurisdiction over the programme “debt charge and state treasury (evaluative credits)”, attached to the mission “financial commitments of the State”, and the programme “maintenance of state buildings”, attached to the mission “management of public finances and human resources”.
"II.-The first sub-direction includes:
“The office “budget policy”:
"He is responsible for the preparation and monitoring of the budgetary policy of all public administrations. As such, it is responsible for the preparation and monitoring of the multi-year budgets of the State and the laws of public finance programming, is responsible for the implementation of the Organic Law No. 2012-1403 of 17 December 2012 on the programming and governance of public finances and organizes relations with the High Council of Public Finance. It is also responsible for monitoring the European budgetary and economic monitoring procedures, international issues and the determination and monitoring of the budgetary procedure in coordination with the office “financial laws”. It provides a multi-year balance forecast for all public administrations.
"It follows the work of modernizing public action, in connection with the second sub-direction, as well as departmental and interdepartmental inspection and audit missions. It coordinates, for management, issues related to the modernization of public procurement.
"He is in charge, in connection with the office "regulation, management and budgetary control" of the second sub-direction, of budgetary management and synthesis in public-private partnership and outsourcing; it follows relationships with the public-private partnership support mission.
“The office “financial laws”:
"He is responsible for the determination and monitoring of the budgetary procedure, in coordination with the office "budget policy".
"With the exception of the draft regulation law, it ensures the encrypted synthesis and coordinates the drafting of the finance bills and then follows their examination in the trainings of the Council of State in connection with the other offices of management.
"He co-ordinates, on behalf of management, the entire parliamentary review of financial laws, with the exception of the regulation law.
"He assists the General Secretariat of the Government for the Defence of Financial Laws in the Constitutional Council.
"It defines, in connection with the other executive summary offices, the doctrine relating to the interpretation of the organic law on financial laws. It develops the rules on justification for the first euro and, in connection with the office “regulation, management and budgetary control” of the second sub-direction, the rules on commitment authorizations, payment credits and budget nomenclature.
"He coordinates the procedure for the production of budget documents annexed to the draft finance law.
"He is responsible for the drafting of the decrees in advance and the procedure therein.
"He is responsible for the missions and programs specified in the schedule to this Order.
“The office “following budgetary execution”:
"He is responsible for the forecasting, monitoring and management of budgetary execution. It deals with the application of general accounting issues to budgetary monitoring. It follows the preparation and adoption of the regulation law.
"It follows, in connection with the office "regulation, management and budgetary control" of the second sub-direction, regulatory issues relating to competition funds and product allocations and is responsible for the opening of the credits corresponding to the revenues identified.
"It contributes, in connection with the office "regulation, management and budgetary control", to the development of the rules relating to the re-establishment of appropriations and, with the support of the sector office concerned, requests for derogation from the deadlines for the execution of this procedure.
"He follows, for management, the certification of the State accounts and coordinates relations with the Court of Auditors as part of the monitoring of budgetary execution.
"He is responsible for budgetary matters relating to the state's real estate policy. He ensures management relations with the France Domaine service.
"He is responsible for the missions and programs specified in the schedule to this Order.
“The office “recipients”:
"He is responsible for the forecasting and management of the execution of the balance of the state and public administrations, in conjunction with the offices “social accounts and health”, “local authorities” and “budget policy”.
"It monitors national accounts issues.
"He is responsible for monitoring tax, non-tax and special accounts revenues. It coordinates the monitoring of tax expenditures, in conjunction with the direction of tax legislation. It is responsible for the monitoring of affected taxes, in connection with the offices “financial laws” and “budget policy”.
"He is responsible for the guardianship of the game sector. It regulates the monopoly games sector and contributes to the overall regulation of the sector.
"He is responsible for the missions and programs specified in the schedule to this Order. »
Section 3 is replaced by the following:
"Art. 3.-I.-The second sub-direction provides a synthesis of salary and employment policy in the public service and the public sector, in the budgeting of staff costs, as well as in statutory and compensation for civil and military personnel in the public service.
"It intervenes in the forecasting of the expenses and revenues of the state pension regime, in connection with the sixth sub-direction.
"She is responsible for the instruction of individual remuneration, including executives of companies and public bodies, whose setting is the responsibility of the minister responsible for the budget.
"She is responsible for animating the state's financial function and thus participates in promoting the performance of public spending.
"It sets out the rules and nomenclatures relating to budgetary and public accounting management, in connection with the General Directorate of Public Finance and the first sub-direction.

