The tasks of electricity distribution system (GRD) operators are defined by the provisions of Articles L. 322-8 and L. 322-9 of the Energy code. The rates for the use of public electricity distribution networks (referred to as " HTA/BT TURPE ") Cover all the costs associated with the exercise of these missions in accordance with the provisions of Article L. 341-2 of the Energy Code.


In addition to these tariff revenues, the GRD of electricity receives other revenue from the Title:
-bridging benefits to networks whose tariffs are governed by the provisions of Article L. 342-8 of the Energy Code;

The ancillary benefits of the GRD, made at the request primarily of suppliers and end customers, are collected, for Each GRD in a benefit catalogue that is public.


The cost of the ancillary benefits paid exclusively by the GRD is:

In order to obtain the opinion of all stakeholders and in accordance with the provisions of Article L. 341-3 of the Energy Code mentioned above, the ERC organised a public consultation of the November 25 to December 20, 2013. The CRE also consulted stakeholders on its proposal to create a framework for GRDs to conduct experiments and to take into account the deployment of advanced electricity meters in the pricing of benefits

The analysis of the GRD requests and the responses of the actors and the cost elements presented by the ERDF lead to:
-fix the increase in existing benefit rates to 0.7 % as of August 1, 2014;

-set up a pricing framework to conduct experiments.

A. -Methodology
1. Principles for the pricing of ancillary benefits


Article L. 341-3 of the Energy Code gives the CRE the competence to set the methodologies used to establish the tariffs of the ancillary benefits carried out exclusively by the GRD.
In addition, the provisions of Article L. 341-2 of the Energy Code mention that the TURPE comprises " Part of the costs of the ancillary benefits carried out exclusively by the managers of these networks'. Thus, the TURPE covers part of the costs associated with the realization of these benefits.

2. Tariff developments


In accordance with the provisions of Article L. 341-3 of the Energy Code, ERDF has sent to the ERC the accounting and technical elements enabling it to decide on the changes requested in terms of level and structure Exclusive benefit rates.
Based on data provided by the CRE to the CRE, the cost envelope for the realization of ancillary benefits increased by approximately 8.5 % between 2009 and 2013. According to ERDF, this increase is due, on the one hand, to the increase in the volume of ancillary benefits carried out by ERDF and, on the other hand, to the increase in unit labour costs. Unit labour costs increased by about 5.8 % between 2009 and 2013, or 1.4 % per year on average, which is consistent with the average inflation observed over the same period.

3. Main evolutions of the tariff rules

3.1.1. Fixing Service Index, Termination, or Provider Change Index


This benefit is to allow the provider to challenge an index of service, termination, or vendor switching, in a Three months after publication. This period is extended to 12 months for clients on a monthly basis.
The CRE considers that this benefit is likely to improve the quality of service provided to users by allowing them to challenge and correct an index Service, termination or change of supplier. The benefit has two options:

3.1.2. Multi-connection support


ERDF has requested the creation of a multi-connection support to provide a support service to users with multiple points to connect.

3.4. Other Tariff Changes

3.4.1. Subscribed Power Change

4. Form of tariff rules

5. Evolution procedure on request of network managers

1. Definitions


For the purposes of these rules, the terms used are those defined in section 1 of the tariff rules for the use of a public electricity grid in the HTA or BT voltage domain.


2. General provisions


These rules describe the content of the ancillary benefits performed exclusively by distribution system operators, set the rates for these benefits and specify, where applicable, the Standard or maximum delivery times for these benefits.

5. Experimental Benefits


The creation of an experimental benefit must be notified to the CRE.
