Judgment of June 16, 2014 fixing the nature of the test and the general organisation rules of the professionalised examination reserved for access to the body of the civilian paramedical technicians of the Ministry of Defence

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to the access to and improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service, including Articles 5 and 7;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2012-631 of 3 May 2012 amended on the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

The professionalized examination reserved for access to the rank of normal-class paramedical civil technician of the Ministry of Defence shall be conducted in accordance with the terms and conditions defined by this Order.

No application for this professional review shall be admitted to the categories of non-registrants listed in Appendix I to the above-mentioned Decree of 28 May 2014.

The opening order of this reserved professional examination, taken by the Minister of Defence, under the conditions fixed to thearticle 2 of the decree of 19 October 2004 referred to above, sets the closing date of registrations, the date of the test, the open specialties or specialties and the number of jobs offered.

Specialties that can be opened are those provided by the decree of 30 October 2013 referred to above.
When the reserved professionalised examination is opened in more than one specialty, the candidate chooses at the time of registration the specialty in which he wishes to present himself.
In accordance witharticle 5 of the decree of 3 May 2012 referred to above, applicants must attach a copy of the title or diploma required in addition to their registration form for the reserved professional examination.

The professionalized examination reserved for access to the rank of normal civil paramedical technician of the Ministry of Defence has a single oral admission test allowing recognition of the acquired professional experience.
The trial consists of an interview with the jury to assess the candidate's personality, motivation, ability to practise his profession and the skills acquired during his career.
She begins with a presentation by the candidate, not more than 10 minutes, presenting her record of recognition of the achievements of the professional experience, and continues with an exchange with the jury on her professional skills and abilities.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
Duration of the test: 30 minutes, with a maximum of 10 minutes for the candidate's presentation.
This test is rated from 0 to 20.

For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries listed in the appendix to this order, which he or she shall give to the organizing service at a date fixed in the opening of the reserved professionalised examination.
The record of recognition of the achievements of the professional experience and the filling guide are available on the Department of Defense's intranet and/or internet sites.
The record of recognition of the achievements of the professional experience is not noted. It serves as a support for the conduct of the interview with the jury.
This file is transmitted to the jury by the organizer of the reserved professional examination.

At the end of the admission test, the jury establishes, by speciality and order of merit, the list of candidates admitted. Where applicable, a supplementary admission list is established.
No one may be declared admitted if he/she has at least one rating, fixed by the jury, equal to or greater than 8 of 20.

The jury is composed of at least three members whose president is the head doctor of an army training hospital or the director of the National Institute of Invalids, or their representatives, as well as:


- the head of the staff of a military training hospital or the head of the human resources department of the National Institute of Invalids or their representatives;
- for each branch of activity, at least one expert, military practitioner, or level I or II paramedical personnel, civil or military, exercising in the specialty.


The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
Depending on the number, the jury may form groups of examiners of at least three persons.

The Director of Human Resources of the Ministry of Defence is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
