Subject: update of various regulations in force, taking into account the new French representation system established outside France resulting from the Act No. 2013-659 of 22 July 2013 relating to the representation of the French established outside France.
Entry into force: the text comes into force on the day after its publication, subject to the provisions of its Articles 1 and 2 that come into force once the consular councils have been constituted after the elections of 24 and 25 May 2014.
Notice: This decree draws the consequences of Decrees No. 2014-144 of 18 February 2014 and n° 2014-290 of 4 March 2014, of application of Act No. 2013-659 of 22 July 2013 relating to the representation of the French established outside France. Articles 1 and 2 replace the consular councils to the local commissions provided for in theArticle D. 531-47 of the Education Code and local commissionsArticle D. 766-3 of the Social Security Code. Its articles 3 and 4 adapt the organisation of the permanent commission for the social protection of the French from abroad and the permanent commission for the employment and vocational training of the French from abroad to the new system of representation of the French established outside France. Article 5 repeals the regulatory provisions still in force for the organization of elections under the empire of the former French representation system established outside France.

Vu le Decree No. 92-437 of 19 May 1992 establishing a permanent commission for the social protection of French from abroad;
Vu le Decree No. 2000-850 of 1 September 2000 establishing a permanent commission for the employment and vocational training of French abroad;
Vu le Decree No. 2014-144 of 18 February 2014 relating to the Consular Councils to the Assembly of French Foreigners and their members;
Vu le Decree No. 2014-290 of 4 March 2014 bringing electoral provisions relating to the representation of the French established outside France;
Having regard to the advice of the Board of Directors of the caisse des Français de l' étrangers dated 17 December 2013,
Decrete:
Article D. 531-47 of the Education Code is as follows:
"The consular councils established by theArticle 3 of Act No. 2013-659 of 22 July 2013 relating to the representation of the French established outside France shall exercise the powers of the local commissions, under the conditions provided by the Decree No. 2014-144 of 18 February 2014 the Consular Councils, the Assembly of French Foreigners and their members. »
The last six paragraphs of Article D. 766-3 of the Social Security Code are replaced by a paragraph as follows:
"The consular councils established by theArticle 3 of Act No. 2013-659 of 22 July 2013 relating to the representation of the French established outside France shall exercise the powers of the local commissions, under the conditions provided by the Decree No. 2014-144 of 18 February 2014 the Consular Councils, the Assembly of French Foreigners and their members. »
Article 3 of the above-mentioned Decree of 19 May 1992 is amended as follows:
1° In the first paragraph, the words "ten members" are deleted;
2° In e, the words "of the Conseil supérieur des Français à l' étrangers ;" are replaced by the words: "of the assembly of the French from abroad ; » ;
3° The f is thus written: "A representative of each representative association at the national level of the French established outside France. »
The above-mentioned decree of 1 September 2000 is amended as follows:
1° In section 1, the words "allotted to the consular committees for employment and vocational training of the Ministry of Foreign Affairs. are replaced by the words: "from the Ministry of Foreign Affairs in favour of the employment and vocational training of the French established outside France. » ;
2° In the first paragraph of Article 2, the words: "fourteen members" are deleted;
3° In the j of Article 2, the words: "of the High Council of French abroad;" are replaced by the words: "of the Assembly of French abroad; » ;
4° In the k of Article 2, the words: "Two representatives of the two associations representing the French abroad. are replaced by the words: "A representative of each representative association at the national level of the French established outside France. » ;
5° In Article 4, the words: "the annual session of the Plenary Assembly of the Superior Council of French Foreigners. are replaced by the words: "one of the annual sessions of the Assembly of French abroad. »
Order in Council No. 2000-200 of 6 March 2000 establishing the Chief Electoral Officers for the election of members of the Conseil Supérieur des Français de l' étrangers is repealed.
Articles 1 and 2 of this Decree come into force on the date provided for in the first paragraph of Article 42 of the decree of 18 February 2014 referred to above.
The Minister of Foreign Affairs and International Development, the Minister of National Education, Higher Education and Research, the Minister of Social Affairs and Health, the Minister of Labour, Employment and Social Dialogue and the Secretary of State for Foreign Trade, Promotion of Tourism and French Foreigners are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
