In view of the Order of August 7, 2012, setting out the program, the nature of the tests and the rules of general organization of the competitions for recruitment into the body of the engineering and manufacturing engineers of the Ministry of Defence,

The competition reserved for access to the grade of engineering and manufacturing of the Ministry of Defence is organized in accordance with the terms defined by this Order.
The categories of non-registrants whose list is set out in Appendix I to the above-mentioned Order of 28 May 2014 shall be admitted to this contest.
The opening order of this reserved contest, taken by the Minister of Defence, under the conditions fixed to thearticle 2 of the decree of 19 October 2004 referred to above, sets the closing date of registrations, the date of examinations, the open specialties or specialties and the number of jobs offered.
Specialties that can be opened are those provided by the above-mentioned Order of August 7, 2012.
When the reserved contest is opened in more than one specialty, the candidate chooses, at the time of registration, the specialty in which he wishes to present himself.
The reserved contest includes a written proof of eligibility and an oral admission test based on the recognition of the acquired professional experience. Each test is rated from 0 to 20. Each note is multiplied by the corresponding coefficient.
The eligibility test consists of a series of up to five questions relating to public policies carried by the Ministry of Defence. Each question may be accompanied by one or more documents related to the question asked that do not exceed a page. They can consist of occupational situations.
Duration of the test: three hours, coefficient 2.
At the end of the eligibility test, the jury sets out, in speciality and alphabetical order, the list of candidates authorized to take part in the admission test.
The admission test consists of an interview with the jury to assess the candidate's personality, motivation, ability to practise his profession and skills acquired during his career.
It begins with a presentation by the candidate, not more than 10 minutes, presenting his career path and the achievements of his professional experience, in particular his current activities. This presentation should allow it to present the main missions and the skills and possible supervisory functions. The candidate also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career path.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate.
During this interview, the candidate may be questioned on matters related to the general administrative knowledge and specific responsibilities of the Ministry of Defence.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
Duration of the test: 30 minutes, not more than 10 minutes for the candidate's presentation, coefficient 3.
For the oral examination of admission, the candidate shall prepare a record for recognition of the achievements of his or her professional experience with the entries mentioned in the appendix to this order, which he or she shall give to the organizer service at a date fixed in the opening of the reserved contest.
The record of recognition of the achievements of the professional experience and the filling guide are available on the Department of Defense's intranet and/or internet sites.
The record of recognition of the achievements of the professional experience is not noted. It serves as a support for the conduct of the interview with the jury.
This file is transmitted to the jury by the organizing service of the contest reserved after the establishment of the eligibility list.
At the end of the admission test, the jury establishes, by speciality and order of merit, the list of candidates admitted. Where applicable, a supplementary admission list is established.
No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a rating of less than 8 out of 20.
At the end of the tests, if several candidates obtained the same total number of points, the priority is given to the one who obtained the highest rating in the admission test.
The jury is composed of at least three members whose president is a member of the civil administrators or supervisory bodies or a superior officer of the rank of colonel, and the members selected from category A or contract officials of the same level of the technical sector or senior officers. The president and members of the jury are appointed by order of the Minister of Defence.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
Qualified examiners designated by order of the Minister of Defence may be required to participate, under the authority of the jury, in the correction of copies and in the admission test according to their specialty. They don't have a deliberate voice.
Depending on the number, the jury may form groups of examiners of at least three persons.
The Director of Human Resources of the Ministry of Defence is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