"It is responsible for the work on the budgetary and accounting management processes and the state's financial organization modalities, in connection with the general management of public finances.
"It ensures the mastery of work on interdepartmental information systems in areas within management's jurisdiction.
"It is animating interdepartmental work on the development of management control and analytical accounting within the State.
"It animates and coordinates the budgetary control network.
"II.-The second sub-direction includes:
“The office “Salary policy and statutory synthesis”:
"He is responsible for the synthesis of issues related to the budgeting of staff costs and employment ceilings in the public service of the State, the monitoring of the execution of staff costs, the pay policy and employment in the public service and the public sector, the general statutes of public functions, the social action, the overseas regulations, the travel expenses in the public service.
"It develops the rules relating to the management and accounting of employment authorizations and personnel costs, in connection with the office "regulation, management and budgetary control".
"He intervenes in the forecasting of the expenses and revenues of the state pension regime in connection with the office "retirement and special regimes" of the sixth sub-direction.
“The office “control of work of interdepartmental information systems”:
"He manages management's work on the state's interdepartmental information systems in the budgetary, financial and accounting fields, as well as in human resources and personnel charges.
"In this capacity, it specifies and formalizes the functional needs of management, participates, as appropriate, in the general and detailed functional specification work, and, as appropriate, follows, monitors or performs project revenues.
"He participates in the functional leadership of these information systems, including the appreciation or expression of new needs and the implementation of developments.
"It is associated with the interdepartmental work of defining the features of the information systems of State operators and agencies subject to budgetary and public accounting management.
"He pilots the assistance and training of management users and, in connection with the office "regulation, management and budgetary control" of the budgetary control network.
"He participates in project governance bodies and follows for management the work of the interdepartmental management of the information and communication systems of the State.
“The “individual remuneration” pole:
"He is responsible for the instruction of individual remuneration, which is attached to the authority of the minister responsible for the budget.
“The office “regulation, management and budgetary control”:
"It defines the rules and competencies in the administration and budgetary accounting of the State and the associated budget nomenclatures, in connection with the first sub-direction and the general management of public finances. He is responsible for the interpretation of these rules.
"He conducts work on the design and evolution of the budgetary and public accounting processes.
"He is responsible for defining the rules and tools of budgetary control within the State. It manages and coordinates central and deconcentrated budgetary control. It proposes the designation and management of budgetary controllers, if any, in connection with the General Secretariat of Economic and Financial Ministries, the General Economic and Financial Control Service and the General Directorate of Public Finance.
"He is competent in matters relating to the Court of Budgetary and Financial Discipline.
"He participates in the animation and professionalization of financial functions, in connection with the office "performance of public spending and the financial service".
“The office “performance of public spending and the financial service”:
"He is responsible for the production of repositories and the synthesis of budgetary work in the performance of public expenditure and cost analysis accounting.
"It defines the principles of accounting and promotes its development within departments, in connection with the General Directorate of Public Finance.
"It is responsible for the coordination of interdepartmental work on the management control and animation of the networks of departmental management controllers and programs.
"He participates in interdepartmental work on defining the functionality of information systems in his jurisdiction.
"He is animating interdepartmental work on financial organizations, in connection with the Strategic Direction Committee on Financial, Financial and Accounting Information Systems of the State and the General Directorate of Public Finance.
"It promotes and promotes the professionalization of financial functions in departments.
"It ensures the leadership of the college of officials of the ministerial financial function of the State, in connection with the first sub-direction, the other offices of the second sub-direction and the general management of public finances.

"It proposes the designation of budgetary controllers in the agencies concerned and prepares the budgetary control orders. He participates in the animation of the network of budget controllers and economic and financial controllers.
"He animates or participates in interdepartmental work on the piloting and management of State operators. In this capacity, it organizes the network of representatives of ministerial guardianships and, in connection with the General Secretariat for the Modernization of Public Action, the club of operators leaders.
"He participates in the interdepartmental work of defining the functionality of the information systems of the operators and organizations subject to the budgetary and public accountant management.
"He accompanies management offices in the exercise of the guardianship of public operators and agencies. »
The first paragraph of Article 4 I is replaced by the following provisions:
"I. - The third sub-direction is responsible for the budgets of school education, research, higher education and industry. »
Section 5 is amended as follows:
1° The first paragraph of I is replaced by the following:
"I. - The fourth sub-direction is in charge of sustainable transport, ecology, development and development, equality of territories, housing and the city. » ;

Section 7 is amended as follows:
1° The first paragraph of I is replaced by the following:
"I.-The sixth sub-direction is responsible for the budgets of the health, employment and vocational training sectors, solidarity and integration, as well as the monitoring of the financing of social security and pensions."
2° II is thus amended:
(a) The sixth paragraph is supplemented by the words: ", the High Council for the Financing of Social Welfare, the inter-ministerial committee for the performance and modernization of the provision of hospital care, the Social Security Accounts Board and the National Council for the Pilotage of Regional Health Agencies";
(b) After the fifteenth preambular paragraph, a sub-item reads as follows:
"In particular, it ensures the development, piloting and implementation of the programmes "mines pension schemes, SEITA and various" and "workers of state industrial establishments". As such, it prepares decisions on the commitment and ordering of credits for these two programs. » ;
(c) In the sixteenth preambular paragraph, the words "retirement plan management" are replaced by the words "retirement monitoring"; the paragraph is supplemented by a second sentence as follows: "It produces the annex to the State's general account on the evaluation of the State's pension commitments. »
Section 8 is amended as follows:
1° I is thus modified:
(a) The first paragraph is replaced by the following:
"I. - The seventh sub-direction is in charge of the budgets of agriculture, food, forest, rural affairs, official development assistance, the external action of the State and those concerning the structured financing and guarantees of the State, as well as the monitoring of the finances and policies of the European Union. » ;
(b) It is supplemented by a sub-item:
"It prescribes the provision of resources by France to the European Union as well as European funds under the common agricultural policy to the paying agencies. » ;
2° II is thus amended:
(a) In the tenth paragraph, the words "of the annual community budget" are replaced by the words "of its budget"; the paragraph is supplemented by a second sentence as follows: "In this capacity, it prepares, among other things, the decisions made by France to make available resources to the European Union as well as European funds under the common agricultural policy to the paying agencies. » ;

Section 11 is amended as follows:
